Position: Program Officer 

Job Summary
The Program Officer will oversee the development and implementation of organization’s programs in Tanzania, focusing on governance, electoral and political processes. S/he will assist the Resident Program Director and work as part of the organizations governance, elections, political, youth, women and media programs as well to develop programs and projects strategies, proposals, concept notes and reports; will organize and implement program and project activities, will be responsible for implementing the IRI’s Performance Monitoring Plan (PMP) as well provide a full range of monitoring evaluation, reporting and learning support to IRI’s programs and projects, and its sub grantees in Tanzania and oversee programs and projects budgets. The Program Officer/M&E Officer will report directly to the Resident Program Director.

Job Description
The International Republican Institute (IRI) is a Washington, D.C. based nonpartisan,  non governmental organization dedicated to advancing democracy worldwide by developing political parties, civic institutions, open elections, democratic governance, and the rule of law. IRI has supported the promotion of democratic governance in Tanzania since 2015. The International Republican Institute is competitively recruiting a Program Officer/M&E Officer to support its programs and projects in Tanzania.
Duties & Responsibilities
Program Management
  • Assist the Resident Program Director in the management of programs/projects; provide guidance, mentorship to other staff, and adequate oversight of performance and M&E data;
  • Monitor budgets and expenditures for assigned program and project areas, and negotiate and prepare contracts, sub-grants, and other financial and project implementation documents;
  • Identify and cultivate relationships with relevant government officials, local partners and stakeholders, and members of the diplomatic and donor community, and represent the organization at public functions;
  • Fulfill reporting requirements of assigned program and project areas, and take lead in the drafting and editing of program and project documents and field reports as well as preparation of weekly, quarterly and final reports and provide guidance for written work of subordinates;
  • Travel to various parts of Tanzania, as necessary to support program and project implementation, and for monitoring, and evaluation and reporting;
  • Monitor and evaluate the performance of partners’ activities, identifying successes and challenges and recommending appropriate program and project adjustments;
  • Assist the Resident Program Director to develop short and long-term plans for specific programmatic objectives, and design, draft and edit project proposals, concept notes and budgets;
  • Participate in the planning and implementation of training activities for IRI staff, partners and sub grantees;
  • Research, write, and edit program documents, and training materials;
  • Monitor regional political and local developments, and provide political and programmatic analysis and recommendations as needed;
  • Actively contribute to new business development, team projects and develops work products in collaboration with other program and project staff;
  • Any other duties assigned to support specific program objectives or the organization’s work in Tanzania.
Monitoring, Evaluation and Learning
  • Maintain a detailed understanding of and lead the IRI office in executing all M&E requirements, tasks, and activities in Tanzania. This includes developing and maintaining a master M&E work plan for all active projects in Tanzania.
  • Carry out all requirements and tasks in MEL plans and indicator matrices including planning for data collection, preparing and piloting data collection tools, collecting data, storing and maintaining data, cleaning and analyzing data.
  • Assist in reporting on activities, and associated output, outcome, and impact level results as required by IRI
  • Support the institutionalization of IRI Standard Operating Procedures for MEL.
  • Help ensure that IRI’s data storage and data ethics meet IRI and funder standards.
  • Assist IRI in implementing their learning strategies, including collaboration, learning and adaptation initiatives, after action reviews and reflection sessions, to ensure that data is both reported and used to improve IRI’s program.
QUALIFICATIONS:
Minimum Qualifications
  • A Bachelor’s degree, preferably in either International Relations, Political Science, Law or a related subject;
  • A post-graduate degree in the relevant field will be an added advantage;
  • Minimum of Four years’ relevant experience;
  • Demonstrated computer proficiency and knowledge of the Microsoft Office suite and basic online applications;
  • Proficiency in written and spoken English and Kiswahili languages;
  • Must be able to travel to new environments for extended periods, and work both independently and as a member of a team.

Desired Competency and Experience
  • Proven capacity to handle multiple tasks and responsibilities simultaneously and under tight deadlines;
  • Pays attention to detail;
  • Experience working for an international organization or business or on a donor funded project- preferably USAID;
  • Experience in managing project implementation and M&E of donor funded projects;
  • Well-developed report writing and presentation skills;
  • Ability to analyze information, define problems, collect data, establish facts, write reports, make presentations and draw valid conclusions.
