PROJECT BACKGROUND

Restoring Landscapes & Livelihoods in East and Southern Africa with Climate Asset Management (RESAf) in Tanzania aims to improve livelihoods, food security and resilience to climate change in Tanzania through restoring ecosystem services and improved management of agricultural, pastoral and forest areas contributing to emissions reductions. This Program will enable and build substantial carbon sinks and sequestration opportunities, allowing viable returns to both farmers and investors.

CARE will be leading implementing Organisation in this 5 years’ climate change initiative in a consortium approach with other four international NGOs. The Program will enhance ecosystem services and carbon sinks, using locally appropriate Evergreening practices, to sequester carbon and generate certified carbon credits for the benefit of local communities and the investor. To improve the landscapes and livelihoods across Tanzania, the programme will take a multi­faceted, evidence-based approach to strengthen social, institutional, and economic infrastructure, and will develop equitable ever-green agriculture(EGA)value chain markets and ecosystem-based businesses (including the engagement with carbon markets) that underpin the sustainability of scaling-up positive impacts being realized through Evergreening practices.

POSITION TITLE : Women Empowerment & Financial Inclusion Project Officer (WE&FI)

REPORTS TO : Women Empowerment & Financial Inclusion Program Manager

LOCATION                : Ifakara, Morogoro

JOB SUMMARY:

He/she will be responsible in social empowerment and collective investment, financial inclusion, savings groups, entrepreneurships, social enterprises, market systems, micro to macroeconomics, MAP, and digital technology. The WE & FI Officer will ensure effective integration and adoption of WE approach within CARE’s Kilombero Cluster in Morogoro, and as part of driving gender transformational programming and broader women’s empowerment across the program. The position is passionate about promoting gender equality, and innovative and transformative approaches to women’s and Youth empowerment.

This position is a key member of the Cluster level program management Unit based in Kilombero. The position is responsible for maintaining good working relationships with regional and district level officials, private sector partners, CARE International Members (CIMs) and relevant civil society organisations, networks, and alliances within the operational area. The position reports to the Project Manager, MEEL Lead and other officers and program support staff within the CO to generate synergies, leverage resources and achieve greater program impact.

KEY RESPONSIBILITIES AND TASKS:

  1. Strategic and Technical Coordination
  • Plan and conduct demand creation meetings that will involve small- scale farmer production groups, VSLA, FFBS group members, VEO, potential people and community at large in the operating area to let them understand on what consortium members are doing under program to mobilize group formation.
  • Work with identified consortium members and partner to empower women through land restoration and VSLA, FFBS to be able to understand their rights and participate in decision making both at household and communal settings.
  • Mobilize Community Members into Saving and Credit groups or similar groups into Investment groups, build their financial skills and capacities and facilitate transformation of the Saving and Credit into business and link the matured groups with Financial Institutions.
  • Provide Training of Trainers (TOT) to Community Base Trainers (CBTs)and assist them to cascade similar training to VSLA and other savings groups as relevant.
  • Through CBTs, train VSLA or similar groups on Inclusive financial and business models that promote sustainable economic development and incomes of the SSPPs particularly women. Ensure consistency in approaches(such as in VSLA/YSLAs expansion, layering and scaling) across the Clusters to generate synergies, leverage resources and achieve greater program quality and impact.
  • Contribute to periodic review of the RESAF Tanzania operating environment to ensure that the WE&FI programming approaches and models are innovative and adapted to the changing operating environment.
  • Facilitate the rollout adoption of Intra and Inter collective investment model by VSLA or similar saving groups.
  • Pending improvements of Chomoka within CARE, maintain thorough understanding of the development of the technical aspects of the digital technology and provide appropriate linkage support to VSLAs (preferably starting with Chomoka) with the back-end IT maintenance team.
  • Assist the WE&FI Manager to provide technical expertise to build and develop WE & FI awareness and capacity within the consortium team to provide effective management of Women’s Empowerment and Financial Inclusion program in line with RESAF Tanzania program goal.
  1. Program Implementation and Quality
  • Ensure that WE&FI programming remains dynamic and highly relevant, with opportunities for innovation and personal growth by promoting a culture of, and mechanisms for, reflective learning and practice at within and beyond the cluster.
  • Conduct regular monitoring visits to observe group performance and provide necessary guidance to CBTs.
  • Work closely with the Cluster Manager and relevant program colleagues to establish mechanisms for generating and sharing knowledge, both within CARE and between WE&FI technical staff across clusters.
  • Work closely with Cluster Manage to ensure that lessons learned are consolidated and used to inform ongoing and future programming practices.
  • Work closely with others as relevant, to develop impact measurement systems and to promote forward accountability to the impact group and ensure their participation in program quality and impact evaluations.
  • Ensure that RESAF program is at the transformative end of gender and resilience programming as per CARE marker guidelines.
  • Ensure that the program adopt and/or integrate latest innovations and technology in the sectorthat support impact, learning M&E, etc.
  • Ensure that Gender Equality and Diversity (GED) and Protection against Sexual Exploitation and Abuse (PSEA) are adequately considered and addressed as per CARE policy at the workplace and across program operational areas.
  1. Promoting accountability of private sector partners, consortium members and LGA’s
  • Advocating for gender-responsive budgeting at different sectoral levels within the district as requisite for accelerated implementation and adoption of VSLA model by the government.
  • Assist WE&FI Manager in providing support for promoting CARE’s relationship with external coalitions, networks, and social movements and/or partners to advance WE&FI programming and approaches, as well as to contribute to national, regional and international dialogue on poverty reduction through WE&FI programming approaches.
  • Maintain good working relationships and visibility with partners in the Clusters, relevant government counterparts, donors, CIMs, national and international NGOs and other key stakeholders.
  • Promote institutionalization of social accountability monitoring by community groups(including small holder farmer and VSLAs)within the cluster, private sector partners and LGAs.
  • Monitor the performance of On-boarded saving groups on the ground and share feed back to the Program management as and of when requested.
  • Work with LGAs in enhancing the delivery of their services to small scale farmers and VSLAs as well as gauging their support in ensuring that private sector partners and consortium members provide required services to farmers as agreed.

QUALIFICATIONS AND EXPERIENCE:

  1. Bachelor’s Degree in economics, gender & social studies, rural development, education, or other relevant field.
  2. Minimum three (3) years of experience related to the development and implementation of strategies and field activities aiming the empowerment of small entrepreneurs, and more specifically women entrepreneurs living in rural areas.
  3. At least 3 years of experience in VSLAs and women’s economic empowerment, with demonstrated experience in implementing WE & FI programs funded by a variety of donor agencies.
  4. Experience working in the field of gender equality advocacy, particularly with the women clientele of small financial institutions.
  5. Experience in the design and dissemination of online tools to inform and capacitate small entrepreneurs/VSLAs groups.
  6. Experience in working in a banking and financial inclusion sector, multicultural environment and with many stakeholders from different horizons, including national & subnational government agencies, private sector organizations and non-state-related actors such as civil society and community groups (preferable)
  7. Demonstrated commitment to issues and programs in gender equality and women’s empowerment, and experience with new business development and implementation.
  8. Field program experience with gendered approaches to agriculture and climate issues.

JOB SUMMARY:

This position is responsible to lead and coordinate the implementation of project interventions on the site to include planning, execution, monitoring, evaluation, and reporting. The position will be responsible for strategic decision making around day-to-day activities, working with communities and partners – Civil society Organisations(CSOs), the local government actors, and interaction with the wider RESAf stakeholders. He/she will be a key member of the RESAf Management Unit (PMU) in Tanzania and will contribute to maintaining good working relationships with national, regional and district level government officials, CARE International Members (CIMs) and relevant civil society organisations, networks, and alliances as appropriate. The position reports to the Team Lead and works closely with the other Technical Mangers at PMU, CARE CO Management Team, MEEL Lead and other senior program and program support staff within the CO to generate synergies, leverage resources and achieve greater program impact.

KEY RESPONSIBILITIES AND TASKS:

  1. Strategic and Technical Coordination
  • Develop and implement a roadmap for implementation and scaling up, strengthening and ensuring quality in Women’s Economic Empowerment and Financial Inclusion (WE&FI) work in alignment with Land Restoration initiatives, ensuring effective, and coordinated advancement of women empowerment including ensuring elements of gender transformation, and broader women’s empowerment are well synchronized.
  • Provide strategic, technical and thought leadership to ensure that WE&FI approaches/strategies are integrated throughout Land Restoration clusters.
  • Forge strategic partnerships necessary to operationalize WE&FI approaches and to ensure that REAP Tanzania’s clusters staff, partners and other key stakeholders understand and implement the prescribed program technical approaches.
  • Ensure consistency in approaches (such as in VSLA/YSLAs expansion, layering and scaling) across the Clusters to generate synergies, leverage resources and achieve greater program quality and impact.
  • Contribute to periodic review of the program’s operating environment to ensure that the WE&FI programming approaches

and models are innovative and adapted to the changing operating environment.

  • Facilitate the rollout adoption of the Chomoka by VSLA’s including building capacity and incentives of agents to present Chomoka as platform for collective decision.
  • Advice and/or facilitate training to cluster implementing partners and peer PMU Technical Leads in WE&FI approaches, initiatives, and innovations.
  • Provide necessary guidance to ensure that partner’s training approaches towards GEWE are aligned with accelerating the implementation of WE&FI commitments in the REAP Initiatives.
  • Pending improvements of Chomoka within CARE, maintain thorough understanding of the development of the technical aspects of the digital technology and provide appropriate linkage support to VSLAs (preferably starting with Chomoka) with the back-end IT maintenance team.

  • Monitoring WE&FI program quality, meeting with stakeholders, managing and monitoring CARE WI&FI budgets and creating progress reports accordingly.

  • Take lead in cluster level project planning, delivery and management including taking overall responsibility for the implementation of project activities and achievement of targets for each project initiative.
  • Produce annual and quarterly work/implementation plans to outline steps and required activities to achieving project results.
  • Prepare annual budgets in collaboration with finance staff and ensure compliance with donor requirements.
  • Management of project funds, including monitoring of monthly budget burn rates, budget re-alignments, production of financial reports and support with internal and external auditing
  • Provide proper supervision for staff and lead the establishment and functioning of a coordinated and high performing team with complementary skills.
  • Lead, manage and support direct reports (and staff under shared management arrangements), including setting objectives, conducting annual performance development reviews, providing coaching, and ensuring team members have individual development plans.

QUALIFICATIONS AND EXPERIENCE:

  1. A bachelor’s university degree in business management, economics, community development or relevant field.
  2. Master’s degree will be an added advantage.
  3. At least 3 years of experience in Project Management with affinity to VSLAs and women’s economic empowerment as well as demonstrated experience in implementing and managing WE&FI programs funded by a variety of donor agencies.
  4. Experience as trainer, facilitator, coach, or mentor involved in the transfer of knowledge, skills, and tools to individuals and/or organizations.
  5. Understanding and first-hand experience of women’s social and economic empowerment and gender sensitive/transformative work, priorities, trends, and best practices.
  6. Demonstrated experience in providing technical knowledge and expertise in women’s economic empowerment and FI approaches in program planning and management.
  7. Commitment to issues and programs in gender equality and women’s empowerment, and experience with new business development and implementation.
  8. Demonstrated experience leading the strategic integration of WE&FI in development programs and history of producing WEE analysis, leading WEE measurement initiatives, developing cutting edge WE&FI programming.
  9. Strong relationships and networks with WE&FI actors: experience in advocacy and partnership management with WEE actors.

POSITION TITLE : Evergreen Agriculture, Land Restoration and Value Chain Senior Officer REPORTS TO   : Project Manager

LOCATION           : Ifakara, Morogoro

JOB SUMMARY The position will be responsible to stimulate investments in agricultural value chains opportunities and provide operational support to achievement of the landscape restoration functions and improving sustainable livelihoods within the cluster. S/ he will facilitate the marketing systems development and strengthening linkages amongst the various value chain actors including small holder producers, agro-input suppliers, processors, business development service providers and off-takers. The position will strengthen the marketing and business development skills of smallholder farmers to enhance product quality and increase their competitiveness for market negotiations to secure better prices.

He /she will be Working with a diverse team of consortium members and partners including direct link with World Vision Tanzania, ICRAF, TLC, LGA and CSOs to develop market-oriented approaches and ensuring better performance of market functions. The Value Chain Officer plays a significant role in maintaining strong coordination among value chain actors, district authorities, private sector companies, traders, input dealers, local CSO’s and farmer groups. S/he will contribute into project goal of improving livelihoods of small-scale farmers and/or pastoralist and restore ecosystem services, particularly through Farmer Managed Natural Regeneration (FMNR), evergreen agriculture, and to enhance carbon sinks using locally appropriate evergreening practices.

KEY RESPONSIBILITIES AND TASKS:

Implementation of Evergreen practices and Land Restoration Initiatives.

  • Make use of Existing FFBS and/or mobilize new ones and recruit them as entry points for implementation of on-farm evergreen agriculture and land restoration practices as appropriate.
  • Collaborate with WE&FI Officer to promote integration of the functions of FFBS and VSLA and create a holistic approach ensuring that agri-fund is accessible for collective or individual access to agriculture inputs.
  • Provide TOT to Paraprofessionals(PPs)on Climate Smart Agriculture/ Agroforestry/Land restoration practices based on the existing government CSA manual and CARE’s and advise from ICRAF.
  • Support PPs in cascading Climate Smart Agriculture/Agroforestry/ Land restoration training to FFBS/VSLAs and with close quality monitoring on your part.
  • Enhance innovation and facilitate adoption and uptake of evergreen/agroforestry/land restoration technologies that enhance productivity and value of products.
  • Identify and assess climate change adaptation and resilience practices and align them with pro poor market development planning in the relevant VC sub-sector and build strong relationship with Tanzania Meteorological Authority.
  1. Value Chain Selection and Development
  • Take part in mobilization and execution of the value chain (and/or situational) analysis including the review of existing market tactics or business cases for prevailing sub-sector(s) in the area and provide recommendations for further improvement of the VC with guidance from the Consortium’s VC Thematic Lead – World Vision Tanzania.
  • Facilitate prioritization of cluster level specific ecologically sound and market led value chains development which will contribute to land restoration efforts by the community in accordance with the value chain analysis’s report recommendation.
  • Facilitate cluster level stakeholders’ forums to address value chain constraints and maximize market development opportunities across the sub-sector nodes.
  • With guidance from the Technical Lead, train, coach and mentor local market facilitators including Paraprofessionals (PPs) and Community Based Trainers (CBTs) to pursue effective market linkages between smallholder producers and private sector input suppliers in alignment with collective investment thinking and Chomoka marketplace development.
  • With VC Technical Lead and FI&WE Cluster Manager, develop and facilitate implementation of incentive mechanism that will sustain services of PPs and CBTs to VSLA/Production groups within the life of the project and beyond.
  • Provide technical support to small holder’s farmers on value addition and organize them to reach market led value chain economies of scale.
  1. Marketing skills development, and Market Linkages
  • Strengthen marketing and business development skills of smallholder farmers to improve product quality and be able to better manage interactions with output market dealers.
  • Support building capacity of other value chain actors through training, mentorship and networking based on the needs and demands of the project.
  • Support, as appropriate, private partners to develop their business cases in alignment with the subsector market approaches to improve market systems efficiencies, equitable benefits, and sustainability with specific preference to engaging local small holder producers.
  • Engage relevant and key value chain actors within the project priority subsector (producers, input suppliers, transporters, processors, consumers etc.)to succeed on their respective value chain nodes.
  • Work with Market actors including Private Sector, Marketing Associations, and producer groups to understand opportunities under agricultural value chain segments and determine most effective ways and commitment to engage.
  • Facilitate establishment of quality relationships between the market value chain actors, LGAs and stakeholders and smallholder producers to ensure market linkages so established are profitable, equitable and sustainable.
  • Unlock growth, increase productivity, employment, and income for the beneficiaries.
  1. Maintain VC Sub-Sector Coordination and program quality.
  • Contribute to designing a strategy to strengthen linkages between stakeholders – governments’ representatives and the private sector.
  • Innovatively collaborate with partners, allies, LGAs and like-minded stakeholders to influence policy and achieve multiplied impact in market and value chain development.
  • Collaborate with Land tenure and Carbon Rights Officer and contribute to the development of carbon market interventions within the cluster.
  • Strengthening relations with government decision makers, and with other relevant national agencies and stakeholders
  • Maintain working relations with relevant government line ministries and private sector / research institutions to coordinate the adoption and uptake of evergreen innovations and/or approaches in agriculture development, Climate resilient agriculture and sustainable soil and land management.
  • Facilitate linkages with financial services, manufacturers, technology suppliers and other service providers aiming to improve productivity and value addition.
  • Contribute to the project’s M&E functions and quarterly and annual reporting by highlighting successes, challenges, lessons learned and opportunities in Evergreen and Value chain programming within the respective project’s area.

QUALIFICATIONS AND EXPERIENCE:

  1. Bachelor’s degree in evergreening related fields such as Agriculture, Forestry, Environmental Science, Natural Resource Management.
  2. At least A years of demonstrated experience in value chain development and market access related, and/or analysis/research of agribusiness and/or socio-economic development projects.
  3. Should have experience with Carbon trading or similar projects.
  4. Experience in implementing resilient agriculture, economic development, food & nutrition security and community-based climate adaptation.
  5. Practical experience supporting the development of farmers’ and farmers’ enterprises.
  6. Demonstrated capacity to work with private sector players (financial institutions, exporters, buyers, traders, transporters, input suppliers or processors)
  7. An understanding of climate-smart agriculture principles is preferred.

This Program will enable and build substantial carbon sinks and sequestration opportunities, allowing viable returns to both farmers and investors.

CARE will be leading implementing Organisation in this 5 years’ climate change initiative in a consortium approach with other four international NGOs. The Program will enhance ecosystem services and carbon sinks, using locally appropriate Evergreening practices, to sequester carbon and generate certified carbon credits for the benefit of local communities and the investor. POSITION TITLE : Program Monitoring, Evaluation, and Learning (MEAL) Coordinator.

REPORTS TO        : Program Team Leader

JOB SUMMARY:

The Monitoring Evaluation Evidence and Learning (MEAL) Coordinator will be the authority in ensuring high and consistent standard and quality of MEAL is delivered throughout the programming and that the program team within the coverage area gets the required support in MEAL. In addition, the MEAL Coordinator, working closely with Policy, Governance & Communications Coordinator in CARE Tanzania will be supported by Cluster-based Monitoring and Evaluation (M&E) Officers from the consortium organisations, mandated to preform MEAL tasks in their respective sites/clusters. The MEAL Coordinator will work closely with Program Team Leader, Program Coordinators, and officers to ensure that the team is effectively and efficiently utilized in either a direct or shared and supportive Program role. The MEAL Coordinator will work closely with the CARE Senior MEAL Manager based in Dar es salaam Office for data sharing and storage and to leverage evidence and impact across the programme. S/he will also be responsible for leading the programs’ initiative efforts to build staff and partner’s capacities in designing, monitoring, evaluation, impact measurement, evidence generation, reporting and learning. S/he is also responsible to harmonise monitoring tools with consortium partners to ensure all the necessary data and information is gathered and analysed appropriately based on the project monitoring framework.

KEY RESPONSIBILITIES AND TASKS:

  1. Leading the Development and Implementation of the RESAf Tanzania programs monitoring evaluation, impact measurement, and reporting system
  • Guide the development, reviewing and implementation of Monitoring &Evaluation(M&E)framework, in collaboration with consortium M&E staff.
  • In line with the above, work with M&E cluster teams and other relevant personnel within the consortium to develop/review appropriate M&E tools and ensure that tools to be used have received consent from all partners and are effectively harmonized across clusters.
  • Testing and adapting, in collaboration with other program teams and partners, the program theory of change.
  • Facilitate development of annual plans as per donor and CARE guidelines and support the revision of work plans in case of changes in programming or response to delays.
  • Prepare monitoring reports as well as assisting Team Lead in preparing Program’s monthly, and consolidated quarterly, semi­annual, and annual reports.
  • Lead in program initiative’s monitoring and evaluation events such as Baseline, mid-term reviews, final evaluation, and specific studies for the Program.
  • Organize and/or facilitate preparedness and execution of internal and external program reviews and development of quality evaluation reports.
  • Assist Team lead in organizing periodic Program Reflection and Programme Advisory Committee Meetings
  • Take lead in the engagement of program initiative reviewers and evaluators, including writing universal Terms of Reference (ToR) for all program sites and ensure that logistical support they need to carry out their contracted duties is provided accordingly.
  • Facilitate learning sessions with staff or partners for the purpose of exploring information and answers around Programs learning agenda.
  • Formulate and Implement key performance indicators (KPI) and deliverables for the Program and engage TL in monitoring them throughout the duration of the Program.
  1. Coordinating programme’s information and knowledge management system.
  • Develop or review, in collaboration with PMU technical team, Team leader and consortium members, the program learning plan.
  • Develop, update, and maintain the program database and facilitate its synchronization with CARE Tanzania’s MEEL system.
  • Lead programs efforts to analyze and reflect on the data and information to determine the impacts it is making to the lives of targeted participants and for improved program performance.
  • Lead the program efforts to document challenges/obstacles and lessons and best practices, including their application for improved program and organizational performance.
  • Take lead to organize national level learning events in collaboration with PMU technical team and ACSAA Tanzania Chapter.
  1. Promote Data utilization, reflective practices, and adaptive management.
  • Support CO MEAL Manager to conduct, on an annual basis, internal Data Quality Assessment as per standards to identify the major strength and weakness of Programme MEL system for improvement.
  • Collect and analyze data that informs RESAF program development and allows it to make programming decisions and support a process of adaptive management and continual improvement.
  • Carryout thorough analysis of data and relevant information and ensure that their utility suffices the needs for both; the RESAF programs evidence generation and reporting and contributing to individual organization’s impact measurement, policy influence and scale.
  • File and store completed data collection forms, reports and any other supporting document in designated locations both hardcopies and electronic copies in CARE Program database.
  • Assist in documentation of lessons learned and writing of learning briefs, success stories and other communication materials.
  • Work with the Program team in all the clusters to organize quarterly reflection and planning meetings to ensure Implementing feedback and grievance mechanisms are in place, functioning and communicated in an integrated way to beneficiaries to support CARE’s accountability to communities.
  • Participate in ACSAA consortium’s related program designs and major reviews, making sure that new designs mainstream best practices and learning and are aligned with sustainable and inclusive evergreen practices.

QUALIFICATIONS AND EXPERIENCE:

  • Master’s degree in social sciences/ Rural Development/Development Studies / Information Systems/ Program Management.
  • Professional certificate on MEAL course is an added advantage.
  • At least 4 years’ experience of MEAL including impact measurement, knowledge management, research, evidence generation for policy, data analysis, cost benefit analysis, programme design, programme quality and learning preferably in development organisations, and at a range of levels for local (micro) to national (macro).
  • Solid experience and understanding of monitoring and evaluation principles.
  • Demonstrated knowledge and experience in strategic planning and contextual analysis of relevant program areas.

JOB SUMMARY:

The Carbon Benefits and Land Tenure Officer is responsible for facilitating the process for acquiring land and tenure rights from small scale farmers to give way for the development of Carbon Programming within the Cluster. Whereas the Entire RESAf Tanzania will follow one standard procedure, this position will work quite closely and with guidance from the Consortium’s Technical/thematic/technical lead on the Land Tenure and Rights – Total LandCare (TLC). The position involves a strong element of safeguarding the interest of the target communities we work with, as guided by the organizational vision and mission. The position will take lead in facilitating cluster level development of individual (as appropriate) and community land use plans, community land rights and carbon rights awareness: and

deployment of strategies for securing consent from the farmers, leading them to enter carbon contractual engagements. With guidance from Thematic lead, it also involves participation in the establishment of carbon credit standards and guidelines(appropriate)structuring and steering of carbon benefit sharing mechanisms of the project.

KEY RESPONSIBILITIES AND TASKS:

  1. Land rights
  • In collaboration with Consortium’s Land tenure rights technical lead, participate in the development, review and/or adoption of land rights and carbon benefit sharing mechanisms manuals for the Restore Africa program in Tanzania.
  • With guidance from the Land tenure rights technical lead and in collaboration with other implementing partners within the district, facilitate the development of individual (as appropriate) and community land use plans for creating space for carbon activities.
  • Facilitating development of community land rights and carbon rights awareness campaigns, dialogues, and clinics/workshops to increase project acceptance in the communities.
  • Facilitating deployment of strategies for carbon contract engagements with the farmers within the implementation cluster.
  • Prior execution of the contract, ensure that the process for securing consent from the farmers follows the standard procedures and is agreeable to the local and district government.
  • Participating in monthly and/or quarterly Technical Working Group (TWG) meetings organized by partners / the Consortium’s Land tenure rights technical lead for purposes of technical backstopping and resolving land rights and carbon rights challenges/conflicts.
  • Facilitate and provide support on the land-based conflict resolution in the project area assigned to you.
  1. Carbon Credit Mechanism
  • Participate in feasibility assessments and other evaluations of projects in the perspective of future investments and generation of carbon credits.
  • Through guidance from Consortium’s Land tenure rights technical lead and in collaboration with consortium members, Global Evergreening Alliance and sector ministries participate in the establishment of carbon credit standard and guidelines.
  • Participate, as appropriate, in the structuring and steering of carbon benefit sharing mechanisms of the project: planning and implementation of project carbon related activities.
  • with guidance from Global Evergreening Alliance and in collaboration with implementing partners, create and manage carbon sequestration models and carbon benefits calculations and sharing mechanisms in the program area.
  • Engage in the implementation of MRV activities and to prepare data and documents necessary for carbon certifications.
  • Ensure that there is active dialogue and engagement on the carbon enterprise with participating communities and that decisions made by the communities in relation to their involvement in investment groups or the cooperatives are made with free, prior, and informed consent.
  • Contribute and advise any contract related carbon officiating and Credit to safeguard interest of target programme beneficiaries.
  • Ensure that the Carbon Development Process adopted by CARE- REAP Tanzania complies with the new national Environment Management (Control and Management of Carbon Trading) Regulations, 2022.
  • Following the above, inform the Team Lead and/or CARE CO management of any challenges or discrepancies that may potentially impair non-compliance with the above regulation and devise the ways to address it.
  1. Program Management and Quality Assurance
  • The officer shall keep neat and well-organized records and administer carbon credits inventories within the cluster.
  • S/He shall provide oversight to the Carbon Monitoring process such as maintenance of accurate and detailed records in relation to monitoring carbon emissions reductions and carbon sequestration with guidance from GEA and lead technical partner.
  • Provide technical support to stakeholders and collaborate with internal and external stakeholders to monitor and evaluate project impacts on carbon reduction, livelihoods, and ecosystem services.
  • Participate in quarterly and annual planning and budgeting meetings and ensure there is value added with respect to the money spent.
  • Assist Cluster Manager in project budget management, especially monitoring deliverables, and burn rates for resources allocated for your work.
  • Contribute to writing quarterly, and annual quality program progress reports by highlighting successes, challenges, lessons learned, and opportunities emerging during the implementation of the Programme initiative.
  • Facilitate in preparing human interest stories, documentation and dissemination of achievements, lessons learned, and promising practices.
