Overview
Jhpiego seeks a Director Surveillance Monitoring, Evaluation & Research (SMER) who will provide technical leadership and project oversight around Surveillance Monitoring, Evaluation and Research for an upcoming five-year $30,000,000 million USAID Usalama wa Afya Duniani (USAID Global Health Security (GHS)) activity in Tanzania. The activity aims to support the Government of Tanzania to improve their health system to prevent, detect and respond to emerging infectious diseases (EID) through building and strengthening measurable, sustainable capacity while helping to develop and adopt evidence-based and innovative solutions to prevent, rapidly detect, effectively respond to, and ultimately recover from EID – whether naturally occurring, accidental, or deliberate.
The SMER Director will lead, establish and enhance surveillance, monitoring, evaluation and research systems strengthening interventions to impact global health security in collaboration and coordination with key stakeholders including the Ministry of Health, Presidents’s Office Regional Administration and Local Government (PO-RALG) and Prime Minister’s Office.

Responsibilities
- Working in collaboration with the Technical Director provide leadership and strategic inputs and direction to ensure programmatic integrity and technical guidance to the project on the design and implementation of project activities to reach project goals, in event and indicator-based surveillance design, implementation, and evaluation, and provide inputs in the design, development or strengthening of data systems and digital solutions that support national and subnational emergency responses.
- Ensure a robust working knowledge of the local epidemiological context, to quickly analyze epidemiological trends, including drawing upon global data and trends, identify gaps, and develop responsive action plans.
- Work effectively and collaboratively with local and national government counterparts and engage in local level planning.
- Foster a culture of data for decision making across all project teams, partners and local stakeholders; Ensure all activities are evidence-based, adapted to local context, and reflect state-of-the-art knowledge and best practices.
- Develop and maintain strong working relationships with USAID and Government of Tanzania, departments and related ministries (including those in the One Health space e.g. animal health/dairy, agriculture, environment); public health partners, and local research institutions to share knowledge, maximize resources and avoid duplication of effort.
- Provide guidance and support for capacity strengthening efforts for national government counterparts.
- Improve capacity of local government health authorities to conduct evidence-based and epidemiological analysis of local health systems for decision-making to inform strategic and programmatic direction.
- Work with Surveillance, Monitoring and Evaluation staff to develop M&E frameworks and effectively track data/results.
- Mentor, supervise and manage performance of a team of technical professionals, ensuring high-quality implementation of all project activities, and ensure timely feedback.

- Work with the Deputy Chief of Party on annual work planning and provide strategic inputs including on the Performance monitoring plan.
- Work closely with zonal SMEAR leads to analyze data, adjust implementation, and put in place course corrections.

Required Qualifications
- Master’s degree in epidemiology, statistics, implementation science or similar
- At least 9 years’ and above experience implementing in monitoring and evaluating progress towards target in infectious diseases.
- Demonstrated experience in establishing surveillance monitoring and evaluation systems and training others in their usage and implementation.
- Skilled in at least two or more of the following technical areas: indicator-based surveillance, event-based surveillance, monitoring and evaluation of service delivery projects, or implementation science, geospatial mapping.
- At least 7 years of relevant experience with USAID or other USG or donor-funded health programs. Professional experience interacting with host country governments and counterparts; international donor organizations; civil society; and the private sector.
- Demonstrated strong management, coordination, teamwork, and planning skills with proven ability to function effectively with multiple host-country counterparts in both the public, NGO and private sector.
- Excellent diplomacy skills and a proven ability to establish and maintain interpersonal and professional relationships with USAID, host-country counterparts, and representatives from other key stakeholders such as NGOs, CSOs, and the private sector.
- Demonstrated strategic thinking, organizational, team-building, and representational skills Excellent skills in facilitation, team building, and coordination.

- With the Technical Director /M&E Director and the project senior management team oversee the preparation, and timely submission of quality-workplans, reports and other key deliverables to the donor.

Required Qualifications
- Master’s degree in medicine, nursing, health sciences, epidemiology, public health or a related field. Demonstrated experience and knowledge in establishing project systems and overseeing project start-up and close-out.
- Minimum of 10years of experience in a senior role managing large, complex, and integrated programs of similar scope, preferably in global health security in public and private facilities, local government institutions systems strengthening, developing, and capacitating local organizations in the Tanzania and dollar value.
- Proven ability to work collaboratively with government, donors, the private sector, various ministries, development partners, community organizations, research organizations, and academic institutions to advance health objectives.
- Demonstrated experience leading and managing multi-sectoral and multi-disciplinary teams to achieve project results in a fast-paced and complex environment.
- Previous recent experience working in Tanzania with intimate understanding of local healthcare system, government system, and gaps and opportunities in the above-mentioned technical areas, and preferably with established relationships with relevant Tanzania stakeholders.
- Previous experience working on USAID-funded projects, matched with an in- depth knowledge of USAID regulations, compliance, and reporting requirements.
- Experience working with sub-/grantees, local and international and knowledge of capacity development approaches for locally led development.

Director, Finance at Jhpiego
Overview
The Finance Director will be overseeing all financial and operational matters within the project including managing financial systems, developing a budget for programs, generating financial reports, tracking expenses, collaboration with the administration of sub-awards, managing finance and operational issues, collaborating with the procurement and management of vendors, monitoring the project’s supply chain and inventory systems, and supporting finance staff from regional offices.
S/he will be the point person to ensure that the project office finance systems are well established and meet the required standards, donor requirements, as well as local laws and regulations. As a member of the senior management team s/he will contribute to the project Office’s strategic leadership.
S/he will serve as the primary finance and operations liaison with the project office and other partners in Tanzania. As a member of the senior management team, the Finance Director will contribute to the project Office’s strategic leadership. Additionally, the Finance Director will develop, implement, and strengthen project’s financial and operational processes.

Responsibilities
General
- Oversees and manages the financial and administrative operations of the project.
- Support project start-up and closeout activities and establishment of new offices as required.
- Help develop and implement project-specific financial management strategies, SOPs and administrative procedures that are consistent with institution and donor policies and operating systems.
- As part of the senior management team for the project provide advice, guidance, feedback and leadership on finance and operational issues related to the project. Work closely with Chief of Party and other senior project staff to improve finance and operational support.
- Supervise and mentor finance staff.
- Ensures adherence to all financial, personnel and administrative policies and procedures, including conformity to local laws and requirements.
- Identify and communicate compliance and risk issues to the Chief of Party as required.
- Provide overall guidance and support in resolving compliance issues noted. Work with the Chief of Party to proactively identify and manage risk for the project.
- Regularly review recommendations by the internal auditor, internal review teams, external auditors and donors and ensure follow-up action is taken on gaps noted. Ensures that the project is ready for audits/financial reviews at any time.

- Oversee overall financial system implementation including controls and standards. Review and maintain strong system of internal controls to ensure accurate financial reporting. Monitor and adapt project financial system to optimize financial transaction processing and required financial reporting. Supervise Finance Managers/Project Finance and Operations manager on financial/accounting aspects of his/her work.
- In collaboration with the Grants, Contracts and Strategic Partnership manager. Reviews and provides feedback on award documents, modification and other binding documents issued by others to the project.
- Assists project staff to develop work plans and annual budgets for program activities and the local office costs. - Monitors burn rates and expenses for the project in collaboration with technical staff. - Work with the Grants, Contracts and Strategic Partnership manager to ensure all sub-recipients are selected, managed, and monitored as per project’s policies. Works with finance and program team to close-out sub-awards and ensure all final reporting is done in a timely manner.
- Prepare quarterly reports, pipeline, projections, consolidated annual fiscal report, and any other financial reports as required by donors and/or management. Serve as a financial liaison with country-level donors.
- Routinely reviews cash flow and RIF balances to ensure that project’s expenditure is within the amounts established for the country office.
- Proactively manage annual funding cycles and ensure that all expenses for the project year are recorded prior to the end of the funding cycle.
