Primary Duties and Responsibilities:
Palladium is recruiting for a Girls Education Expert for an upcoming flagship programme in Tanzania aimed at improving the quality of education for girls and boys in the country. Shule Bora will aim to reach all 11.5 million girls and boys in primary and pre-primary schools in Tanzania, working closely with the government of Tanzania to design and deliver reform and interventions across the country.
One of the key outcomes of the programme will be to increase the quality of girls’ education, and the rates of completion at primary and pre-primary education and conversion rates into secondary school.
As Girls Education Expert, you would leading on collaboration with the Government of Tanzania at National an d Regional levels to develop and implement strategies and interventions across the girls workstream.
Based in Dodoma, Tanzania, the responsibilities will include:
* Lead on the design and delivery of the girls education outcome stream
* Provide technical assistance and support to the Government of Tanzania in the implementation of interventions focused on girls education
* Support community mobilization and capacity building of education authorities and other partners;
* Analyze and address barriers to educational access and participation of girls
* Assess issues of supply and demand for education options/services;
* Adapt rapidly to changing priorities and needs; designing successful interventions to combat inclusion barriers; and
* Implement SEL and psychosocial well-being activities, as well as activities to reduce dropout and improve girls retention and transition.
* Represent Shule Bora and Palladium both within Tanzania and globally as an ambassador of Positive Impact solutions and in improving the quality of education to those in need

Required Qualifications:
* Exceptional technical knowledge in the sector of girls’ education and learning and practical experience of implementing successful interviews at policy level and cascading these into service delivery
* Experience delivering interventions to support girls’ retention, progression and learning in primary and pre-primary schooling
* Experience of working with and guiding government in the delivery of education reforms at different levels of the education system as part of an education ‘systems strengthening’ approach
* Extensive experience of leading and/or advising on gender-transformative programmes at different stages of the project process including design, implementation, monitoring and learning

Health Policy Plus (HP+) is a USAID-funded five-year project awarded on August 28, 2015, led by Palladium. HP+ has a mandate across global, country, and subnational levels to strengthen and advance health policy priorities in family planning and reproductive health (FP/RH), HIV, and maternal health. It aims to improve the enabling environment for equitable and sustainable health services, supplies, and delivery systems through policy development and implementation, with an emphasis on voluntary, rights-based health programs, and by strengthening in-country partners’ capacity to navigate complex environments for effective policy design, implementation, and financing aligned to their priorities. We carry forward proven approaches to preserve achievements. These approaches inform how we manage programs and engage with stakeholders, and tools and techniques improve decision making and the achievement of predetermined goals. HP+ is Looking for a National Consultant from Local research Institutions to support the costing exercise of health Sector Strategic Fives and other Three priority Strategies namely
Background of the Activity
The Tanzania Health Sector Strategic Plan V will guide the strategic direction for the health sector for the years 2020-2025. The Health Policy Plus project (HP+) is providing support to the Ministry of Health to estimate the cost and impact of this plan, and to provide input into the process by developing scenarios which represent different possible targets and goals which could be part of the plan. This activity will be completed using the OneHealth Tool.
HP+ will be hiring two National consultants to gather data to support the costing process: one will support data gathering for health services (this advertisement), while the other will support data gathering for health systems.
Scope of Work and Process
The consultant will be expected to work very close with the Ministry of Health, Community Development, Gender, Elderly and Children to gather data to populate the OneHealth Tool sections on health service delivery, including RMNCH, NCD, emergency, NTD, and other health programs. The data points will include baseline and target coverage of different services, treatment inputs, service statistics and levels of delivery for each program area, along with above service delivery costs associated with that program area. Draft data collection tools will be provided, to be customized by the consultant. They will be expected to have a series of engagements with each department, including:
An initial visit to review the goals of the exercise, gather initial data, and identify items to be sent later.
Follow up with each department to gather any promised information
Return to review initial results, identify and fill remaining data gaps.
The consultant will be expected to provide filled data collection sheets to the HP+ team, respond to questions on their contents, and follow up on gaps.
An orientation on the OneHealth Tool will be provided in order to guide the work.
Deliverables
Participation in OneHealth Tool orientation and weekly update meetings with HP+ team
Filled data collection sheets for each health area and building block
Review and documented comments on preliminary results and final report text.
Required Qualifications:
Qualifications:
i. Qualification in Economics, accounting, or related fields preferable.
ii. Demonstrated familiarity with public health initiatives
iii. Familiar with Tanzania Health and other Health Policies
iv. Ability to work successfully with diverse groups, partners, and colleagues
Experience:
i. Experience in costing strategic plans
ii. Familiarity with Tanzania policies and strategies.
iii. Experience in consultancy and research work.
Other skills:
i. Excellent spoken and written Swahili and English.
ii. Strong analytical and organizational skills.
iii. Good interpersonal skills.
iv. Competency in computer programs, including word processing, spreadsheets and data analysis; and using the internet.
Desirable skills:

Position Overview
Oversee day-to-day financial management and accounting for the HP+ Tanzania project portfolio.
Key responsibilities
Accounting and Financial Management
•Maintain financial and accounting systems and procedures in accordance with Palladium corporate requirements, Health Policy Plus requirements, and USAID regulations
•Maintain accurate and up-to-date financial records; ensure all files are complete and accessible as needed
•Prepare timely and accurate monthly, quarterly and other financial reports as needed and within HQ stipulated dates
•Ensure all procurements are compliant with company procedures and all procurements have complete and detailed files
•Review invoices and advise local staff with regards to payments issued to client, relevant suppliers, consultants and staff.
•Settle payments related to office operations (vendors, travel, hotel accommodations, etc.)
•Obtain bank statements for all bank accounts, review cash book, preparation of monthly bank reconciliation statements
•Work with HQ and other project staff to prepare cash forecasts for each month to ensure smooth processing for field payments
•Process VAT Relief for purchases and services, as requested
•Manage office petty cash drawer; ensure cash is always locked away and dual controls are respected
•Assemble and review forecasted costs related project activities and assist HQ with forecasting requests
•Carry out banking duties as required
•Supervise the payment process/due diligence for participants at workshops
•Maintain tracker for travel advances issued to local staff to-ensure all advances are reconciled
•Perform any other responsibilities as may be directed

Payroll
•Review and input payroll for HP+ staff using ADP system; alert HQ and ADP of any upcoming changes to payroll well in advance
•Pay appropriate payroll taxes to the Tanzanian Revenue Authority and other deductions as required
•Track leave days for HP+ FxTE staff
•Maintain up to date information on the latest Tanzanian payroll rules and regulations
Office Management
•Ensure there are adequate supplies of all items necessary for the smooth functioning of the office, including computer network, Internet access, stationary printer and fax paper, etc.
•Confirm that all assets are recorded and updated on the asset register on a quarterly basis Ensure all equipment is kept in good working order is serviced regularly repaired if broken work with the security team and HQ to verify all office safety requirements are met
•Ensure that all HQ corporate policies and procedures are being communicated to and followed by local staff (e.g. procurement, travel, financial, contractual, etc.)
•Lead administrative office close-out for project end including asset disposal
General Office Work
•Meet with Country Director regularly and raise any financial/administrative concerns to determine if further escalation is required
•Retain all files of a confidential nature appropriately
