MAIN PURPOSE
Plan, organize, and evaluate Expanded Programme on Immunization (EPI) activities, including nursing and team-related tasks, in alignment with MSF values, policies, protocols, and universal health standards. The goal is to ensure the quality and continuity of immunization services and the effective implementation and development of the action plan.
ACCOUNTABILITIES
o Plan, supervise, and evaluate all Expanded Programme on
Immunization (EPI) activities, including routine immunizations,
supplemental immunization activities, and outreach services, ensuring
adherence to MSF protocols and universal health standards
o Perform nursing tasks when necessary to optimize resources, providing
care and support with professional knowledge and experience
o Protocol and Hygiene Standards:
Implement and ensure adherence to all hygiene protocols and procedures
within the EPI activities. Supervise the team to maintain the same
standards to guarantee the quality of care and services
Organize and coordinate team activities, including weekly schedules, annual leave, and coverage for absences
Evaluate team performance, identify training needs, and ensure staff
receive appropriate capacity-building to maintain high-quality
immunization services
Oversee the management of the cold chain, ensuring proper storage,
transportation, and handling of vaccines according to established
guidelines
o Pharmacy and Medical Equipment Management:
Supervise the management of medical supplies and equipment, including vaccine stock, drugs, and related materials
Monitor storage conditions, conduct inventories, track consumption, manage expired items, and ensure timely replenishment
Ensure all staff involved in EPI activities are adequately trained in vaccine administration and related medical device use
Supervise cleaning and minor maintenance of medical equipment,
ensuring tasks are performed according to protocols. Report any
malfunctions to the biomedical service
o Coordinate administrative tasks, including maintaining accurate patient files, immunization records, and data collection forms
o Prepare and submit regular reports with statistical analysis of EPI
activities, coverage rates, and challenges to support decision-making
and planning
o Work with community health workers to improve community awareness and participation in immunization activities.
o Address vaccine hesitancy and encourage acceptance of routine and supplemental immunization services
o Conduct regular monitoring of immunization sites, outreach activities,
and vaccine delivery processes to ensure adherence to standards and
identify areas for improvement
o Provide feedback and regular updates to the medical focal point,
highlighting achievements, challenges, and recommendations for improving
EPI activities
MSF has been working intermittently in Tanzania since 1993, supporting MOH in a variety of areas, notably the provision of primary and secondary health care and the response to epidemics such as cholera, malaria, and HIV/AIDS. MSF’s latest intervention in the country started in May 2015 with an emergency response to a cholera outbreak affecting both the refugee and the host populations in Kigoma region. Defining, coordinating and monitoring all care and nursing related activities in the project and ensuring the daily management of the human resources, according to MSF nursing protocols, standards and procedures, in order to warrant efficiency, quality and continuity of prescribed care
ACCOUNTABILITIES
o Planning and organizing all nursing related activities (IPD, OPD,

o Coordinating and supervising the implementation of the legal
therapeutic protocols, procedures and standards, depending on project
objectives (PPTCT, PEP, VCT, IEC, SGBV, MH services, etc.) and providing
technical support when needed, to ensure the quality of the nursing
care, confidentiality and information traceability, patient
surveillance, and the application of the therapeutic and sterilization
rules by the health care personnel
o Supervising the nutritional activities in order to ensure that
therapeutic food is provided regularly and that it complies with quality
and quantity standards.
o Ensuring all administrative procedures and documents (individual
patient’s card and registration book, discharge paper, transfer paper,
etc.) and existing data management tools are used correctly.
o According to MSF protocols and in collaboration with the Project
Pharmacy Manager and Project Medical Referent, supervising the
distribution (according to medical prescriptions) and pharmacy activity,
preparing new orders when required, supervising expiration terms and
consumption patterns, in order to ensure that pharmacy stock levels are
permanently updated and above minimum safety point.
o In coordination with the project biomedical service supervising the
appropriate use of medical devices and anticipating and communicating
future needs.
o In close coordination with the Logistics Manager, supervising
laboratory outputs related to nursing activities (blood test) to ensure
samples are collected correctly and results are provided on time.
o In close coordination with the HR department, planning and supervising
the associated processes (recruitment, training, evaluation,
development and communication) of the nursing staff of the project in
order to improve staff capabilities and ensure both the sizing and the
amount of knowledge required. Training nursing staff on PTE.

Supervising the clinical activities and guaranteeing the quality of midwifery care in the department, according to MSF protocols, values and universal hygiene standards in order to provide a high quality Mother and Child Health (MCH) care to the population
ACCOUNTABILITIES
o Supervising, supporting and evaluating the team under his/her
responsibility particularly midwives, midwife assistants and other
related staff in her team such as cleaners. Planning and organizing
their work (areas, days, absences, visits, holidays, etc) and coaching
them in their work with special focus in following all appropriate
protocols and procedures.
o Ensuring teamwork and a professional relationship between maternity and other departments.
o Supervising the clinical activities in all the maternity units of the
peripheral facilities and activities such as ante-natal consultations,
delivery and after delivery follow up, post-natal consultations, family
planning consultations, new-born vaccinations and liaising with the
Medical Doctor about the patients who need special care times, visiting
hours, etc.
o Ensuring that the staff on duty knows, implements and follows at all
times the universal hygiene standards/ precautions, bio-hazard
prevention and infection control in the medical premises ensuring high
standards of hygiene in the working environment.
o Ensuring that all staff using medical devices are qualified and
trained, cleaning and minor maintenance tasks are performed according to
the protocols, reporting any malfunction to the project biomedical
service.
o Being responsible for the department-related pharmacy activities

MSF SECTION/ CONTEXT SPECIFIC ACCOUNTABILITIES
As integrated project MSF is working in collaboration with MOH staff of 7
selected health facilities in the disctrict. The Nursing Team
Supervisor is expected to collaborate and follow the nursing activities
in three health centres and four dispensaries. As such:
o Together with MOH staff ensure the implementation and use of
protocals, guidelines, algorithms of BEmONC and CEmONC etc in the health
centres and Dispensaries
o Improve the sterilization techniques of medical equipment mostly in the health Centres and Dispensaries
o Facilitate and follow the waste segregation and disposal in the health
centres and dispensaries, participate in trainings together with HP
supervisor and NAM
o Develops a plan for training of the Nursing staff according to an
evaluation of competencies and needs and carries it out in accordance
with the set plan.
o Meets with the NAM on a regular basis to give updates on the status of
the medical activities supported by MSF in MOH facilities and establish
objectives for the coming period.
o Assist in OPD patient triage, management of children under 5yrs of age in OPD and IPD
o Collect medical data of respective health facilities and submit to supervisor on time
o In consultation with the NAM plan (schedule) for regular visits of the health centers and dispensaries
o Collaborates with the health promotion (HP) supervisor to elaborate a
strategy for SRH and children under 5yrs with focus in these two
activities.
o Supervising the proper distribution of drugs and use of materials,
keeping track of consumption patterns and supply orders, and monitoring
inventories, together with the NAM, MOH matrons/ Patrons and other
health facility in charge. Training the matron/Patron and health
facility in charge in order to ensure having minimum levels of stock to
carry out the activities of the project and a rational and appropriate
use of material resources.
