The Telecommunication Development Bureau (BDT) is responsible for the organization and coordination of the work of the Telecommunication Development Sector (ITU-D) of the Union which deals mainly with ICT-focused development policies, strategies and programmes, as well as technical cooperation activities, to promote digital inclusion and drive digital transformation at community, country and regional levels. To effectively and efficiently serve the needs of ITU members, BDT is organized into four functional areas:

Organization Unit:
The Partnerships for Digital Development Department is responsible for the development of sustainable and impactful partnerships with donors, foundations, and the private sector. It further coordinates the delivery of these resources to meet the needs of the membership in accordance with World Telecommunication Development Conference (WTDC) and ITU Plenipotentiary Conference (PP) outcomes. This department is also responsible for project design and support, and contributes actively to the implementation of the regional initiatives. Finally, this department is charged with defining the BDT membership strategy and for the sound management of the ICT Development Fund.
 Duties / Responsibilities
Under the supervision of the Chief of Department and the day to day supervision of the Head, Membership and Private Sector Service, the incumbent performs the following duties:
  • Researches and prepares briefs prior to meetings and conference calls with membership, follow-up of meetings with Sector Members to strengthen the relationship with ITU-D Sector Members, Associates and Academia.
  • Participates and assists with design of data collection tools for better segmentation of membership portfolio; identifies problems/issues and prepares preliminary recommendations for improvement of membership engagement.
  • Maintains, updates, and revises the content of the ITU-D Membership in CRM and ITU-D website; proposes improvements and enhances the ITU-D Sector Membership website and other outreach materials. Reviews and proposes outreach opportunities for prospective new members.
  • Contributes to the preparation of various written outputs, e.g. draft background papers, presentations, analytical notes, sections of reports and studies.
  • Uses tools and platforms to identify to new prospects and prepares the outreach approach to each prospect.
  • Supports the Service in the implementation of high-level platforms for Membership (such as the Industry Advisory Group for Development Issues – IAGDI, and the Private Sector Chief Regulatory Officers – CRO meeting) which includes, amongst others: developing action plan work plan, content research, and analysis and prepares recommendations.
  • Carries out research and monitors the membership outreach and engagement initiatives, mainstreaming opportunities for engagement within ITU-D’s menu of products and services, projects, ITU-D Study Groups and other platforms for collaboration.
  • Sustains relationships with the ITU-D membership, liaising with existing members and analyses the possible causes for membership cancellation, suspensions, and exclusions. Receives visitors and answers requests for general information by members or potential members of ITU-D, by administrations and organizations concerning matters falling within the responsibility of the Service, namely, member’s rights and obligations. Membership benefits, approval procedure and costs.
  • Performs other related duties as assigned.

Qualifications required
Education:
University degree in Business Administration, International Relations, or a related field or education in a reputed college of advanced education with a diploma of equivalent standard to that of an advanced university degree in one of the fields above.
Experience:
At least three years of progressively responsible experience in the field of the post, including at least two at the international level. An advanced degree in a related field can be considered as a substitute for one year of working experience. A doctorate in a related field can be considered as a substitute for two years of working experience.
Languages:

It is also responsible for leading all matters related to personnel, strategic, financial and operational planning and reporting processes. The department oversees the work of the Regional Offices, ensuring proper delegation of authority and accountability of the Regional Offices.  Duties / Responsibilities
Under the supervision of the Director of the Regional Office for Asia and the Pacific and in close collaboration with other ITU officers in the Regional Office and Area Offices as well as thematic clusters, the incumbent performs the following duties:
  • Provides assistance to programme coordinators in the expansion and administration of programmes and projects. Supports programme and project identification, planning and implementation. Proposes corrective actions. Conducts topic and situational analysis, informing supervisor(s) of findings.
  • Contributes to the definition of programme and project requirements by evaluating existing cooperation programmes and project documents. Prepares programme and project proposal information and revises information as required.
  • Researches developments in the area of expertise of the subject matter. Conducts research on local, national and regional issues relating to information technology. Analyses and interprets background history and documentation of programmes and projects. Prepares, compiles and exchanges information as required for presentations, speeches, documents, reports and papers, contributing background information. Conducts research to identify extra budgetary funds and programme and project sponsors.
  • Attends meetings, conferences or events; prepares presentations on topics related to ITU/BDT activities in the Region and drafts speeches.
  • Collaborates with the corresponding Bureau at headquarters and the corresponding Offices in the region and supports the organization’s and United Nations efforts to strengthen positions with intellectual and academic institutions. Identifies and proposes cooperation opportunities on a regular basis.
  • Contributes to the preparation of the draft Operational Plan by analysing requests received and proposing actions to fulfil priorities set by the Regional Initiatives preparing the draft budget for each proposed activity, including activities of digital skills development and capacity building; assists with the coordination and monitoring of its implementation in the Region when approved.
  • Participates in administrative activities related to the implementation of regional, sub-regional and national FIT projects under the responsibility of the Regional Office; analyses progress and prepares reports; guides and orients the contributions of consultants, project personnel, donors, institutions and governments towards the achievement of the projects objectives.
  • Implements the decisions/recommendations of World and Regional Development Conferences; works in close cooperation with BDT clusters, those pertaining to the Region.
  • Contributes to the maintenance of IT Infrastructure of the Regional Office including the ITU Regional Office webpage, servers, LANs, leased line connectivity, Wi-Fi connectivity and upkeep of IT devices for Regional Office, in close collaboration with the IT team at ITU HQ.
  • Performs any other related duties that may be assigned by the Director of the Regional Office.

Experience:
At least three years of progressively responsible experience in telecommunication/ICT developments related activities, including at least one at the international level. An advanced degree in a related field can be considered as a substitute for one year of working experience. A doctorate in a related field can be considered as a substitute for two years of working experience. Experience within the telecommunication sector in the Asia and Pacific Region and good knowledge of the regulatory scenario in the Region would be an advantage.
Languages:

Under the supervision of the Deputy to the Director and Chief of Field Operations Coordination Department and in cooperation with the Head of the ITU Liaison Office in New York, the incumbent will perform the following duties:
  • Act as a liaison for the ITU’s development work to the United Nations in New-York; closely monitor trends in the UN Development System Group (UNSDG) to keep the BDT Director and ITU Senior management informed of decisions influencing ITU; and ensure all ITU Regional and Area offices are kept aware of all trends, recent decisions and trending news within the UNSDG system.
  • Support the Director and ITU Heads of Regional Offices and Area offices in direct engagement with other United Nations agencies regarding joint contributions to the 2030 Agenda for Sustainable Development and all other protocols and Decisions relating to ICTs for Development, with a special focus on ITU Council, WTDC and PP Decisions and Resolutions.
  • Undertake substantial follow-up on the status of ITU’s achievement of goals, targets, and indicators of relevant Sustainable Development Goals (SDGs); provide coordination and liaison support to UNSDG system processes. This will include attendance of, and preparing reports for, meetings of relevant UN bodies, as required.
  • Maintain close liaison with other ITU Bureaus and Elected officials to ensure that they are kept informed of any UNSDG activities or Decisions, which could affect ITU and the other Bureaus.
  • Coordinate, in collaboration with the Head of New York Office, with the United Nations, the ITU New York Liaison Office and other relevant New York-based United Nations agencies in the development of strategies relating to sustainable development.
  • Prepare internal ITU reports and provide written and oral briefings.
  • Promote the work of ITU’s development work and encourage missions of, in particular, LDCs, LLDCs and SIDS to attend ITU events at the UN in New York; contribute to communications, including social media on ITU’s work in LDCs, LLDCs and SIDS arising out of activities taking place at the UN in New York; ensure the follow-up and the reporting on relevant UN General Assembly resolutions of interest to BDT; and support the organization of side events, briefing sessions and/or speakers at the UN on BDT’s work, including for LDCs, LLDCs and SIDS under the direction of the Deputy to the Director and in cooperation with the Head of the ITU Liaison Office in New York.
  • Liaise and collaborate with UN Office of the High Representative for the Least Developed Countries, Landlocked Developing Countries and Small Island Developing States (OHRLLS) in relation to ITU-D’s work and engagement with Least Developed Countries, Landlocked Developing Countries and Small Island Developing States.
  • Represent the BDT at meetings and conferences; participate in workshops and briefings concerning ICTs and sustainable development; prepare inputs and contributions to CWG, TDAG Council and the PP Conference reports relating to the UNSDG; review proposals prepared by ITU Membership; coordinate inputs from other Bureaus as needed.
  • Draft inputs to ITU contributions to relevant UN Secretary-General and other UN reports.

Experience:
At least seven years of progressively responsible experience in ICT and/or sustainable environment, including three years at the international level. A Doctorate in a related field can be considered as a substitute for three years of working experience.

Associate Software Engineer at TCRA/ITU July, 2020


Organ:
The Radiocommunication Bureau (BR) is responsible for the application of the Radio Regulations and for technical and administrative support of ITU World and Regional Radiocommunication Conferences, Radiocommunication Assemblies and Study Groups. The Bureau also carries out the international regulatory processes for registration of frequency assignments and satellite orbits and assists administrations in their coordination and implementation of frequency spectrum and orbit requirements as well as in resolving cases of harmful interference. It provides the specialised technical secretariat for the work of the Radiocommunication Study Groups and the Radiocommunication Assembly in the development of recommendations for spectrum utilisation and radio system characteristics. The BR is organised into four Departments: Space Services Department, Terrestrial Services Department, Informatics, Administration and Publications Department and the Study Groups Department.
Organization Unit:
The Informatics, Administration and Publications Department (IAP) comprises of three Divisions: Space Applications Software (SAS), Terrestrial Applications Software (TAS) and Administration (ADM). The Department is responsible for the development and maintenance of software and related tools used by the BR as well as software adapted for national frequency management units, providing the necessary user support for the areas concerned. It carries out studies related to policies for the technologies to be used for the information and computational systems within the BR and with administrations in the fields of management of the radio frequency spectrum and the various satellite orbits. The Department is responsible for BR text editing and publications, as well as promotion and membership. The Department is also responsible for human resources management for the BR, including the preparation of the operational plans, as well as provides organisational support for conferences and meetings.
 Duties / Responsibilities
Under the supervision of the Head, Space Applications Software Division (SAS), the incumbent performs the following duties:
  • Develops and maintains web applications and/or desktop software applications to support the processing of Space Services notifications.
  • Participates in all the steps of the software development cycle, in close collaboration with other SAS team members.
  • Analyses user requirements and provides proposals.
  • Designs, implements, tests and deploys software applications.
  • Troubleshoots and prepares documentation for software applications.
  • Provides technical guidance to staff members on relevant software.
  • Participates in meetings.
  • Performs other duties as required.
