Job Title: International Consultant for Joint Assessment Mission (JAM) Exercise- (Vacancy No. KBO/VA/2020/001)
Organizational context and General background of assignment:
The
United Republic of Tanzania hosts the total of 235,659 camp-based
persons of concern (POCs) as of 31st October 2019. The camp-based
population comprise mainly of refugees and asylum seekers from Burundi
(69%), Democratic Republic of Congo (30.8%) and others (0.07%). The
camp-based refugees and asylum seekers are in three camps within the
Kigoma Region namely; Nyarugusu (130,997), Nduta (72,911) and Mtendeli
(31,751). Following the 20th meeting of the Tripartite Commission for
the Voluntary Repatriation of Burundian Refugees in Tanzania on March
28th 2018, the three parties; United Republic of Tanzania, Republic of
Burundi, and UNHCR agreed to implement a work plan for the voluntary
repatriation of 72,000 Burundian refugees between April 5th and December
31st 2018.

The
Tripartite Commission met in November 2019 to discuss the same. UNHCR
reiterates its position not to promote return at this time while the
Governments of Burundi and Tanzania continue to move towards promoting
returns. As of December 30th, 2018, the total of 57,861 (UNHCR Burundian
Refugee Situation) Burundian refugees and asylum seekers were
repatriated to Burundi. Repatriation was stalled in January 2019 and
resumed in February with the total of 78,394 persons repatriated from
September 2017 to October 2019. The high crude birth rate among the
populations contributes to a 4% increase in the overall population.
Women and children make up 79% of all persons of concern; with children
alone accounting for 57%. Resettlement of both Burundians and Congolese
refugees to third as a durable solution for refugees in the camps is
also ongoing.
While
the Government of Tanzania is committed to its international legal
obligations to protect refugees and asylum-seekers, freedom of movement
remains restricted, limiting the ability of refugees to become
self-reliant. In 2018, access to territory and asylum for new arrivals
from Burundi was further restricted following the closure of all 19
reception border entry-points by July 2018. Since the closure of the
entry points, the Government of Tanzania has made efforts to mobilize
returns to Burundi, livelihood opportunities were further restricted as a
result of the closure of the common markets and some refugee-run
businesses across the three camps. Despite the unpredictable protection
environment, as well as the limited capacity and resources to stabilize
and strengthen existing Programmes, UNHCR and refugee response partners
in Tanzania continued to work together with the Government to provide
critical protection and humanitarian assistance to refugees and asylum
seekers.

UNHCR and WFP is seeking an experienced Consultant to
conduct a Joint Assessment Mission (JAM) following the UNHCR and WFP
JAM guideline in the refugee operation in Tanzania. The main purpose of a
JAM is to understand the situation, risks, capacities and
vulnerabilities of refugees with regards to the food security and
nutrition.
Preparations and secondary data analysis
- Plan the JAM process – develop detailed timeline and work plan;
- In coordination with the sector experts and other members of the JAM team write the JAM report;
- Liaise with HQ/regional bureau for technical support if necessary;
o Support the sector experts and feed into the secondary data collection review;
o Identify information to collect data using appropriate data collection methods; and
o Organise information in the information matrix (and update it throughout the JAM process).
In collaboration with sector experts and senior management, identify the need for any in-depth assessments after review of secondary data and ensure their organisation, if any.
Field visit preparations
- Develop qualitative data collection tools (information checklists, key informant interview questions, focus group discussion guidelines), debriefing format and analysis plan;
- Lead/facilitate the JAM team preparation and training sessions; and
- Finalise field visit itinerary and logistics arrangements (with the support of WFP and UNHCR staff).
- Supervise the field visit team leaders, logistics/administration support personnel;
- Facilitate cross-sectoral daily debriefings;
- Support teams to develop appropriate analysis-based findings during daily debriefings and analysis sessions;
- Liaise with UNHCR/WFP security officers to ensure that security regulations are adhered to during the field visit; and
- To ensure that key findings are captured and can be incorporated into the report.
- To ensure finalisation of report and development of further recommendations.
- Support the organization and facilitation of the presentation of JAM findings to senior management;
- Lead the donor/partner debriefing, including preparation of the final PPT file;
- Organise the JPA workshop (with UNHCR/WFP programme staff); and
- Write the JPA based on the workshop for senior management approval.

Reporting
The consultant will report technically to the UNHCR Public Health Officer with overall supervision by the Head of UNHCR Field Office in Kibondo. Additionally, the incumbent will also work with UNHCR and WFP JAM focal points in the country operation and seek technical support and guidance from the senior regional / HQ nutrition and food security focal points of UNHCR and WFP.
Time Frame
The consultancy is for the duration of 2.5 months with a starting date as of 15th March – 31st May 2020.

The successful candidate will:
- Have a university degree or the equivalent, with advanced education in various related fields e.g. Nutrition, food security, public health, social science with a specific competency in humanitarian emergencies.
- Have experience in undertaking / leading field surveys, assessments (design and methodologies, field supervision and data analysis, and report write up).
- Participated in a JAM training and has experience from a previous JAM (preferably)
- Experience in working in refugee settings/humanitarian context is an added advantage
- Be fluent in English with excellent writing and presentation skills.
- Be fluent in French would be added value.
