WHO WE ARE
The East African Crude Oil Pipeline (EACOP) project is a Midstream development located across Uganda and Tanzania. It includes a nearshore Marine Storage and Export Terminal (MST). Once completed, the EACOP Company will operate a 1,443 km long, electrically heated crude oil export pipeline that transports oil from Kabaale – Hoima in Uganda to the Chongoleani Peninsula near Tanga Port in Tanzania. This pipeline will facilitate crude oil exports to international markets.

General Job Description
The Reporting/Mass Balance Engineer will lead process engineering and flow assurance support to the EACOP asset, including all sites, to ensure optimal operations and safety. Responsibilities include coordinating fluid sampling, laboratory analysis, chemical injection, and chemical stock management. The role also involves the review of all associated reporting and the lead of process studies to troubleshoot technical issues, offering solutions to improve asset operability. The engineer will be responsible for managing the master copies of process documents such as P&IDs, PFDs, and Safety Logic diagrams and overseeing the Site Modifications process, ensuring proper validation and follow-up closure for all modifications.

Duties & Responsibilities
  • Ensure hydrocarbon accounting of crude from upstream partners.
  • Prepare annual production reports, ensuring data integrity.
  • Produce reports that meet the commercial department’s requirements.
  • Ensure adequate material balance between upstream partners, including water contribution.
  • Produce reports for partner/shareholder requirements.
  • Custodian of the Production Data Management System.
  • Ensure fiscal/metering data is accurately compiled and recorded.
  • Prepare daily, weekly, monthly, and quarterly production reports, ensuring data integrity.
  • Provide data required for fiscal audits.
  • Undertake quality control of PI/PDMS generated reports.
  • Maintain records and explanations for production shortfalls.
  • Record and ensure availability of statistical records of crude consumption within the asset.
  • Record and ensure availability of statistical records of tank volumes.
  • Interface with relevant entities for crude offloading planning and provide clarifications to production reports.
Qualifications / Experience Required

Academic Qualifications:

  • B.Sc. in Petroleum, Chemical Engineering, or any related Engineering discipline.
  • MSc in Petroleum, Chemical Engineering, or related discipline is an added advantage.

Experience Required:

  • Minimum of 3 years’ experience in the oil and gas industry.
  • Minimum of 1 year of experience in a similar or relevant role, such as Metering Engineering.
  • Knowledge of a Production Data Management System is required.
  • Strong communication skills and computer literacy (including MS Excel, PowerPoint, etc.).

Job Dimensions / General Job Description

  • Manage all aspects of Facilities and General Services for EACOP properties in Tanzania.

Duties & Responsibilities

  • In accordance with policies and procedures in place, manage and monitor inter-site personnel in EACOP operations, especially movements to unmanned stations.
  • Manage all facilities’ service contracts, including but not limited to vehicle maintenance, utility maintenance, housekeeping, domestic waste disposal, and catering contracts.
  • Manage diesel inventory at all sites and ensure timely supply to operational vehicles.
  • Conduct periodic site visits for audits, inspections, and visual evaluations of operational needs for non-technical materials and interventions.
  • Be the point of contact (interface) for all community landlords within EACOP operational areas.
  • Schedule transportation services, including site shuttles within the operational area.

Qualifications / Experience Required

Academic Qualifications:

  • Bachelor’s degree in business administration, logistics, or a related field.
    Experience Required:
  • 5+ years of experience in Logistics operations involving facility management and maintenance.
  • Knowledge of logistics software or transportation management systems.
  • Basic accounting knowledge.
