PURPOSE OF THE ASSIGNMENT: 

Under the direct supervision of the Head of Monitoring and with guidance from the Head of RAM, this the incumbent will coordinate process and activity implementation monitoring across all WFP Tanzania field offices.

KEY ACCOUNTABILITIES/RESPONSIBILITIES:

  • Ensure that all WFP Tanzania Field Offices meet corporate and CO programme quality assurance process monitoring standards and align with corporate guidelines, including the minimum monitoring requirements (MMRs), data protection and privacy considerations, and the CO Monitoring Strategy and CO SOP on Process and Outcome monitoring.
  • Support regular reviews and updates of the CO Process Monitoring SOP for Tanzania CO.
  • In consultation with the Head of RAM, Head of Monitoring and Monitoring Associates based in field offices, coordinate and support preparation of quarterly process and activity implementation monitoring plans for all field offices using the WFP Risk Based Monitoring Framework (RBMF).
  • In coordination with Field Office monitoring teams, update information for each risk parameter of the WFP Risk Based Monitoring Framework (RBMF) for WFP Tanzania on a monthly basis.
  • Collaborate with HQ APP-Monitoring to ensure process and activity implementation data collection tools are in place for all relevant WFP Tanzania Country Strategic Plan (CSP 2022 – 2027) Activities and projects and are aligned with corporate standards and digitized MODA forms.
  • Provide trainings and continuous technical support to WFP field monitoring assistants on process and activity implementation monitoring tools and methods to ensure solid capacity and proper use of the tools.
  • Facilitate and manage consolidation, analysis, reporting, visualization and dissemination of process and activity implementation monitoring information.
  • Ensure that issues identified through process and activity implementation monitoring visits are properly recorded and escalated in a timely manner in the Process Monitoring Issues Escalation system; coordinate and support issues resolution with designated focal points; track actions taken by relevant actors to ensure issues are fully resolved and in a timely manner and relevant information is recorded in the Escalation System throughout the case management cycle until issue is fully resolved and closed.
  • Keep track of monitoring visits and coverage within WFP areas of operation, ensuring that all activity sites are monitored; consolidate actual monitoring visits on a monthly basis and use this information to update the Process Monitoring Coverage Dashboard.
  • Suggest improvements to field monitoring processes and procedures for efficient implementation of the assistance programmes.
  • In coordination with the respective Programme and FO, provide information about activity sites to the CO to inform monitoring plans.
  • Collaborate with the Complaints and Feedback Mechanisms (CFM) team to triangulate CFM insights with information generated through process/activity implementation monitoring.
  • Support WFP field offices to deliver timely information to beneficiaries about the actions taken based on monitoring and CFM findings.
  • Support filed offices in preparation of updates on process monitoring coverage and issues escalation for monthly monitoring coordination meetings, and inputs for the CO Management Dashboard.
  • Perform other duties as assigned by supervisor.

MINIMUM QUALIFICATIONS AND EXPERIENCE:

Education: Completion of first University (Bachelor’s) degree in nutrition, public health, economics, rural development, statistics or other related fields.

Experience:

  • Has a minimum of 4 years of relevant monitoring and/or operational experience, including coordinating project implementation and monitoring activities, developing monitoring data collection questionnaires and digitizing them, collecting monitoring data, conducting quantitative and qualitative analyses, and reporting findings to management, partners and other stakeholders.
  • Has worked with technical teams (i.e., Agriculture, nutrition, food security analysis, etc.).

Knowledge & Skills:

  • Experience and skills in project implementation/management and/or process and activity implementation monitoring including direct project implementation or field monitoring of community or village-based projects.
  • General knowledge of monitoring systems, processes, tools, and standards.
  • Data compilation, analysis, and presentation of data using statistical and presentation software such as Excel, SPSS, and PowerPoint.
  • Has good coordination and problem-solving skills and is proactive and solutions oriented.

Language: Fluency in both oral and written communication in English and Swahili languages.

PURPOSE OF THE ASSIGNMENT:   

This position will report directly to the Head of Mtwara Field Office with overall supervision by Head of Research Assessment and Monitoring at Country Office level. At this level, work is carried out under minimum supervision. Job holders are expected to produce organized and accurate technical work and reports. They may provide guidance on standard practices to other staff and counterparts in their area of work.

KEY ACCOUNTABILITIES/RESPONSIBILITIES: 

  • In consultation with Head of Field Office and Head of RAM, support preparation and implementation of monthly monitoring plans of the respective catchment areas with overall guidance from the Country Office (CO) M&E.
  • Monitor WFP project activities (including observation of partner performance) to meet minimum monitoring requirements and to support timely project implementation.
  • Coordinate data collection exercises at the field level in cooperation with CO Monitoring team, cooperating partners (CPs), relevant Government and other stakeholders; in coordination with the respective Programme and FO, provide information about activity sites to the CO to inform sampling plans.  
  • Support the collection of process, output and outcome monitoring data, including distribution monitoring, activity implementation monitoring, Post-Distribution Monitoring, surveys and qualitative data collection methodologies (i.e., Observation, Group Interview, Key Informant Interviews, Focus Group Discussions), using questionnaires and question guides developed by the CO Monitoring. 
  • Work closely with sub-national Government, NGOs, CSOs, village and ward leaders, religious and community leaders, and cooperating partners to collect and summarise assistance programme(s) data; conduct analysis and prepare reports to support programme reviews and informative decision-making. 
  • Prepare activity implementation monitoring reports and monitor and update Monitoring and Programme teams on the status of action items.
  • Ensure that issues identified through activity implementation monitoring visits are properly recorded immediately in the CO Process Monitoring Issues Escalation system after a field visit and escalated in a timely manner; support issues resolution; track actions taken by relevant actors to fully resolve issue.  
  • Keep track of monitoring visits and coverage within the catchment areas, ensuring that all activity sites are monitored; report actual monitoring visits to CO Monitoring on monthly basis.
  • Suggest improvements to field monitoring processes and procedures for efficient implementation of the assistance programmes.
  • Provide standard trainings for cooperating partners on WFP monitoring tools and methods to support them to independently self-monitor and to contribute to the visibility of WFP in the coverage areas.  
  • Assist in organizing technical support missions from the CO Monitoring team, evaluation teams or other missions related to M&E. 
  • Ensure the Field Office monitoring practices align with corporate and CO monitoring standards, including standard operating procedures (SOPs), the Corporate Results Framework (CRF), other corporate monitoring guidance as well as data protection and privacy policies.   
  • Ensure ethical guidelines are followed during monitoring activities.  
  • Work with Complaints and Feedback Mechanism (CFM) manager to coordinate and deliver timely information to beneficiaries about the actions taken based on monitoring and CFM findings. 
  • Provide regular and timely update to monitoring tracking sheets on output data for inputs to COMET. 
  • Support the supervisor in compiling inputs for semi-monthly field office reports.
  • Perform other duties as assigned by supervisor.

MINIMUM QUALIFICATIONS AND EXPERIENCE:

Education:

Completion of Secondary education certificate. A University (Bachelor’s) degree in nutrition, public health, economics, rural development, statistics or other related fields would be an added advantage.

Experience:

  • Has a minimum of 4 years of relevant monitoring and/or operational experience, including coordinating project implementation and monitoring activities, developing monitoring data collection questionnaires and digitizing them, collecting monitoring data, conducting quantitative and qualitative analyses, and reporting findings to management, partners and other stakeholders. 
  • Has worked with technical teams (i.e., nutrition, social behaviour change, food fortification, agriculture, food security analysis, etc.).

Knowledge & Skills:

  • Data analytical knowledge and skills on Programme output and outcome data monitoring.
  • General knowledge of monitoring systems, processes, tools, and standards.
  • Compilation, analysis, and presentation of data using statistical and presentation software such as Excel, SPSS, and PowerPoint.
  • Experience in direct implementation or field monitoring of community or village-based projects.
  • Demonstrate to have problem solving skills.
  • Has contributed to implementation of programmes in support of nutrition, public health, food security.  

Language:

Fluency in both oral and written communication in English and Swahili languages.
