Overview of The Position:
The
Youth Skills Development and Gender Advisor will be based in Dodoma and
form part of the SDC Opportunities for Youth Employment (OYE)
implementation team operating in the Morogoro and Singida regions. The
Advisor is expected to lead the youth skills development component of
the project related to basic life skills, technical skills, ICT skills,
leadership skills, internships, mentorship, and career guidance, aiming
to increase the employability of youth for (self)-employment in the
Agriculture and Renewable Energy sectors. Under the overall guidance of
the Project Manager the Youth Skills Development and Gender Advisor will
be responsible for development, implementation and ensuring quality
control of youth employment and women empowerment activities. The
position will put strategy in place for youth employment and gender
interventions plans. S/he will work with youth, youth groups and
structures, local government, private sector and other partners for the
delivery of the project activities.

Key Responsibilities include the following:
• Continuously identify business opportunities for new Youth-Led Enterprises (YLE) and wage employment in the target regions and respective project areas.
• Work in close collaboration with regional and local government offices to identify target youth for the project.
• Assess the underlying causes that hinder women’s and youth’s participation in agriculture, income generation, labour market and contribute to designing interventions that will ensure gender integration and empowerment
• Lead the process of aligning appropriate training providers, methodologies, and training curricula with the identified concrete market-based opportunities and youth skills gaps for youth-led enterprise development and (self)-employment in, and within the two regions
• Work with the project staff, partners and other stakeholders to develop and implement innovative gender and youth integration and empowerment strategies for all project activities
• Advocate, mobilize and work with multiple stakeholders, including Agro-entrepreneurs, private sector, government, NGOs and social enterprises, in areas relevant to youth employment e.g. employment, entrepreneurship, private sector development, local economic development, micro-finance, poverty reduction, agriculture, vocational and technical education and training, etc;
• Assist youth in the program areas by developing and maintaining strong partnerships with employers, training providers, and other relevant organisations to generate opportunities to gain employment and further development of skills; provide specialist advise on Traineeships, Apprenticeships and other learning pathways
• Strategically engage private (and public) sector players for OYE youth-led business, products and services.
• Provide support to and manage Local Service Providers (LSPs) contracted by SNV for implementation of the skills development component of the project.
• Facilitate the provision of financial coaching to youth establishing their own saving and lending groups with a focus on YLE investment and improved (recognized) financial performances.
• Actively engage in the identification of potential business development services providers in the respective area.
• Facilitate the provision of regular coaching and mentoring for new youth-led enterprises to ensure effective management of their businesses.
• Facilitate to support business start up to address challenges, access to markets and development of business to business relations with private sector companies.
• Facilitate brokering and professionalization of market linkages between input supply and youth-led enterprises for efficient logistics and cost management.
• Collaborate with the MEL Advisor on gender/youth integration and analysis tools
Ensure the regular project data collection and reporting timely and contribute in the documentation of project lessons from project

Functional Competencies – demonstrated ability in:
• Experience implementing development activities including those relevant to private sector engagement, workforce development, youth, gender , female empowerment or rural development project
• A proactive and entrepreneurial individual who will explore and develop innovative approaches that appeal to rural youth in Tanzania;
• Demonstrated capacity to foster commitment and build capacity among project stakeholders to gender integration and empowerment
• Business/enterprise development skills
• Able to work comfortably and effectively with or without supervision, either at own initiative or under direction, demonstrating creativity and flexibility
• Able to work with sub-contracted service providers
• Able to work with private sector companies
• Adheres to all SNV Tanzania procedures, guidelines and work instructions
• Excellent social / networking skills, ability to engage with government, private sector and civil society;
Experience in monitoring and evaluation of gender mainstreaming and youth employment result areas.

• A master’s degree in international development, gender and development, or related field
• Demonstrated ability to design and deliver effective interventions in youth skills development and gender-related programming, including gender equality; women’s empowerment and women’s education
• At least 5 years’ experience providing gender and youth expertise in similar programmes;
• Proven experience in one market systems approaches, inclusive business/market models and public – private partnerships;
• Knowledge of Tanzanian education policies and institutions especially related to vocational skills development.
• Affinity with engaging productive sectors in skills development and private sectors strategies for out-of-school youth.
• Excellent written and oral communication skills in English;
• Computer literacy (Word, Excel, and PowerPoint)
• Experience in using mobile applications
• Excellent interpersonal skills including patience, diplomacy, willingness to listen and respect for colleagues and outside contacts.
