HJF Medical Research International, Inc. Tanzania (HJFMRI) is seeking to hire a Senior Technical Advisor, HIV Testing Services. The position act as the primary technical expert and contact person for HJFMRI Tanzania SHL Program HIV testing services at the organization, facility, and community level. The incumbent facilitates the development, modification, and adaptation of appropriate HTS strategies, aimed at improving clinical and community access to and use of services. The position collaborates with technical teams to strengthen the continuum of response from HIV testing, linkage to prevention and care. The incumbent liaises with the Ministry of Health (MoH), local government, local and national organizations, including faith-based organizations to facilitate the expansion of HIV Testing services at the health facility level and community settings. The incumbent capacitates local partners (sub grantees), health facilities and HJFMRI Tanzania staff to deliver high-quality HIV Testing services in the Southern Highlands of Tanzania. The position is based in Mbeya and reports to the SHL Program Director.
Responsibilities
- Provide technical leadership in the development of approaches and strategies for mobilizing partner organizations, facilities, and communities for the establishment or strengthening of HIV testing services strategies and activities.
- Collaborate with other HJFMRI departments and partners to achieve the overall HTS goal of early identification of PLHIV and link them successfully to prevention, care, and treatment services.
- Collaborate with the HJFMRI prevention team to ensure all clients testing negative are linked to appropriate prevention services, including but not limited to condoms, PrEP, and VMMC services.
- Liaise and consult regularly with the relevant authorities, partner organizations, facilities, community leaders and beneficiaries in relation to the planning, design, and implementation of HJFMRI Tanzania and partner HTS activities.
- Develop integrated, innovative and gender sensitive interventions for the provision of comprehensive HIV Testing services to high risk and key populations, adolescent girls and young women, youths in and out of school, and the general population.
- Build the capacity of the partner organizations and government technical staff to deliver high-quality HIV Testing services.
- Provide on-going support through coaching, supervision visits and mentoring to partner organizations, facilities and HJFMRI staff in implementing HTS activities.
- Document, consolidate and disseminate knowledge and information regarding best practices, lessons learned, and proven approaches at HJFMRI Tanzania.
- Ensure quality implementation, achievement of results for activities within the HJFMRI Tanzania program and within partner projects and collaborate with other HJFMRI Tanzania program departments to ensure effective teamwork.
- Collaborate with partners to develop quality assurance and improvement mechanisms and ensure QA and QI HIV testing services conform to set requirements and standards.
- Develop annual work plans, budgets and reports for HTS activities; and ensure integration of project activities into wider HJFMRI-T annual plans.
- Develop work plans and oversee HTS activities for regional outreach coordinators.
- Provide technical support to local partners including health facilities in preparing and submitting timely monthly, quarterly, semi-annual, and annual reports.
- Develop innovative strategies to ensure successful linkages of HIV positive Identified clients to care and treatment services and HIV negative clients to prevention services.
- Liaise with the monitoring and evaluation department to ensure that HTS performance monitoring strategies are functional including clarity of indicators, quality of monitoring and evaluation data collection tools, data quality and reporting.
- Facilitate and coordinate quality improvement activities / initiatives with the CQI team for HTS performance improvement.
- Support Senior Management Team especially in identifying areas requiring policy influence and support implementation and development of long-term plan.
- Participate as a member of the HIV USG Tanzania Team providing technical expertise in HTS activities ensuring programs are in line with the USG HIV and AIDS in-country strategy.
- Develop and maintain good working relationships with other partners, governmental and non-governmental, within the five regions.
- Oversee program performance and actively mitigate challenges to ensure proper strategies for an excellent and sustainable program performance.
- Prioritize evidence based HTS modalities like index testing, SNS, OPITC, HIVST etc. to improve program HTS performance across all program supported regions.
- Provide technical support to facility and community partners to ensure that index testing is implemented in a safe and ethical manner.
- Closely coordinate with the WRAIR Tanzania Sr. technical advisor for testing and prevention and with the HJF Home Office Technical Director for case finding.
- Monitor compliance with national HIV testing guidelines and availability of HIV testing commodities.
- Perform other tasks as may be assigned by supervisor that are necessary to achieve the objectives of this position.

This position will serve as the technical lead for facility-based adult and pediatric TB/HIV and nutrition services for the HJFMRI Tanzania Southern Highlands Program. The incumbent will be responsible for developing and streamlining TB/HIV programming towards effective and sustainable implementation and providing high-level technical assistance of the supported TB/HIV and nutrition activities, including designing and supporting the implementation of innovative approaches and evidence-based practices to ensure high quality and integrated TB/HIV and nutrition services across the supported regions, councils, and facilities. Responsibilities
- Oversee all HJFMRI Tanzania SHL Program adult and pediatric TB/HIV and nutrition services, including planning, implementation, monitoring and evaluation of TB/HIV and nutrition activities.
- Provide technical support in the development of TB/HIV and nutrition program design, work plans and implementation strategies necessary to achieve the set targets and service coverage to the Southern Highlands zone.
- Work with the Ministry of Health, Regional and Local government authorities in health facilities in the Southern highlands, to direct HJFMRI medical staff in the implementation and management of all clinical aspects of a comprehensive TB/HIV services and nutritional support.
- Capacitate staff at the regional and council level, as well as health facility personnel, in the areas of technical planning, management, monitoring and evaluation for TB/HIV and nutritional programs.
- Ensure all HJFMRI Tanzania TB/HIV and nutrition activities are designed and implemented in accordance with USG-PEPFAR and MoH-NACP guidelines.
- Participate in planning and technical meetings organized by USG and GOT (MoH).
- Develop and maintain good working relationships with all key stakeholders in TB/HIV and nutritional services delivery in Tanzania.
- Collaborate with other technical leads to develop joint annual, quarterly, and monthly plans and budgets for successful implementation of TB/HIV services in the served regions.

Responsibilities
- Oversee all HJFMRI Tanzania PMTCT and CECAP activities in the SHL.
- Provide technical direction on roll-out, implementation, and monitoring of option B plus and screening, treatment and follow up of CECAP services in the SHL zone.
- Provide technical support to the program and HJFMRI-T regional teams, and RHMT/CHMTS on the scale-up PMTCT and CECAP services and ensure they are implemented in accordance with the national guidelines in the Southern Highlands regions.
- Provide technical support in the planning, implementation, monitoring, and evaluation of the HJFMRI-T PMTCT program and CECAP services.
- Support HJFMRI-T regional teams to build the capacity of the facility, Community partners, and other stakeholders to deliver quality PMTCT and CECAP services in the Southern Highlands.
- Design and implement capacity building and / or technical assistance programs to bridge gaps in capabilities among HJFMRI-Tanzania staff, RHMTs, CHMTs, and facility-based health care workers to deliver high quality PMTCT packages and CECAP services.
- Ensure national guidelines, SOP, and Job Aids on PMTCT and CECAP are available and constantly used by the health care providers at the facility level.
- Provide technical support to ensure PMTCT program and CECAP data are well captured, compiled, and reported timely according to reporting schedules.
- Monthly review program data, analyze, provide interpretation, acknowledge best practices, and provide recommendations for service improvement.

- Ensure effective integration of CQI activities in the PMTCT & CECAP services and build the capacity of Regional and district officers, providers, and health management teams to use program data for program improvement.
- Technically support the program in the development of the program procedures, systems, and referral mechanisms.
- Oversee the design and implementation of community linkages services and support groups for HIV positive pregnant and breast-feeding mothers and their families to ensure a network of quality of care.
- Develop strategies to strengthen Mother-Infant pair (HEI) follow-up at least until the weaning period, EID services, and enrollment of HIV-positive infants on ART.
- Review the implementation and operation of monitoring and reporting mechanisms (Monthly, Quarterly, SAPR, and APR) including documentation of best practices and lessons.
- Collaborate with other stakeholders to improve the integration of pediatric HIV care and EID services in the zone and ensure services are aligned with the national goals.
- Participate in national / USG HIV technical working groups (TWGs) and forums as it relates to PMTCT and CECAP services.

- Strengthen referral linkages with effective feedback loops and ensure that women who need follow-up or referral for advanced care such as loop electrosurgical excision procedure (LEEP) and histopathology evaluation receive the referral services.

The position will collaborate with Senior Technical Advisor, PMTCT & CECAP in scaling up PMTCT, Pediatric and adolescent care and treatment services to both PBFW, pediatric and adolescent populations. The position is part of a team of experts in scaling up HTS, TB/HIV, ART Services, and Supply chain management for pediatric and adolescents in the SHL Program supported regions. The position is based in Mbeya with frequent travels to Rukwa, Songwe, Katavi, and Mbeya regions. The position reports to the SHL Program Director.
Responsibilities
- Manage all pediatric and adolescents HIV activities, including all pediatric HIV testing activities in the Southern Highlands (SHL) zone.
- Coordinate the planning, initiation, and implementation of the Pediatric and adolescents HIV Care and Treatment program including integration of EID in the pediatric cascade of care.
- Provide technical support to implementing partners in planning, budgeting, and supervision for pediatric HIV and Care activities.
- Oversee agency-funded pediatric program activities and initiatives required to implement the HJFMRI Tanzania PEPFAR HIV SHL program.
- Coordinate PEPFAR supported site staff trainings and mentorships in pediatric and adolescent HIV care and treatment services.
- Assist in Pediatric HIV care and treatment program monitoring and evaluation.
- Collaborate with the Regional Program Managers, Regional Health Management Teams (RHMTs), Council Health Management Teams (CHMTs), and Hospital Management Teams (HMTs) in managing innovative strategies for improving the quality of pediatric and adolescent HIV services.
- Collaborate with the CQI team to oversee quality improvement activities for pediatric and adolescent HIV care and treatment programs performance improvement in the SHL zone.
- Collaborate with the M&E team to ensure pediatric and adolescent components are functional, including clarity of indicators, quality of M&E data collection tools, data quality and reporting.
- Represent HJFMRI at Technical working groups, national and international meetings on Pediatric and adolescents HIV Care and Support when deemed necessary.
- Coordinate and supervise pediatric and adolescent clinics at the facilities and ensure provision of quality services across the cascade.
- Participate in GBV and VAC activities within Pediatric HIV care and treatment programs in the Southern Highlands zone.
- Collaborate with Government stakeholders to strengthen the integration of Pediatric HIV care with the national goals.

- Capacitate the Ministry of Health staff at the regional and council level, as well as that of health facility personnel, in the areas of technical planning, management, monitoring and evaluation for antiretroviral therapy programs.
- Plan, implement, and monitor HIV/AIDS services delivery interventions in accordance with USG-PEPFAR and MoH-NACP guidelines, including adult HIV programs, TB/HIV, and nutrition at each level of the Region and district, in collaboration with Mbeya Zonal Referral Hospital, and Regional and District Medical Offices in HJFMRI-supported regions of the Southern Highlands
