Background

UN Women works in line with the Tanzania’s national priorities, the United Nations Development Assistance Plan 2016 – 2022 (UNDAP II) as well as internationally agreed normative standards. UN Women Tanzania’s Strategic Note (SN) for the period 2017-2021 lays out the agency’s unique role and comparative advantage in supporting national stakeholders in advancing gender equality and the empowerment of women by strengthening women’s leadership and participation in political and governance systems, gender statistics, implementation of global gender norms and standards, ending violence against women and girls, and women’s economic empowerment. To promote women’s economic empowerment by enhancing income security, decent work and economic autonomy of women, UN Women’s interventions address: policy and strategy-level support including enhancing capacities of policy makers and Local Government authorities in implementation of policies and strategies in selected economic sectors; removing financing barriers and capacitating women to invest in climate-smart agriculture; and promoting opportunities and capacities of women farmers to move up the green agricultural supply chains. To contribute to delivery of the UNDAP II and the UN Women Strategic Note, UN Women along with UNFPA is launching a 3-year Joint Programme by support from the Korea International Cooperation Agency (KOICA), entitled “Realizing Gender Equality through Empowering Women and Adolescent Girls in Tanzania”. The objective of the programme is to enhance social and economic status of women and adolescent girls in Singida and Shinyanga Regions.

The Driver provides reliable and safe driving services to the Country Office and other high-ranking UN officials and visitors ensuring the highest standards of discretion and integrity, sense of responsibility, and excellent knowledge of protocol and security issues. The Driver also demonstrates a client-oriented approach, courtesy, confidentiality, tact and ability to work with people of different national and cultural backgrounds.

Reporting to the Programme Analyst, the Driver can be also required to provide driving services to the operations and programme staff in the Office, consultants and experts and UN staff on mission. The Driver will provide basic administrative and clerical support to the UN Women Country Office (CO).

Provide reliable and secure driving services
  • Drive office vehicles for the transport of authorized personnel;
  • Deliver and collect mail, documents and other items to Government – Offices/Embassies/Commercial Establishments/ UN Offices;
  • Meet official personnel and visitors at the airport, including visa and customs formalities arrangements when required;
  • Verify that all passengers wear seatbelts at all times in the vehicle;
  • Ensure all immediate actions required by rules and regulations are taken in case of involvement in accidents;

Provide proper use of vehicle
  • Ensure cost-saving by driving responsibly;

Provide day to day maintenance of the assigned vehicle
  • Ensure that the official vehicle is kept clean and is always in good working condition;
  • Make minor repairs and make arrangements for major repairs;
  • Change oil, check tires, lights horn, clutch and brakes and wash car regularly;
  • Ensure that vehicles comply with Minimum Operating Security Standards (MOSS).
Maintain and ensure availability of all required documents/supplies
  • Maintain and ensure availability of all required documents/supplies including vehicle insurance, vehicle logs, office directory, and map of the city/country, first aid kit, and necessary spare parts in the assigned vehicle;
  • Ensure that all immediate actions required by rules and regulations are taken in case of involvement in accidents.
Provide general administrative and logistic support as needed
  • Assist office staff in filing, photocopying and maintaining required records;
  • Assist in the mailing and distribution of publications and payments of bills, as required.

DUTIES AND RESPONSIBILITIES

Provide administrative and logistical support to the formulation and management of programmes
  • Provide administrative support in the preparation of programme work plans, budgets, and proposals on programme implementation arrangements;
  • Provide technical guidance to the Country Office and executing agencies on routine delivery and reporting of programme supported activities and finances;
  • Prepare information for the audit of programmes/projects and support implementation of audit recommendations;
  • Review programme data from programmes projects for the Country Office website;
  • Identify sources, and gather and compile data and information for the preparation of documents, guidelines, speeches and position papers.

Provide administrative support to the financial management of the Programme Unit
  • Create projects in Atlas, prepare budget revisions, revise project awards and status; and determine unutilized funds and the operational and financial close of a project;
  • Provide administrative support in monitoring budget preparation and the finances of programmes/projects; including the finalization of FACE forms;
  • Review financial reports; prepare non-PO vouchers for development projects;
  • Process payment for consultants;

Operations Associate


DUTIES AND RESPONSIBILITIES
1.Provide administration and operations support to the Tanzania Country Office (CO) in accordance with UN Women rules and regulations and policies and strategies
  • Contribute to an annual workplan for the Operations Team and monitor the implementation and monitoring;
  • Participate in review meetings and provide support to the assessment of the managerial and operational capacities of implementing partners in collaboration with the programme and technical team;
  • Provide technical support and guidance to colleagues on operational issues;
  • Ensure a continuous and up-to-date flow of information between the CO and the RO as needed.
  • Coordinate the pre-audit preparations for the CO to be audit ready and complete the pre-audit checklist;
  • Prepare for internal and external audits and coordinating implementation of audit action plan by drafting periodic status update reports and collating supporting documents.

2.Coordinate and administer procurement processes in accordance with UN Women rules and regulations and corporate policies and strategies
  • Provide inputs to the preparation of procurement plans for the office and monitor their implementation;
  • Generate procurement related reports; research and draft responses to enquiries;
  • Review procurement requests and initiate procurement procedures for office and project equipment, supplies and services;
  • Organize procurement activities and processes, including preparation and conduct of Request for Quotations, Invitations to Bid or Requests for Proposals, the opening and evaluation of tenders;
  • Coordinate contract negotiations, prepare request for award of contract for the review and approval of relevant authorities, as required;
  • Prepare Purchase Orders (PO) and contracts in and outside Atlas, create vendor profiles in Atlas;
  • Review procurement processes conducted by projects; submissions to the Procurement Review Committee.
  • Monitor and maintain office stationery supplies including maintenance of stock list of stationery, distribution of stationery and keeping a log of distribution;
  • Coordinate assets management in the office, prepare and submit periodic inventory reports, coordinate physical verification of inventory items;
