Job Summary
The CRS Country Manager (CM) for Tanzania is responsible for overall leadership and management of the Tanzania program. The CM is CRS' official representative to the government, local donors, Church leaders, international organizations, and other local partners. The position requires an individual with skills in leadership, business development, staff development, program management, representation, communication, partnership, and risk management.

Background
CRS has operated in Tanzania since 1962, always working closely with the Church, local organizations, government entities, and private partners. Emergency response dominated programming in the early years before CRS shifted focus to development initiatives in sectors including agriculture, health, natural resource management and water. Facility-based HIV care and treatment programming figured prominently from 2004-2016. Currently, CRS' portfolio in Tanzania includes projects promoting nutrition, WASH and youth livelihoods. New funding for pediatric HIV programming is anticipated in early 2019.
Primary Functions
Leadership/Representation:
  • Provide leadership at the country office level to ensure staff understand and work towards the long-term vision and strategies of CRS.
  • Seek and pursue opportunities to raise the profile of the work of CRS and its partners, as well as the needs and challenges of program participants.
  • Develop strategies to ensure strong representation to the Church, United States Government and other donors, local government authorities, international organizations, international and national PVOs, and other appropriate networks.
  • Develop and maintain strong partnerships with local partners, including the Church and other local and international agencies.
  • Represent CRS at the highest levels in the country office, as required.
Strategic Direction, Program Quality and Growth:
  • Set the strategic vision and direction of the country office to serve more people with the highest quality programming possible, and secure the necessary resources to ensure its realization.
  • Align programming to agency and regional strategies, and guide the process of developing appropriate programs and annual work plans.
  • Ensure country office coherence with regional strategies through communication with the Regional Director and regional technical staff; with national strategies through coordination with relevant national agencies, government and donors.
  • Ensure program quality through implementation of country-specific project review systems, comprehensive Monitoring, Evaluation, Accountability and Learning (MEAL) systems and staff/partner development.
  • Ensure that programming quality and operational excellence standards are coherently integrated and upheld for maximum performance.
Stewardship:
  • Ensure that agency standards of program and management quality, as well as all financial management policies and standards, are adhered to throughout the country office.
  • Ensure full compliance with donor requirements and government regulations.
  • Address all audit findings in a timely and comprehensive manner.

Supervision, Staff Management and Development:
  • Directly supervise and coach direct reports ensuring high quality programming, donor compliance, and appropriate career development.
  • Oversee the quality supervision of all CRS staff in the Tanzania program.
  • Ensure consistently high-quality recruitment to build a committed, competent, diverse and motivated team of employees.
  • Encourage principles of a just workplace and promote staff care and well-being.

Security and Emergency Response Management:
  • Maintain security, evacuation and contingency plans current and revise annually or as necessary and ensure adherence by all CRS staff.
  • Oversee the management of all security issues, including those related to harassment and protection of staff and beneficiaries.
  • Respond to emergency needs as they arise.

Communications:
  • Maintain a healthy and empowering office environment that encourages participation and open communication, and high levels of staff engagement and well-being.
  • Ensure open communications with regional and HQ colleagues.

Qualifications:
  • Masters in International Development/Relations or related field
  • 5 or more years of progressively responsible experience in PVO management
  • Previous experience managing staff and programs overseas
  • Demonstrated success in all phases of business development
  • Demonstrated commitment to staff development
  • Experience working closely with Caritas agencies and Church leadership
  • Experience negotiating and working with local government
  • Experience with institutional strengthening and partnership building
  • Ability to work effectively in diverse environments and under pressure
  • Fluency in English; Kiswahili or willingness to learn

  • Strong interpersonal, communication and organization skills, good judgment, vision and maturity
  • Ability to operate successfully amidst complexity and uncertainty
  • Demonstrated effectiveness with short- and long-term planning, as well as financial, human resource, and program management

External: Donor agencies, Caritas and other Church leaders, host country government agencies, international and national non-governmental organizations, UN agencies.
