A: CORE PURPOSE OF THE ROLE:
Ensure all IT systems, hardware, software, networks and related aspects are functioning effectively to enable HakiElimu to meet its objectives. Specific duties include: Manage the overall technology infrastructure for the Organization including planning, implementation, and management of the software applications and hardware infrastructure that support operations, liaising as relevant with technology service providers.
B: MAIN RESPONSIBILITIES:
Identify, propose and install HakiElimu’ s IT hardware and software needs (10%)
Configuring and maintaining the networked computer system, including hardware, system software, and applications.
Ensuring data is stored securely and backed up regularly.
Diagnosing and resolving hardware, software, networking, and system issues when they arise.
Replacing and upgrading defective or outdated components when necessary.
Monitoring system performance to ensure everything runs smoothly and securely.
Researching and recommending new approaches to improve the networked computer system.
Providing technical support when requested.
Documenting any processes which employees need to follow in order to successfully work within our computing system.
Ensures efficient networks administration, focusing on achievement of the following results: (20%)
Monitoring of the computing resources to provide a stable and responsive environment.
Operation of network utility procedures defining network users and security attributes establishing directories, menus and drive-mappings, configuring network printers and providing user access.
Monitoring of backup and restoration procedures for both server and local drives.
Timely upgrade of LAN infrastructure and Internet connectivity to meet HakiElimu requirements.
Ensures implementation of ICT strategies and new technologies, focusing on achievement of the following results: (10%)
Compliance with corporate information management and technology standards, guidelines and procedures for the HakiElimu technology environment.
Provision of inputs to elaboration of internal policies and procedures on the use of ICT.
Participation in the office business process re-engineering activities and ensures that business needs drive IT solutions related to corporate resource management.
Development and update of the ICT annual work plan and reporting.
Full compliance with corporate information management and technology standards, guidelines and procedures for the office technology environment.
Analysis of the requirement and elaboration of internal policies and procedures on the use of ICT.
Provision of advice on and assistance in procurement of new ICT equipment for the office, provision of technical specifications and information on best options in both local and international markets.
Ensure all ICT Systems are functioning, staff capacity developed and updated regularly

Effectively monitor and test system performance; provide statistics and reports.
Optimize HakiElimu’s contact database (HEMIS) and Email Systems and related components to achieve high availability and performance of the various applications supported.
Conduct assessments of staff IT capabilities and learning needs in relation to requirements.
Provide technical support to Departments deploying professional packages
Develop and maintain learning materials and systems documentation for educating new staff
Provide end user training where required meeting with changing technology and introduction of new programs in the organization.
Serve as HakiElimu’s contact person to all IT related issue

General Responsibilities;(10%)
Successfully implement above responsibilities and assigned activities (and associated budgets) in work plans, consistent with HakiElimu Policies
Contribute effectively to planning, monitoring and reporting of HakiElimu’s work
Implement and foster adherence to the established HakiElimu policies, regulations, guidelines and procedures.
Participate actively in organization wide learning and other joint activities.
Undertake any other lawful tasks as may be assigned by the Supervisor.
C: PERSONAL SPECIFICATIONS, BEHAVIOURS AND CONDUCT:
Minimum Skills and Experience-Essentials
Education:
Bachelor’s degree in Information systems, Information Management Computer Science/Electronic Science or related discipline. Cisco Certified Network Engineer (CCNE) and Microsoft Certified Systems Engineer (MCSE). .
Experience:
3 years of relevant working experience, including development and implementation of ICT strategies, management and supervision of ICT services and teams, hardware and software platforms, telecommunications facilities, knowledge of Windows-based packages/applications, experience in web design and development of web-based office applications.
Good knowledge of Office 2016, 2019, Office 365 and Azure, or other cloud technologies
Experience using tools such and Visual Studio, VBA, Microsoft PowerShell, or an equivalent scripting/programming language
Personal Attributes and behaviors
Proven ability to manage multiple priorities at the same time. In particular, experience of managing multiple budgets at the same time.
Highly organized and detail conscious
Excellent writing and communication skills, ability to quickly summarize complex issues and communicate in an effective, clear and accessible manner.
Analytical Skills: Able to analyze past and forecast future financial and cash flow results in relation to project progress.
Full competent in using Accounting Software using several dimensions for effective reporting on the organization’s and projects level.
High level of integrity and accountability.
