Duties and Responsibilities- Implements and enforces fixed asset policy and procedures
- Maintains inventories/fixed assets custodial records.
- Enforces proper security of assets, ensuring care, custody, and safe keeping.

- In collaboration with senior logistics officer and IT Manager tracks the maintenance of program equipment (including vehicles, IT equipment) or leased equipment (if any).
- Perform any other related duties as assigned by the superiors.
- Provide response to raised audit queries and implements the audit recommendations without hesitation
- Work closely with Regional Program Managers, Regional Office Managers, Laboratory admin and stores officer to ensure everything is captured in the register.

Position Overview:
The
Walter Reed Program of the Southern Highlands together with the
NIMR-Mbeya Medical Research Center (MMRC); the University of Munich and
the Mbeya Referral Hospital (MRH), aim to improve treatment and care
of HIV infected patients through clinical research tightly integrated
into the routine implementation of the national ART Program. Projects
conducted in the collaborative setting focus on treatment experienced
HIV infected patients, the management of HIV associated diseases such as
Cervical Carcinoma and Tuberculosis and program evaluation of the
PEPFAR funded ART program in the southern highlands of Tanzania,
integrating research activities into the routine patient care, capacity
building and infrastructure development. In this context,
the collaboration is implementing a study, the African Cohort Study
(AFRICOS), a cohort study following up to 500 HIV positive patients on
Care at MRH and 100 HIV negative participants over a long period of
time.
Duties and Responsibilities:
The candidate will
be responsible for preparation and day-to-day clinical implementation
of AFRICOS at CTC MRH. This will require close on-site collaboration
with the AFRICOS Principal and Clinical Investigators, the AFRICOS Study
Coordinator, the Head of the Department of Clinical Research on HIV of
the NIMR-MMRC, the WRP Research Director and with the administration of
the different partners at the Mbeya Zonal Referral Hospital (MZRH) and
Mbeya Regional Referral Hospital (MRRH). He/She will be supporting the
collaborative partners in their respective responsibilities including
communication with Ethical Committees and Regulatory boards as much as
communicating with the AFRICOS Sponsor. The candidate is expected to
harmonize AFRICOS with the implementation of other projects of the
departments conducted at the study site, as much as the routine clinics
of MZRH and MRRH, ensuring integration of AFRICOS into the clinic
setting at MZRH and MRRH.
Primary Duties and Responsibilities:
The main responsibilities of the AFRICOS study Physician will be:
1.
Support the Principal Investigator (PI), the WRP Research Director, and
the AFRICOS Study Coordinator to ensure that clinical research and
related activities of AFRICOS are performed in accordance with
federal regulations, partners and sponsoring agency policies and Good
Clinical Practice and principles of ethical research and other
requirements that apply;
2. Assists the PI and the Study
Coordinator in all responsibilities as stipulated by ICH-GCP including
development of study document materials and tools necessary to implement
and document all phases of the AFRICOS Study, including but not limited
to budgets, protocols amendments, training materials, checklists, study
logs and IRB submission;
3. Support, coordinate and facilitate
all phases of study implementation including but not limited to
patient selection, recruitment and Informed Consent Process, Patient
enrollment and follow up, clinical management and reporting of Adverse
Events and Serious Adverse Events, management of study specific training
and study close out;
4. Obtain and Manage the Site investigator file containing essential documents for the study according to ICH- GCP;
5. Deputize for the Study Coordinator in his/her absence to ensure that AFRICOS study activities are going on as required.
6. Other Clinical duties as assigned by the Study P.I. and/or Study Coordinator

Voluntary Medical Male Circumcision (VMMC) Program Officer will provide

programmatic support to the CHMT and RHMT in the implementation of
quality VMMC services provided through static sites, outreach and

The program officer for VMMC
will be part of a clinical team at the HJFMRI regional offices ensuring

- Coordinate the overall design, implementation and management of the HJFMRI/MHRP’s program activities being implemented by the outreach partners;

clinical advice and direction in the implementation and scaling-up
comprehensive Maternal and Child health services in HIV including
Prevention of Mother to Child Transmission of HIV (PMTCT) in the
Southern Highland zone.
The Pediatrics and PMTCT
Advisor will be part of a team of experts whose areas of work will
include: scaling up of PMTCT and pediatrics services including PITC, ART
and Early Infant Diagnosis (EID). She/he will be a technical lead on
the PMTCT and pediatric and will strategically provide directions to
roll-out, implementation and monitoring of all interventions pertaining
these programs. The Advisor will directly work with Adult and Pediatric
Programs as well as community organizations to ensure linkage across the
continuum of care.
The PMTCT & pediatrics Advisor will be based in Mbeya with frequent travel to Rukwa, Katavi, and Mbeya regions and with limited travels to Dar es Salaam. She/he will report to the Associate Director for Clinical services.

- Ensure service guidelines and protocols, SOP, and Job Aids are available, properly and constantly used by the health care providers at the facility level
- Provide technical support to ensure accurate PMTCT and Pediatrics program data are well captured, compiled and reported timely according to reporting schedules.
- Monthly review program data, analyze, provide interpretation, acknowledge best practices and provide recommendations for service improvement.
- Establish and maintain a strong relationship with Regional MOH and District Health entities, and Faith – based organizations responsible for implementing the national PMTCT and Pediatrics program.
- Technically support the program in development of the program procedures, systems and referral mechanisms
- Assist in the development of community linkages and support groups for HIV positive mothers and their families to ensure a network of quality care.
- Develop strategies to strengthen Mother-Infant pair (HEI) follow up at least until weaning period, EID services and enrollment of HIV positive infants on ART.

Position Overview:
The
Associate Director, Community Services will serve as the overall team
leader for the Community Services team and primary contact person for
Henry Jackson Medical Research International (HJFMRI) community
services. S/he is responsible for the overall management of all the
community based programming components supporting HIV related services
under the HJFMRI/MHRP Southern Highlands HIV Program, Tanzania. Services
include but not limited to Community Based HIV and AIDS Services
(CBHS), Gender Based Violence (GBV), Community HIV Testing Services

leadership to a diverse team of professional staff. In collaboration

program, identification of all lost to follow up clients (LTFUs),
sharing the LFTUs list with community and facility stakeholders,
including CBHS teams and Expert Clients to facilitate tracking of LTFUs
and bring them back to the program, those found alive; facilitate
strategies for conducting effective adherence counseling in order to
ensure strong retention of enrolled clients to the program.
S/he
will lead interventions targeting key and vulnerable populations
including but not limited to Adolescent and Young Adults (AYAs), at high
risk men (Men how have sex with other men, long truck drivers,
fishermen, miners, etc.), Female Sex workers, and People Who Use Drugs
including Drug Injectors in order to control HIV and AIDS epidemic in
HJFMRI Regions of Coverage (Mbeya, Songwe,Rukwa and Katavi Regions) With
a special focus in HIV hotspots and in high volume facilities.
S/he
will serve as the primary technical expert and contact person for
HJFMRI/MHRP’s Determined, Resilient, Empowered, AIDS-Free, Mentored, and
Safe (DREAMS) for adolescent girls and young women (AGYWs) and GBV
interventions in HJFMRI/MHRP areas of coverage. This will include
provision of comprehensive services to GBV and ensuring HIV Testing
services are offered and those found positive are physically connected
to Care and Treatment Centers for Continuum of services. This will

- Access capabilities of local civil society organizations (community based, non-governmental and faith based) within the Southern Highlands, identifying those who will participate under the HJFMRI/MHRP Southern Highlands HIV Program either through direct funding and / or provision of technical assistance.

- Ensuring payments and all other processes are in compliance with internal control policy and other policies.
- Prepare and submit all documents posted and paid through the bank to the senior accountants on a daily basis for QB check application and for reconciliation purpose.
- Maintain document workflow system and ensuring the document workflow template is fully updated with daily posting and payments made.
- Ensure all payments are properly scanned and submitted to HQ.
- Reconciles financial discrepancies and errors as reported by collecting and analyzing account information.
- Answers accounting procedure questions by researching and interpreting accounting policy and regulations.
- Enforcing internal policies to program staff, etc. Training SOP, Travel advance policy, Mpesa policy and other policies within the program.
- Prepares financial reports by collecting, analyzing, and summarizing account information and trends, as directed by the Senior Accountant and/or Accounting Manager.
- Maintains professional and technical knowledge by attending educational workshops; reviewing professional publications; establishing personal networks; participating in professional societies.
- Preparation of the monthly payroll entry for review by Senior Accountant.
- Prepares monthly closing schedules for review by Senior Accountant
- Reconcile bank accounts and clears any discrepancies in the balances by researching and analyzing the account information.
- Maintain and reconcile petty cash accounts on a monthly basis to be reviewed by the Senior Accountant
- Managing time sheets and make follow-up. Where necessary scanned them to HQ.
- Managing statutory deductions, NSSF, PPF, and PAYE Files in Monthly basis.
- Work with other program staff to understand program activities and appreciate the existing linkage with finance
- Take initiatives in understanding budget preparation, implementation and monitoring process and the overall financial management of the program
- Working while observing the Professional Code of Conduct (PICCO). Professional behavior, Integrity, Competence, Confidentiality and Objectivity. General accountant is directly obligated to report any misconduct observed or heard that is against these codes to the immediate supervisor or to the appropriate reporting channel.
- Undertake other assignments that you will be assigned by the senior accountant, accounting manager and senior finance director.

Requirements:- Bachelor Degree in Accounting with 3 years experience in a high volume transaction accounting Department in large organization.
- 2 years hands on experience with QuickBooks software.
- CPA/ACCA is an added advantage
- Deadline-Oriented, Reporting Research Results, SFAS Rules, Time Management and Data Entry Management.
- Knowledge of the full accounting cycle.
- Highly proficient in Excel and Word applications
- Highest level of deductive reasoning
- Ability to problem-solve and take initiative to resolve issues
- Ability to communicate both in writing and verbally in English and Swahili
- Exceptional follow-through skills
- Ability to meet deadlines
