The Legal Services Facility (LSF) a registered non-government Organization (NGO) with Registration No. 00NGO/R2/00011. The LSF was created to channel funding on equal opportunity basis to organizations which are providing legal aid and paralegal services in Tanzania mainland and Zanzibar.  These services assist individuals to claim their rights, redress grievances and protect their fundamental human rights.

The LSF is implementing Sauti ya Mwanamke project funded by EU managed by Enabel. The project overall goal to increase access to justice through a legal empowerment approach, in particular for women and girls. Through implementing partners, a paralegal cadre of around 4000 is supported, organized in 184 districts based paralegal organizations.

The Role      

  1. Job purposes

The Program/Advocacy Manager will oversee the coordination and administration of all aspects of the ongoing LSF programs activities including planning, budget, management, and organizing, staffing, leading, and controlling program activities.

To be responsible for developing and driving the implementation of an effective influencing strategy and tactics for LSF’s priority campaign, working closely with various program stakeholders and implementing partners.

To lead and support program officers in the following areas of program implementation: programs, grant making and grant management, program planning, budgeting and budget management, capacity development to become an effective approach towards grantees / implementing partners and a monitoring and results functions that provides a thorough analysis of available and quality assured data, with ample utilization of ICT.

The role will ensure that the LSF result areas: Accessibility of legal aid services, Legal Empowerment, Conducive environment for Legal aid, Sustainability of legal aid are kept central in all programmatic interventions the LSF embarks on and is responsible for achievement of the outcomes/ results in each of the result areas according to the existing benchmarks mentioned in the logical framework.

  1.  Reporting lines

The Program/Advocacy Manager will report to the Director of Programs and Operations.

The Program/Advocacy Manager will directly supervise, Community Engagement officer and Monitoring, Evaluation & Learning (MEL) officer.

  1.  Key responsibilities and tasks:
  2.             General:

Coordinate LSF program activities implementation and advocacy initiatives by the LSF as an institution and LSF’s grantees towards achieving expected results in accordance with the LSF annual strategic plan.

  1.             Planning:
  • Formulation of LSF Annual Plans including, in close collaboration with the Director of Programs and Operations , the budget, for the Programs Section and oversee proper implementation.
  • Plan the delivery of the overall program and its activities, outputs and results in accordance with the Strategic Plan of the LSF.
  • Develop new program and advocacy initiatives, innovative approaches to support the strategic direction of the LSF.
  • Assist in the development of draft funding proposals for the program to ensure the continuous delivery of services.

Oversee the formulation of detailed annual plans, including budgets for Community Engagement officer and Monitoring, Evaluation & Learning officer and Program Officer-Zanzibar

  • Participate in monitoring programme implementation progress, ensure adherence to the programme annual work plan, budgets, prepare revisions (if required) and evaluate annual plan performance
  • Participate in programme quarterly review sessions and prepare a report to that effect.
  • In collaboration with the Capacity Development Officer develop yearly outreach programme plan according to program needs and capacity development.

              III.     Staff Management

  • Perform annual job performance evaluations of direct reports.
  • Oversee the formulation of detailed annual plans, including budgets, budgets for Community Engagement officer and Monitoring, Evaluation & Learning officer and Program Officer-Zanzibar
  1.             Grant making and grant management
  • Ensure proper grant making and grant management for all LSF implementing partners with a special view to transparency through proper reporting and result       orientation of grantees.
  •  Provide proposals ideas and analysis on impact measurement of the LSF interventions e.g. the costs saved by dealing with GBV cases, the benefits generated by securing property rights for women in inheritance cases etc.
  1.             Programs
  • Communicate with implementing partners, clients and other stakeholders to gain community support for the program and to solicit input to improve the program.
  • Liaise with other officers to ensure the effective and efficient program delivery
  • Coordinate the delivery of services among different program activities to increase effectiveness and efficiency.
  • Provide quarterly, semi-annual and annual reports on the program for the ED, Board and for funders
  • Identify and evaluate the risks associated with program activities and take appropriate action to control the risks
  • Monitor the program activities on a regular basis.
  • Actively represent the LSF in programmatic forums for women’s rights, forge partnerships with likeminded organisations in order to benefit from expertise and experience available in the country as well as to avoid duplications of efforts and funding.
  • Liaise, together with the ED, donors, senior level government representatives and other senior level contacts.
  • Be responsible for the Program budget consisting of a budget for grants and capacity development.
  1.             Advocacy
  • Develop and implement LSF’s advocacy strategy and domestic to global advocacy initiatives.
  • Coordinate domestic, regional   to global advocacy work within Programmes Department
  • Support the LSF ED ensuring that she or he is effectively supported to advocate on LSF’s priorities in external forums at both regional and global levels
  • Coordinating and undertaking advocacy at national, regional and international level
  • Initiate and support LSF’s lobbying and campaign activities at national, regional and global levels
  • Represent LSF at relevant national, regional and international advocacy forums and networks AND help secure influence with targeted policy and decision-makers at the national level and at key regional and global events.
  • Identify platforms and opportunities to maximize women and girls’ voices nationally, globally and regionally
  • Participate in national, regional and global advocacy event and networking with civil society, Governments, UN, AU, SADC and others relevant advocacy events.

Ensure that all program interventions are measurable and be measured against the indicators as mentioned in the LSF logical framework.

  1. Qualification
  • A Master’s degree in Social Sciences or related field.
  • Knowledge, skills and abilities
  • Knowledge of programme implementation and management
  • Knowledge of legal aid, legal education, human rights awareness creation and legal                empowerment
  • Knowledge on local government structures in Tanzania
  • He/she should demonstrate competence on the following:

Creativity, strategic, innovative and analytical thinker with the ability to manage multiple                projects

  • Must be highly organized and able to work well with others
  • Must have strong written and oral communication skills in both Kiswahili and English
  • Focus on Client centred approaches and the ability to respond to the community needs.

Experience

  • A minimum of 7 – 10 years relevant experience in programme management and advocacy
  • Demonstrated experience in programme planning, monitoring and coordination of CSOs
