For Project: Technical Assistance for support implementation of Green and Smart Cities SASA programme in Tanzania

The consultancy contract for Technical Assistance (TA) supports the implementation of the Green and Smart Cities SASA programme. Among the objectives of the Green and Smart Cities SASA include (1) promotion of enabling urban environment and enhancing local revenue mobilization and inclusive urban economic development, (2) strengthening urban resilience and public services to urban poor communities and (3) stimulating a sustainable local economy in the selected cities, creating economic opportunities especially for women and youth.

The specific objective of this contract are as follows:

Specific objective 1: To ensure that the Government of Tanzania achieves the expected results and meets the eligibility criteria of the budget support component of the Green and Smart Cities SASA programme.

Specific objective 2: To strengthen the institutional capacities of PORALG and LGAs to efficiently and effectively discharge their roles of promoting and coordinating local economic development, strategic planning and budgeting, public finance management, revenue mobilization, ICT reforms and urban planning and management.

Specific objective 3: To ensure optimal alignment and synergies between the different components, contracts and stakeholders of the Green and Smart Cities SASA programme

DAI is looking to recruit Key expert 1: Team leader (Replacement)

Qualifications And Skills

  • Master degree or above in one of the areas directly related to the assignment e.g. urban policies, economic development, urban planning, local governance, urban infrastructure and social science.
  • Good skills and knowledge of tools related to project cycle management and financial management.
  • Excellent communication skills (oral and written) in English language (C1 level in English)

General professional experience

  • 12 years or more of professional experience in design and implementation of urban development projects.

Specific professional experience

  • Successful completed minimum of 2 similar assignments as Team Leader
  • A good knowledge of urban planning and management in the context of LGAs
  • Strong track record in project management and project coordination, preferably in the region.
  • At least 2 years working experience in Sub-Saharan countries

Starting date: ASAP

End of the project: May 2026

Input: total of 360 working days (full-time)

Location: working days should be worked from the country – around 15-16 working days per month in Tanzania. Base of operations is Dodoma with possible travel to target LGAs – Mwanza, Tanga and Ilemela.
