EXPRESSION OF INTEREST: PROVISION OF HEALTH, SAFETY, ENVIRONMENTAL, LAND AND RESETTLEMENT, LIVELIHOOD RESTORATION & SOCIAL CONSULTANCY SERVICES: REQ-000000595

East African Crude Oil Pipeline (EACOP) LTD (“COMPANY”) invites experienced and reputable Companies to express their interest in the provision of health, safety, environmental, land acquisition and involuntary resettlement, livelihood restoration and social consultancy services to the East African Crude Oil Pipeline (EACOP) Project.

The EACOP Project involves the construction and operation of an underground and cross-border pipeline to transport crude oil from Lake Albert area in Uganda to eastern coast of Tanzania for export to international markets. The pipeline will run from Kabaale, Hoima District in Uganda to the Chongoleani peninsula in Tanga, Tanzania. The length of the pipeline is 1,443 km, of which 296km will be in Uganda and 1,147 km in Tanzania. In Tanzania the pipeline will traverse eight (8) regions comprising of Kagera, Geita, Shinyanga, Tabora, Singida, Dodoma, Manyara and Tanga, 27 administrative District Councils, and 231 Villages.

BRIEF DESCRIPTION OF THE SCOPE OF THE SERVICES:

The scope of the services includes the provision of health, safety, environmental, land and resettlement, livelihood restoration and social consultancy services in the following areas:

  • Health Safety and Environment:
  • Environmental and Social Impact Assessments / Project Briefs.
  • Provision of Health & Safety support services including execution of specialist safety studies; risk assessments. Environmental and Social ad hoc studies and support services including the execution of specialist studies (e.g. water use studies, management system gap analyses).
  • Environmental and Social Surveys including Environmental and Social Impact surveys; Cumulative Impact Assessments; Site restoration surveys, Biodiversity/ecological surveys, Baseline data collection (other ad hoc environmental and social related surveys as may be required).
  • Environmental and Social Monitoring (for example soil tests, air quality measurements, water tests, noise and vibration measurements, effluent analysis etc.).
  • Health & Safety audits in compliance with Health, Safety and Environment Regulations.
  • Land Resettlement and Livelihood restoration and Social Consultancy Services:
  • RAP Implementation Compliance Reviews.
  • Review of Livelihood Restoration Programme implementation.
  • Specialist livelihoods support (agriculture, livestock, enterprise development, community health and safety). Gender and Inclusion.
  • Community Capacity Building.
  • Business and Human Rights Assessments.
  • Indigenous Peoples.
  • Stakeholder Engagement.
  • Environmental and Social reporting.
  • Contractor compliance audits and inspections.
  • Social Performance management.
  • Preparation, review, and update of environmental and social management guidance notes, plans, and procedures.
  • Provision of Environmental, Social, Livelihoods Health & Safety Training.
  • Provision of environmental, biodiversity and social ad hoc expertise.

MINIMUM REQUIREMENTS:

Companies or organizations expressing their interest are invited to submit documentation of their:

  • Company details including Certificate of Incorporation, Valid Business License, Memorandum, and articles of association.
  • Experience, performance and capacity in delivering tasks outlined above on a large scale, in compliance with national and international standards (International Finance Corporation (IFC) Performance Standards).
  • Experienced and reputable Contractors with Minimum 10 years7 experience/performance of similar services within Tanzania or internationally.
  • Key suitably qualified and experienced lead personnel in providing the services detailed above including but not limited to Environmental and Social Impact Assessments and Project Briefs of oil and gas projects that comply with IFC requirements.
  • Appropriate licensing from relevant in-country authorities for the provision of the services.
  • GIS software capability.
  • Qualified Management oversight & Support capability.
  • Evidence of a Quality, Health, Safety and Environment Management system, organization, and process in compliance with applicable Local and Industry standards.
  • Registration certificate with the Tanzanian Revenue Authority and valid current Tax Clearance Certificate.
  • Proof of Registration with the EWURA Local Supplier Service Provider (LSSP) database or an approved application at the time of submission of the response to this expression of interest is strongly recommended.
  • Compliance with Local Content Regulations, 2017, and Local Company definition.
  • Financial capacity to deliver the services required including submission of audited financial accounts for the last two years.

All Expression of Interests should be submitted in English Language.

Note: COMPANY will review and assess the documents provided by companies that have expressed interest in accordance with this EOI and conduct evaluations based on internal criteria to determine which companies will be included in the list of pre-qualified companies. Only the pre-qualified companies will receive, by signing a Non-Disclosure Agreement (NDA), an invitation to bid as a continuation of the call for tender process. COMPANY reserves the right at its sole discretion to make the decision to select or reject a company and maintain its decision without having to give reasons to the company concerned.
