Working
collaboratively with local stakeholders, USAID, PEPFAR, and m2m Head
Office staff, the Senior Capacity Building Advisor will work with the
MoHCDGEC to develop a national Community PMTCT Strategy and lead the
implementation of the programme.
The Senior Capacity Building
Advisor reports to the RISE II Chief of Party, working in collaboration
with the m2m Tanzania in-country team, Department of Programmes and
Technical Support (DPTS Head Office), Country Management Unit, other
internal staff and consultants, as well as in-country partners in
Tanzania. The position will be based in Dodoma, with local and
international travel required.
Key Performance Areas:
Programme framework conceptualisation and design
•
Conduct preparatory and planning meetings for the development of the
Community PMTCT Strategy and programme framework with MoH, USAID,
interagency TWG and key stakeholders
• Develop national Community
PMTCT Strategy and implementation guidelines, aligned to MoH policy and
collaboration with the MoH, USAID & interagency TWG
• Conduct scoping exercise of Implementing Partners (IP’s) PMTCT programmes
Program Implementation
• Coordinate and conduct stakeholder entry and sensitisation meetings at national /facility /community
• Lead in the development of strategy and supporting documents, including implementation guidelines and training curricula
• Oversee and monitor dissemination of strategy
• Conduct supervisory visits with implementing partners
• Conduct quarterly performance reviews and learning meetings among implementing partners
• Provide regular updates to USAID, MoH, interagency TWG, and other stakeholders
Institutional capacity development and technical advisory services
• Support MOH to identify institutional strengthening needs and develop individualised capacity development plan
• Provide capacity development support through direct assistance, including one-on-one TA, mentoring, and development or adaptation of tools/job-aids
• Develop recommendations for adapting Mentor Mother Model in Tanzania in support of the Community PMTCT Strategy
Monitoring and Evaluation
• Assist the M&E team in the design of monitoring and evaluation systems to ensure the impact of capacity building activities
• Define key indicators for all programme implementers aligned with DHIS2
• Ensure for the routine and timely collection, collating, aggregation and reporting of data.
• Develop QA/QI processes and supportive supervision tools to strengthen the Tanzania PMTCT programme
Job Requirements
Qualification and Experience
• Masters degree/postgraduate qualification with minimum 8-10 years experience in provision of capacity building and institutional strengthening of health and HIV projects
• Proven experience in building and strengthening institutions for delivering high quality capacity building/technical assistance services to achieve high impact
• Experience working closely with government ministries in Tanzania
• Experience working with PEPFAR programs strongly preferred
• Strong understanding of adult learning theory with solid technical assistance skills
• Solid understanding of capacity building principles, proficiency with theories, methods and technology in capacity building field methodologies/approaches
• A flair for developing innovative approaches in institutional strengthening and capacity building to scale up and improve the quality of HIV programmes.
• Ability to assess and diagnose capacity building needs and experience in providing management advisory services
• Demonstrated flexibility, adaptability and ability to perform in high pressure environment
• Strong Computer Literacy (Microsoft packages)
Competencies:
• Ability to work effectively in a diverse team of people
• Excellent written and oral communication skills
• Ability to synthesise information or adaptation and utilisation in programmatic design and implementation
• Strong initiative, creativity and motivation including ability to work under pressure with deadlines
