Seeking Monitoring, Evaluation, Research and Learning (MERL) Director Candidates Anticipated USAID/Tanzania Health Activities


Chemonics International, a U.S. based international development consulting firm, seeks Monitoring, Evaluation, Research and Learning (MERL) Director candidates for anticipated Tanzania health activities.

The MERL Director will be responsible for finalizing and overseeing implementation of the monitoring, evaluation, research, and learning (MERL) plan and designing and populating the MERL system. S/he will be responsible for all MERL activities associated with the activity and creating a strong evidence base to demonstrate the activity’s results and achievements.   • Leads design and implementation of the activity MERL framework to track all technical activities against targets, outcomes, and impacts for each objective;
  • Provides strategic oversight of the learning agenda and activity communication efforts;
  • Works with technical staff to oversee the designing, developing, testing, and evaluating tools for data collection and analysis as well as knowledge management and dissemination;
  • Trains staff and partners on MERL system operations, collection methods, and tools;
  • Creates indicators, performs data analyses, conducts research, and develops reports and project communications products;
  • Plans for and supervises intermittent performance evaluations, collects and disseminates lessons learned, and shares successes during project implementation.
  • Performs other duties and responsibilities as required
Qualifications:
  • An advanced degree in public health, statistics, monitoring and evaluation, research, or another relevant field;
  • Minimum of 10 years of comprehensive social science research, including experience designing and implementing research studies, ranging from small pilot studies to large-scale surveys;
  • Minimum of five years’ experience as a Principal Investigator, and demonstrated ability to oversee multiple, concurrent studies;
  • An in-depth understanding of how to design and implement M&E systems for complex donor-funded activities of similar size and scope as the activity;
  • Able to demonstrate proven experience tracking performance against program objectives, reporting on outcomes, and analyzing data to contribute to continual adaptive management of implementation;
  • Previous experience reporting to USAID;
  • Experience working In Tanzania preferred;
  • Excellent communication and writing skills in English

Seeking Chief of Party Tanzania Public Sector Systems Strengthening Plus (PS3+)


Chemonics International, a U.S. based International development consulting firm, seeks Chief of Party (COP) candidates for the anticipated Tanzania Public Sector Systems Strengthening Plus (PS3+). This five-year activity will support the Government of Tanzania (GOT) to improve public systems that are responsive to citizen needs for quality services at the local level, particularly for underserved populations. This activity is designed to strengthen Regional and Local Government Authority (LGA) systems across sectors to promote the delivery of quality essential services, equity and responsiveness, transparency and accountability, and facility autonomy to raise and allocate resources.

The COP will be responsible for the overall management and implementation of the project and report directly to the designated USAID Contracting Officer’s Representative (COR). S/he will supervise project implementation and ensure that the project meets stated goals and reporting requirements. We are looking for individuals who have a passion for making a difference in the lives of people around the world.
Responsibilities include:
  • Provide overall leadership, management and technical direction to the project;
  • Serves as primary liaison to USAID, implementing partners, the Government of Tanzania, key government and non-government institutions and actors, and project stakeholders and counterparts in the public and private sectors;
  • Supervise senior management team, technical and administrative staff, and subcontracting organizations;
  • Responsible for overall and direct implementation of project activities and liaises with project teams to ensure technical coordination;
  • Collaboratively create and implement a strategic, long-term programmatic vision;
  • Ensures all project assistance is technically sound and appropriate;
  • Oversees project work planning, performance management, and strategic communications;
  • Identifies issues and risks related to project implementation in a timely manner and appropriate program adjustments; and
  • Performs other duties and responsibilities as required
Qualifications:
  • A master’s degree or higher in public health, social sciences, international development, or a related advanced degree;
  • At least fifteen years of professional experience managing large, complex health projects in developing countries, with at least ten years of experience working on health systems strengthening, local governance, public financial management, citizen engagement and social accountability, and/or health financing projects in Tanzania; experience with private sector engagement preferred
  • Demonstrated experience applying health systems strengthening, local governance, public financial management, citizen engagement and social accountability, and/or health financing approaches within and outside of the health sector
  • Track record of progressive responsibility, including at least ten years providing senior-level leadership (e.g., Chief of Party, Project Director, Deputy Director) to programs of similar scale, scope and complexity;
  • USAID experience preferred;
  • Strong ability to collaborate and build partnerships with host country governments, U.S. government agencies, donor agencies, and international organizations;
  • Excellent communication, presentation, and writing skills in English

The DFO will oversee operations for all activity offices in Tanzania. This includes oversight of procurement, grants, construction, logistics, human resources, accounting and finance, and records. This individual will be responsible for managing the contract budget and preparing financial reports for submission to USAID. S/he will ensure funds expended are compliant with USG regulations and policies. He/she will implement fraud mitigation practices and ensure systems and processes are implemented effectively to support implementation of the award.

Qualifications:
  • Master’s degree or higher in Accounting, Finance, Business Administration or a related discipline
  • Minimum 10 years of relevant experience in administrative and financial management of large, complex projects of which a minimum of 8 years in the field of international development
  • Experience managing USAID or other donor-funded development programs preferred
  • Strong ability to collaborate and build partnerships with Government of Tanzania (GOT) ministries and representatives
  • Demonstrated ability in developing and managing large budgets
  • Familiarity with compliance to Federal Acquisition Regulations required
  • Demonstrated leadership, versatility, and integrity
