Job Title: STTA: Livestock Feed and Hatchery Country Expert

Overview
CNFA is recruiting for a part-time Livestock Feed and Hatchery Country Expert in Tanzania. Please note that the duties and responsibilities would contribute to two different Activities: 1.) L-Mira Feed Activity and 2.) L-MIRA Day-Old Chick (DOC) and Hatchery Activity. Each Activity falls under the umbrella Livestock-Micro Reforms in Agribusiness (L-MIRA) Project. While each activity is implemented in Nigeria and Tanzania, this position will only contribute to activities in Tanzania.
The consultancy would be for an estimated total of 80 working days from June 2019 to October 2020. 
I. Assignment Objectives and Background
The Livestock-Micro Reforms in Agribusiness (L-MIRA) Project is a non-lending, advisory project fully funded by the Gates Foundation and implemented by the World Bank Group (WBG). The project is led by the Finance, Competitiveness and Innovation Practice Group. It was designed in partnership and with input from the WBG Livestock Working Group and staff of the Agriculture Global Practice (GP).
L-MIRA Feed Activity
The objective of the L-MIRA Feed Activity is to improve the quality and increase the quantity of livestock feed utilized by private sector stakeholders in Nigeria and Tanzania. In both countries, market failures exist in the livestock feed sub-sector due to low and inconsistent quality of feed, and the high price of feed and raw materials needed for its production. In effect, this reduces consumer confidence and negatively affects the marketplace for these products. Additionally, the burdensome regulatory environment encountered by suppliers of raw materials, processors, distributors and retailers contributes to higher prices. Through this activity, the consultant and CNFA team will facilitate the reduction of and/or elimination of these market failures.
To accomplish these objectives, the consultant will collaborate closely with the Livestock Regulatory Expert, Livestock Feed Expert, and CNFA staff. The consultant will also communicate and collaborate with government agencies and industry stakeholder organizations to:
  • Refine and improve the standards, implementing regulations, and guidelines related to livestock feed in Tanzania
  • Build the capacity of the appropriate agencies within the government of Tanzania to implement and enforce these regulations and guidelines.
  • Improve the capacity of the private sector stakeholders in the livestock subsector to comply with these regulations.
L-MIRA Day-Old Chick (DOC) and Hatchery Activity
The objective of this L-MIRA Day-Old Chick (DOC) and Hatchery Activity is to assist the governments of Nigeria and Tanzania to establish Day-Old Chick (DOC) and hatchery management regulations and guidelines to enhance the quality and quantity of DOCs produced for commercial and semi-commercial poultry production. In Nigeria, the level of quality DOC and mortality rates as high as 55% leads to market failure in this value chain. Though the market is smaller in Tanzania, a dramatic growth is expected in the domestic poultry industry. For both countries, to enable economic growth and resolve market failures, it is crucial to establish an effective and practical regulatory framework and hatchery management and to reduce the burden of compliance from existing regulations. Moreover, the activity will address challenges in improving genetic stock, DOC nutrition and sanitation in feeds, and enforcement quality standards, labeling and strengthening inspection capacity.
To accomplish these objectives, the consultant will collaborate closely with the DOC Regulatory Expert, DOC Hatchery Experts, and CNFA staff. The consultant will also communicate and collaborate with government agencies and industry stakeholder organizations to:
  • Refine and improve the standards, implementing regulations, and guidelines related to DOC in Tanzania.
  • Build the capacity of the appropriate agencies within the government of Tanzania to implement and enforce these regulations and guidelines.
  • Improve the capacity of the private sector stakeholders in the livestock subsector to comply with these regulations.
II. Principle Duties and Responsibilities
During the duration of his/her assignment, the Livestock Feed and Hatchery Country Expert will serve as a local liaison and technical expert to support CNFA’s lead consultants (Livestock Feed Expert, Regulatory Reform Expert, and Day-old chick/Hatchery Experts) in the intervals between and during their in-country visits.
The consultant will provide technical expertise to carry out the following functions:
  • Liaise and communicate with relevant L-Mira Project, IFC, and World Bank country experts at request of CNFA staff and CNFA lead consultants
  • Support collaboration and communication efforts of government regulators and private sector actors to support and facilitate reforms.
  • Provide support as needed to lead consultants to conduct evaluations of the current regulatory frameworks through desktop research and in-country interviews for livestock feed and DOC/hatcheries in Tanzania.
  • Support lead consultants to develop Feed and Hatchery regulation reform implementation plans that include recommendations for actionable improvement/regulatory change. 
  • Support the development of actionable livestock feed and day-old chick and hatchery inspection reform plans through desk studies, interviews with stakeholders and by collecting data on existing livestock feed and day-old chick and hatchery regulatory frameworks in Tanzania
  • With guidance from the lead consultants, carry out initial assessment of the livestock feed, DOC and hatcheries regulatory frameworks to:
    • Assess the regulatory framework for animal feed quality control and hatchery management; and
    • Disseminate findings of assessments to relevant counterpart agencies
  • Support lead consultants to integrate findings from the initial assessment of regulatory frameworks to support in the identification and utilization of appropriate tools (e.g. reports, regulatory mechanisms or reforms, institutional reorganization, revised Standard Operating Procedures, etc..) to drive reform government reform.
  • At request of lead consultants, provide inputs on a set of Standard Operating Procedures (SOP) for livestock feed regulation and Hatchery management regulation for Tanzania, especially providing a local context to the SOP
  • Support lead consultants by contributing technical inputs for the development of relevant manuals, curricula and training for the implementation and enforcement of standards, regulations and guidelines among the regulatory agencies
  • Support lead consultants to develop a training curriculum for inspection guidelines for Feed and Hatchery inspectors as well as a practical booklet that can be used a job aid
  • Based on assessments and stakeholder feedback, support development of training curriculum and certification exam for Livestock Feed Processors and for Hatchery Managers
  • Other activities as requested by CNFA and its team of lead consultants

The consultant will provide administrative support to carry out the following functions:
  • Lead local logistical coordination, especially to support lead international consultant in-country missions
  • Provide administrative and logistical support for lead consultant in-country missions, including obtaining quotations for services (i.e. vehicle hire, lodging, meeting space), in line with CNFA procurement practices and client requirements
  • Work with IFC/WBG to organize workshops and training with public and private stakeholders including sending out invitations to participants, confirming attendance, securing a venue and any other logistical considerations
  • Coordinate identification and selection of local trainers from within the government agencies for Feed and Hatchery Inspection Guidelines Trainings
  • Communicate with CNFA HQ on any administrative or operational challenges
All aforementioned duties and responsibilities are based on and further detailed in the CNFA technical proposal, which will be shared with the successful applicant.

III. Deliverables

  • Conduct initial assessment of regulatory framework with guidance on methodology from lead consultants (Tanzania) L-Mira Feed ( week 10) L-Mira DOC (Week 10)
  • Present draft SOPs for Feed and Hatchery regulations to government counterpart agencies (Tanzania) L-Mira Feed ( week 12) L-Mira DOC (Week 12)

IV. Qualifications
  • Bachelor’s degree required in related field (i.e. veterinary or animal sciences, livestock management or related technical discipline and/or public policy, law, finance, public administration or other related degree)
  • At least 5 years of proven relevant experience in the area of livestock and poultry management, particularly related to improving livestock and poultry feed value chains.
  • Knowledge of or food safety policy and enforcement preferred.
  • Experience conducting interviews with public and private sector stakeholders to assess institutional and capacity gaps in agricultural and/or livestock value chain
  • Experience discussing with governments and public sector on policy and institutional reform, and policy enforcement, particularly in improving regulatory frameworks of livestock value chains
  • Proven experience facilitating training workshops
  • Demonstrated strong interpersonal skills and the ability to develop collaborative relationships, especially with the public and private sectors
  • Fluent in English, knowledge of relevant local languages
  • Good knowledge of Microsoft Office (Word, Excel, Powerpoint, etc)
