Under the guidance of the Chief, the Deputy Chief has the following principal tasks:
•Contributes to the Chief of Security in the office management procedures and/or supervision of the armed Security Section, as needed;
•Oversees the daily operations of the Security Service buildings, courts, training and field operations work force;
•Strategizes and develops effective security and contingency plans for the security section and its operations;
•Conducts assessment of prevailing local security conditions, identifying security trends and advising UN personnel, project personnel and eligible dependents on security issues;
•Serves as a member of the Security Cell, implements and evaluates the security plan; assists in the supervision of evacuation exercises and recommends appropriate action;

•Provides advice and training to UN personnel and eligible dependents on security matters;
•Identifies the training needs of security and mission's staff;
•Supervises the investigation of security-related incidents involving UN personnel, project personnel or eligible dependents;

•Participates in the planning process of protective services for Senior UN Officials, as necessary;
Administrative:
•Assist the Chief of Security in the forecasting of all budgetary requirements and the administration of all financial
matters pertaining to the Section and the operation of accounts devolved to the Section;
•Selection, induction and training of all Security Officers. Ensures that personnel standards are maintained. Training
activities, both external and in-house, cover a wide array of subjects and must match UNDSS standards;
•Manages the performance management system for the security section;
•Drafts Statements of Requirement and provides technical specifications for the procurement of section security equipment;
•Inspects security equipment and ensures minimum equipment requirements are purchased, maintained and
deployed;
•Supervises the issuance of identity cards, background checks and entry controls, as appropriate;
•Acts as Duty Officer within the Security Section;
•Performs other duties as required. Work implies frequent interaction with the following: IRMCT leadership and other
United Nations Officials; Security personnel operating in the mission's area of responsibility; Project Managers and
other personnel; Host Government officials and local law enforcement personnel.

Responsibilities
Under the guidance of the Registrar, the Head of Security and Safety Section will have the following principal tasks:
•Operational:
oDaily
management of the IRMCT Arusha Branch Security and Safety Section,
including personnel and scheduling issues, and ensuring understanding
and enforcement of operational policies and procedures by all members of
the Security and Safety Section.
oThe development and review of security policies and procedures.
oDirect
personal responsibility for the daily management of the following areas
and staff: Fire and Safety; Security Training; Pass & ID;
Administrative Assistant; and the Section Stores Controller.
oAssist
in the conduct of any sensitive security investigations pertaining to
the IRMCT Arusha Branch staff or the protection of IRMCT Arusha Branch
assets in conjunction with the Investigations Section, as necessary.
oIn
coordination with the IRMCT Registry Officer-in-Charge of the Arusha
Branch, liaise with the relevant officials of the Justice, Security and
Intelligence agencies of the Host State, and the local area police force
to counteract any hostile activity directed against the IRMCT Arusha
Branch, including the Sectioned Nations Detention Facility and the
sub-office in Kigali.
oLiaise and act in conjunction with the IRMCT
Registry Officer-in-Charge of the Arusha Branch in relation to the work
of other relevant Sections and Sections to ensure that security
operations fully and pro-actively support the aims and functions of the
IRMCT.
oOversee Field Security Operations, in particular the work of
Security Officers assigned to the sub-office in Kigali, security threat
assessment and planning for close protection and other field-related
activities, including missions by the IRMCT Judges.

Individual Contractor will be working in the Office of the Prosecutor
of the International Residual Mechanism for Criminal Tribunals (IRMCT),
Arusha Branch. The incumbent will work under the general supervision of a
Legal Officer.

Terms of Reference for Consultant: A) Objectives and Targets
The Office of the Prosecutor is seeking a Review Attorney to work 5 days per week and conduct legal and document management tasks related to the production of redacted materials, and perform other legal tasks as assigned. In order to achieve this output, the Review Attorney will be required to review evidence in the OTP’s possession, identify information that may potentially reveal the identity or source of the evidence, redact such information and liaise with the Evidence Unit to coordinate the processing of materials. The Review Attorney will be required to utilise the OTP redaction protocol, demonstrate sound legal judgment and ensure the strictest confidentiality requirements are met.
B) Tangible outputs of the work assignment
By the conclusion of the consultancy, the Review Attorney shall have redacted a specific collection of materials, and liaised with the Evidence Unit to ensure the completion of this exercise.

C) Delivery
The work assignments shall be delivered electronically or as otherwise requested by members of the OTP. Redacted materials should be finalized in electronic form in two week increments and the other assignments of the Review Attorney should be completed to the deadlines set by the OTP.
D) Performance indicators
The Review Attorney’s work will be evaluated based on the quality and timeliness of the work produced. A high quality work product will be accurate, well organized, prepared with a focus on the important legal and confidentiality issues at stake, and will be prepared in a way that the members of the OTP can quickly utilize the product.

E) Fee for Service
US$120 per day.
Qualifications/ Special skills:
Education: First level university degree in law.
Experience: Work experience related to international criminal tribunals or domestic criminal justice is an asset. Language: English and French are the working languages of the IRMCT. For this position, fluency in English is required.
