WHO WE ARE

The East African Crude Oil Pipeline (EACOP) project is a Midstream development located across Uganda and Tanzania that includes a nearshore Marine Storage and Export Terminal (MST). Once completed, the EACOP Company will operate the East African Crude Oil Pipeline, a 1,443 km long, electrically heated crude oil export pipeline that transports oil from Kabaale – Hoima in Uganda, to the Chongoleani Peninsula near Tanga Port in Tanzania for crude export to the international markets.

DUTIES & RESPONSIBILITIES

To manage:

  • Operational logistics as catering, housekeeping, general services, waste disposal, fumigation, sites, lodging accommodations and PTS.
  • All material requests (diesel, chemicals, spares, consumables, etc.) from site and office.
  • Transport services for personnel, spares, consumables, and supplies.
  • Vehicles/truck fleet contract, maintenance, drivers, and shuttle services management.
  • Logistics services contracts with Cost Control and C&P Department.
  • Follow-up all stocks on sites/MST base by ensuring proper documentation and records.

To ensure:

  • Availability and suitability of equipment and services to operational and emergency requests.
  • Development and management of ‘Supply Chain’ activities: reception, custom, transit stock control, storage, material exit, transport, and client delivery.
  • Participation in the organization of transportation audits and of a logistic review.
  • Minimum dead stock and proper scrap management in line with EACOP procedures.
  • Lean operations mode in terms of infrastructure and resources.

QUALIFICATIONS / EXPERIENCE REQUIRED

Academic Qualifications:

  • Bachelor’s degree in Logistics Services or Engineering.
  • English proficiency.

Experience Required:

  • 15 years in Logistics services (sites & supply base) in a large organization.
  • Have negotiation skills, capacity to take decision and to work under pressure.
  • Capable of working with minimum supervision.
  • Good supervisory and communication skills with the ability to motivate the team.
  • Have good contract and purchasing knowledge.

Request For Expression Of Interest: Provision Of Driving School Services Under The Eacop Academy Training Program Reference No: 00000556

East African Crude Oil Pipeline (EACOP) LTD (“EACOP LTD”) invites experienced and reputable companies to express their interest in providing Driving School Services under the EACOP Academy Training Program.

The EACOP Project involves the construction and operation of an underground and cross- border pipeline to transport crude oil for export to international markets. The pipeline will run from Kabaale, Hoima District in Uganda to the Chongoleani peninsula in Tanga, Tanzania. The length of the pipeline is 1,443 km, of which 1,147 km will be in Tanzania and 296 km will be in Uganda.

BRIEF DESCRIPTION OF THE SCOPE OF SERVICES:

EACOP under the Academy training program aims at empowering Tanzanian youths to work as part of the future EACOP Operations. The Academy has selected up to 113 Tanzanians to take part in this program. One of the Academy requirements is for the trainees to possess a valid driver’s license since they will be required to drive vehicles during the training program, and during the commissioning and operations period of the EACOP Project.

EACOP is therefore seeking for a qualified and certified driving school to provide drivers’ training services to the EACOP trainees who will be based in Academic Training centers in Arusha and Moshi. The main objective of the driving training will be.

  • To deliver a learner’s driving course to estimated 100 No. EACOP students.
  • Conduct refresher drivers’ training for 1 1 3 No. EACOP students.
  • To qualify and have 100 No. students issued with valid Tanzanian drivers’ licenses.

The driving training delivery will be taking place at Arusha, between August 2024 and October 2024, followed with a period at Moshi, between November 2024 and March 2025. Upon completion of the above training, refresher training for the 1 1 3 students covering Defensive Driving techniques at Moshi between January 2025 to March 2025.The course outcome must not only aim to obtain driving license, but also to teach the students to follow road rules and regulations, to drive defensively, to maintain the right attitude, and to cultivate safe driving techniques.

MINIMUM REQUIREMENTS:

Companies or organizations expressing their interest are invited to document their request with:

  • Registration Certificates Tanzania including certificate of registration, business license etc.
  • Experience, performance, and capacity in delivering the Scope of Services outlined above at a large scale in Tanzania, with at least 10 years’ experience / performance of similar services internationally in compliance with national and international standards (including International Finance Corporation’s Performance Standards (IFC).
  • Profile of key personnel to be involved in the provision of Services including personal certifications as necessary and level of qualifications, and experience and capacity to deliver the required services in a major capital oil and gas projects.
  • Proof of registration with the Revenue Authority and Tax Clearance Certificate for the latest year available.
  • Financial capacity to deliver the services required including submission of financial accounts for the past three years.
  • Evidence of a QHSE Management system, organization, and process in compliance with applicable Local and Industry standards for similar works.
  • Registration or approved application for registration with the EWURA Local Supplier Service Provider (LSSP) database in Tanzania at the time of submission of the response to this expression of interest is strongly recommended.
  • Compliance with Tanzania Local Content Regulations, 2017 and local company definition.
  • Proof of Anti-corruption, Anti-bribery, Compliance and Human Rights policies.

Note: EACOP LTD will review and assess the documents provided by companies that have expressed interest in accordance with this EOI and conduct evaluations based on internal criteria to determine which companies will be included in the list of pre-qualified companies. Only the pre-qualified companies will receive, by signing a Non-Disclosure Agreement (NDA), an invitation to bid as a continuation of the call for tender process. EACOP LTD reserves the right at its sole discretion to make the decision to select or reject a company and maintain its decision without having to give reasons to the company concerned.
