Project Control Associate
Organizational Setting and Work Relationships
The primary functions of project control are to complement
programme management and provide support for oversight of projects
including the formulation of a monitoring plan, quality assurance, and
verification. Other activities of project control include: review of
project agreements, project audit, monitoring that there is synchrony
between financial and operational performance, participation in
multi-functional monitoring activities and reviews, tracking project
risk management, and supporting project closure.
It is essential to maintain segregation of duties between project control and programme functions for effective accountability and oversight. Where there is no Project Control Officer, General Service staff performing project control functions should report directly to the Head of Office.
The Project Control Associate receives general guidance and work plans from the supervisor. They work independently on regular assignments under the supervision of the Project Control Officer or to the same management level as programme. The incumbent may supervise other general service staff.
Project Control staff play a very important role in maintaining harmonious and effective partnerships, and often interact with implementing partners. As a result, incumbents need to be very mindful of all dimensions of partnerships in their interaction with partners (in accordance with the Principles of Partnership, the Code of Conduct and other relevant documents).
All UNHCR staff members are accountable to perform their duties as reflected in their job description. They do so within their delegated authorities, in line with the regulatory framework of UNHCR which includes the UN Charter, UN Staff Regulations and Rules, UNHCR Policies and Administrative Instructions as well as relevant accountability frameworks. In addition, staff members are required to discharge their responsibilities in a manner consistent with the core, functional, cross-functional and managerial competencies and UNHCR’s core values of professionalism, integrity and respect for diversity.
Duties
– Contribute to reviewing the internal control systems of implementing partners.
– Contribute to reviewing that IP agreements are in conformity
with Country Operation Plans and UNHCR’s rules, policies and procedures.
– Monitor that a complete record is maintained for all projects.
– Contribute to reviewing, analysing and verifying Financial and
Performance Implementing Partner Reports (Part I-IPFR and Part II-IPR),
and to checking accuracy and consistency between IPFR and IPR, in
accordance with project agreements.
– Ensure that the funds obligated under an IP agreement permit the
payment of the next instalment or a disbursement, confirming the status
of instalments already paid.
– Support timely project closure in coordination with the programme unit.
– Bring to the attention of supervisors and programme officers any
significant variances at the office level in: budget execution,
percentage of project execution, time schedule, and quality of projects
against specifications or terms and conditions.
– Maintain professional relationships with implementing partners.
– Keep up to date with all UNHCR rules, regulations and procedures necessary to perform these duties.
– Escalate IP issues to supervisors.
– Recommend acceptance or non-acceptance of IPRs and payment of installments.
– Contact implementing partners for project-related matters.
– Have unlimited access to financial and operational records relating to projects.
– Support the identification and management of risks and seek
to seize opportunities impacting objectives in the area of
responsibility. Ensure decision making in risk based in the functional
area of work. Raise risks, issues and concerns to a supervisor or to
relevant functional colleague(s).
– Perform other related duties as required.

Experience either in finance, accounting, International Law, audit, compliance, grant management, program or risk management with working experience from humanitarian (NGO, INGO’s or UN), and other relevant sectors will be an added advantage.
Experience from any UN Agencies will be an added advantage.
A certificate in project management would be an added advantage.
Experience or knowledge of Programme management.
Strong analytical and effective coordination skills is an advantage.

Nature of Position:
The United Nations High Commissioner for Refugees (UNHCR) is an international organization with the mandate to assist persons in need of international protection; asylum seekers; refugees; statelessness; and internally displaced persons. The UNHCR operation in Mozambique has its main office in Maputo, field office in Nampula, sub-office in Pemba. The working language in the UNHCR offices in Mozambique is English.

The Project Control Associate receives general guidance and work plans from the supervisor. He/She works independently on regular assignments under the supervision of the Head of Sub Office.

The Project Control Associate is part of the multi-functional team. In coordination with DFAM’s Implementing Partnership Management Service, s/he is responsible and accountable for providing substantive support, guidance, and oversight on the effective management of the Enhanced Framework for Implementing with Partners (the Framework) as well as oversight on the effective management of Direct Implementation.
Complementary to programme management, s/he will support, and conduct analysis and assessment of risks associated with partnerships and direct implementation, policy compliance, operational practices, mitigation measures and gaps and make technical recommendations or decisions in line with the principles of the Framework, of UN/UNHCR’s financial rules, policies and regulations and operational context.
The incumbent prompts partnership integrity and other safeguarding mechanisms for ensuring sound stewardship and accountability of funds entrusted to partners or through direct implementation arrangements (e.g. contracts for the procurement of goods and/or services) to ensure resources are used in the most efficient and effective manner to attain the best results for persons of concern. Project control staff exhibits flexibility while maintaining coordination with the partners and multifunctional team members in addition to the primary function of analyzing the financial reports and improvements in the partners financial management capacity.
Living and Working Conditions:
The position is based in Pemba, the capital of Cabo Delgado Province, in the north of Mozambique. Pemba is a D, Non-Family duty-station.
Mozambique has a total population of about 29 million people and Maputo is its capital city. The total area of Mozambique is 799,380 Km square from North to South. It is tropical hot and humid. The hottest and wettest months are December to February, when the average daily minimum temperatures are around 22 °c and the average daily highs of 30 °c. The rain season is between October and April. Winters (June to August) are mild with the average daily temperature ranging from 13 °C to 24 °C.
Cabo Delgado is bordering Tanzania, with a population of over 2.2 million individuals according to the 2017 census. The province, considered one of the poorest in the country, was hit by cyclone Kenneth in April 2019, which affected several villages, causing material damage and the displacement of many residents. The province has also been targeted by armed groups that have been attacking local villages since October 2017. The number and intensity of attacks increased consistently in 2020.
Communication and transport services are available at various costs. The housing market is healthy but quite expensive (from US$ 800 to US$ 1,500 per month). Pemba has one large supermarket and one international airport.
The metical is the local currency and exchange rate stands at USD 1 equivalent to about 63.82 meticais (MZN) as per January 2023. Pemba has 3 major health facilities: ISOS clinic, CLIDIS private clinic and the Provincial hospital. There is a wide range of Banks and ATMs to meet financial needs. Credit/debit cards are accepted in most places.
UNDSS-cleared hotels are available, with the rates differing depending on the availability and season. MOSS compliant apartments are available.
The current operational circumstances require frequently long working hours. This is a stressful work context, making a capacity for self-care critical.
According to the security level system, Cabo Delgado is at level 4. Crime in Pemba and villages outside of the capital is concerning and UN personnel must remain vigilant and aware of their surroundings. Traffic accidents are common in Mozambique due to the poor condition of the roads and poor driving and vehicle standards.
