Who we are?
Uwezo Tanzania is a registered independent NGO under NGO Act No. 24 of
2002 with registration number 00NGO/R/09001. Uwezo meaning “capability”
in Swahili. Uwezo’s main function has been to generate data and curate
evidence on actual literacy and numeracy competency levels among
children aged 6-16 years in a manner that informs the public, stimulates
countrywide debate, and creates pressure for policy change from the
bottom-up. Uwezo has also used the assessment evidence to experiment and
conduct innovative intervention that demonstrate what works to improve
learning outcomes especially on literacy and numeracy skills.

ToR for MELA Manager
Monitoring, Evaluation, Learning and Adoption Manager (MELA Manager)
will be responsible for designing, coordinating, and implementing the
monitoring and evaluation, research, and learning framework of projects.
Will develop a systematic monitoring framework to improve the
qualitative and quantitative evidence gathered by the project.
Additionally, the MELA Manager will provide technical assistance to the
implementing agencies, particularly in relation to monitoring and
reporting. The MELA Manager will report to Uwezo Executive Director.
Key Responsibilities:
• Monitor all project activities, and progress toward achieving the project output
• Install MELA culture to UWEZO Staff and Partner staff
• Develop a project monitoring plan (PMP) of the projects in line with project documents.
• Conduct capacity assessment on existing monitoring and evaluation
system, develop indicators, and a monitoring strategy for the project
• Provide input, information, and statistics for quarterly, annual, and other reports to Project Management Team.
• Participate in annual project reviews and planning workshops and assist the Project Manager in preparing relevant reports
• Assist in coordinating across the available components of the project to ensure effective implementation of MELA.
• Will support research and advocacy works though data collection, analysis, generating strategic working document
• support program staff to produce quality donor and government reports
of all Uwezo report before sharing to external stakeholder
• Key writer of fundraising documents including proposals, project and Uwezo Tanzania profile.
• Perform other duties as required.
Qualifications and Experience Requirements
• Bachelor’s degree or above in Project Management, Monitoring and Evaluation, or related fields.
• At least 2 years of work experience in monitoring and Evaluation of development programs

• Good level of proficiency in Windows Excel and quantitative analysis
• Experience in program design and MEL plan development Ability to
design MEL tools, surveys, surveillance systems, and evaluations
• Demonstrated ability to train and build capacity of others.
• in a non-governmental organization.
• Ability to create effective and efficient systems for gathering and analyzing complex data.
• An effective communicator fluently both verbally and in writing Kiswahili and English
• Willing and able to travel extensively within Tanzania.
