Job Summary
The HIV Testing Services (HTS) Officer will work closely with the HTS
Advisor to serve as the primary technical expert and contact for
HJFMRI/MHRP HTS interventions at the organizational and community level.
S/he will facilitate the development, modification, and/or adaptation
of appropriate HTS strategies, with the goal of improving community
access to and use of services. The HTS Officer is expected to
collaborate across technical areas to strengthen the continuum of
response from HIV Testing to Care. S/he will work with community
partners to ensure clients identified HIV positive are linked to care
and treatment services. Under the leadership of HTS Advisor, S/he will
build the capacity of local partner organizations and HJFMRI/MHRP staff
to deliver high-quality HIV Testing Services in the Southern Highlands
of Tanzania.
Job Description

Roles and Responsibilities:
- Provide technical support in the development of approaches and strategies for mobilizing partner organizations and communities for the establishment or strengthening of HTS strategies and activities;
- Liaise and consult regularly with the HTS Advisor, relevant authorities, partner organizations, community leaders and beneficiaries in relation to the planning, design and implementation of HJFMRI/MHRP and partner HTS activities;
- Support the development of integrated, innovative and gender sensitive interventions for the provision of comprehensive HTS services for key populations and priority populations and their sexual partners;
- Provide technical support in implementation of new initiatives targeting men and Adolescent Girls and Young Women to increase identification, enrolment and retention into care and treatment services;
- Build the capacity of the partner organizations to deliver high-quality HIV Testing Services;
- Provide on-going support through coaching, supervision visits and mentoring to partner organizations and HJFMRI/MHRP staff in implementing HTS activities;
- Document, consolidate and disseminate knowledge and information regarding best practices, lessons learned, and proven approaches both within and outside of HJFMRI/MHRP;
- Ensure quality implementation, achievement of results for activities within partner projects, and collaborate with other Outreach and other HJFMRI/MHRP program departments to ensure effective and coordinated teamwork;
- Collaborate with partners to develop quality assurance (QA) mechanisms and ensures that QA mechanisms are in place and functional;
- Work with HTS Advisor to develop annual work plans, budgets and reports for HTS activities; and ensure integration of project activities into wider HJFMRI/MHRP annual plans;
- Travel within the Southern Highlands for the purpose of program management, continued service development, implementation and evaluation of service delivery;
- Liaise with the M&E Department to ensure that Community HTS components are functional (e.g. clarity of indicators, quality of M&E data collection tools, data quality and reporting);
- Develops and maintain good working relationships with partners, government Authorities within the Regions of coverage;
- Providetechnical assistance to other HJFMRI programs and initiatives including CBHS, Prevention, GBV, Mwanaume Jitambue (MJ) initiative, DREAMS , Lab & other projects as needed;
- Perform any other assignment or duties that may be required to support the general program

- A degree in Medicine, Nursing, Counseling, Psychology, Social work, Sociology or other HIV and AIDS related discipline.
- Postgraduate training in Public Health is an added advantage.
- At least five years of progressive responsibilities in HIV program management and technical experience in clinic and community based settings, preferably in an outreach context;
- At least five years of experience with HTS programs;
- Demonstrable experience in developing health education materials a plus;

Position: District Program Management Officer (04)
Job Summary
Under the supervision of the Regional Technical Coordinator, the
District Program Management Officer will guide and monitor the
implementation of HIV/AIDS prevention; care and treatment activities
supported through the HJFMRI/MHRP program and carried out in alignment
with the current Tanzania MoHCDGEC guidelines in selected districts in
Mbeya, Songwe, Rukwa, Katavi and Ruvuma regions of Tanzania. The
District Program Management Officer will be stationed in the respective
districts. The District Program Management Officer will take on
responsibilities within the district in terms of providing regular
supportive supervision and remediation plans for gaps identified at
health facilities. S/he will assist in identifying and supporting
capacity development of facility staff, as well as conducting basic
M&E activities to monitor care and treatment programs.

- Liaise with district pharmacist, district lab personnel and HJFMRI SCM advisor to support supply chain management services and HIV commodity management that ensure uninterrupted availability of HIV commodities at all levels within the districts. Provide technical assistance in monitoring and timely forecasting and ordering process at district and health facility level, as well as distribution and usage of HIV commodities by district councils and health facilities

Position: HIV Care and Treatment Technical Advisor
Job Summary
The purpose of this position is to provide Technical support in the
design; implementation and monitoring as HJFMRI scale-up Pediatric HIV
and EID services in supported regions. She/he will provide technical
support to the HJFMRI Pediatric HIV care and treatment officer based in
Songwe, Rukwa, Katavi, Ruvuma and Mbeya
regions.
The program Advisor for Pediatric HIV care and treatment will be part of
a team of experts whose areas of work will include: scaling up of
PMTCT, PITC, TB/HIV and ART Services. He will represent HJFMRI in
National technical meetings addressing pediatric HIV issues. The
Pediatric Advisor’s position is based in Mbeya with frequent travels to
Rukwa, Katavi, Ruvuma and Mbeya regions and limited travels to Dar es
Salaam for support visits, and MoHCDGEC and USG Technical meetings.
She/he directly report to the Medical Director.

Duties and Responsibilities
- Provide technical advice to the Medical Director in the development of Pediatric HIV program design, work plans and implementation strategies necessary to achieve the set targets and service coverage to the Southern Highlands zone.
- Provide technical support in the development of standard operating procedures (SOPs), treatment protocols, targeted continuous medical education (CME) packages and other relevant materials for improving and advancing Pediatric HIV services in the Southern Highland Zone.
- Provide technical support to the regional HJFMRI program and field officers and regional teams in the planning, initiation and implementation of paediatric services including roll out of Option B+ in the context of early infant diagnosis of HIV and paediatric care and treatment.
- Responsible for the design, implementation, coordination, and evaluation and a broad range of agency- funded Pediatric program activities , initiatives and studies required to implement the President’s Emergency Plan for aids Relief (PEPFAR) in the zone
- Support HJFMRI regional teams in providing technical assistance to strengthen the capacity of regional and council health management teams for delivering quality pediatric care and treatment services.
- Work with program and field officers in the region to design and implement innovative strategies for improving the quality of pediatric services in collaboration with the Regional & Council Health Management Teams (R/CHMTs) and Hospital Management Teams.
- Provide support at the national level in development of tools, protocols and clinical guidelines as needed to improve delivery of Pediatric services
- Regularly conduct supportive supervision, mentoring, and formal training to ensure delivery of quality pediatric HIV interventions.
- Work with the monitoring and evaluation team to ensure Pediatric HIV data are well collected, compiled and timely reported.
- Constantly review program performance data and develop new strategies to improve program performance.
- Technically support and coordinate with pediatric officers to ensure pediatric activities are standardized and contribute to increased pediatric enrollments and retention in care and treatment.
- Work as part of the multi-disciplinary technical team to provide technical guidance to the regional teams in planning program activities, ensuring close linkages between PMTCT, EID and pediatric services.
- Work closely with MoHCDGEC and other partners to ensure the functionality of support services including availability of adequate stocks of supplies for PMTCT/EID and improve on turnaround time for HIV results of exposed infants.

Main Duties and Responsibilities:- Manages the finance/accounting staff to ensure that appropriate financial standards, procedures, and finance reporting standards are adhered to, in accordance with, MHRP, HJFMRI and donor requirements.
- Tracks open site-specific finance items and works to provide guidance, resolution, and/or progress reports to various stakeholders in a timely manner.

- Assist in preparation of annual fiscal year budgets with the Sr. Management team and develops and implements grant budgets and forecasting systems with the Acquisitions Manager.
- Conducts financial reviews as required to ensure compliance with MHRP and donor requirements.
- On a monthly basis, reviews reports provided by financial analyst to program budget holders regarding financial analysis of expenses and annual projection trends to determine present and future financial performance of the program, the individual projects, and provides feedback to the Senior Management, on monthly projections
- Provides analysis and reporting on special projects, as required
- Provides written reports to Financial Program Manager on income, expenditure and variation from the budget.
- Responsible for the discovery, mitigation and documentation of financial risks.
- Develops and maintains an excellent working relationship with MHRP, HJF/MRI and HJF finance and accounting departments and staff, as well as with other partner organizations, ensuring that the program is well received and presented professionally and positively

- Work closely with the program support teams within the site and region to coordinate monthly closing and reporting to HJFMRI Headquarters.

- Reporting Standards (IFRS) and donor requirements.
- Monitor integrity of accounting data and ensure compliance with organizational financial policies and procedures, in-country statutory requirements and donor regulations.
- Provide appropriate guidance to support staff within the program, including allowable and non-allowable costs, project startup or closeout, preparation of wire requests, preparation of budgets and budget modifications.
