Job Purpose

We are seeking the Surveillance technical officer who will be responsible for supporting the technical and operational activities of the surveillance systems component of the USAID Usalama wa Afya Duniani project to ensure improvement in timely disease detection, reporting and response including outbreaks, laboratory-surveillance data exchange, ensure understanding of local microbial epidemiology and addressing quality assurance issues. Under the supervision of Surveillance Lead, s/he will support an integrated surveillance system that captures zoonotic diseases data from human and animal health sectors to detect significant events and analyze disease trends for consumption and inform policy decision. S/he will work with stakeholders for better integration of epidemiological and laboratory data and strengthen collaboration and communication across sectors.

Additionally, the role involves participating in planning sessions, assisting in data management and analysis, and performing other assigned duties to meet project targets and deliverables.

Key Responsibilities

  • Build capacity for national and subnational staff for strengthening coordination mechanism on disease surveillance strengthening and integrating epidemiological and laboratory data for early detection, reporting, and response across human, animal, and environmental health sectors
  • Participating in workshops and other platforms to identify interoperability requirements and ensure surveillance data/events are integrated with laboratory results and reported in real-time at both intermediate and national levels
  • Support the creation and operationalization of a digital platform for visualizing prioritized epidemic, zoonotic, and AMR data.
  • Provide logistics and technical support for operationalization of national laboratory information management system (LIMS) sub-TWGs in human and animal health sectors and efforts to create interoperability between LIMS and electronic Integrated Diseases Surveillance and Response (e-IDSR) through HIM
  • Provide logistics and technical support for adoption and operationalizing the 7-1-7 strategy based on potential risks.
  • Support training and meetings to ensure the rolling out of electronic event-based surveillance (e-EBS) in selected councils for early detection, reporting, and response to health threats and increasing e-EBS uptake
  • Provide logistics and technical support for the implementation of a multi-hazard public health emergency response plan and related hazard-specific plans.
  • Provide logistics and technical support in strengthening multiple pathogen sentinel surveillance and early warning systems.
  • Supporting the government in creating linkage between veterinary and human electronic Event-Based Surveillance (eEBS) systems at the intermediate and community level
  • Support and capacitate subnational multisectoral Rapid Response Teams (RRT) for early detection, reporting, and during response activities
  • Provide logistics and technical support to strengthen national and subnational emergency operating centers’ (EOC) capacities and incident management systems.
  • In collaboration with MoH, provide technical support to PORALG for establishing sub-national EOCs and strengthening capacity.
  • Support collection and analysis of data for multisectoral risk communication and community engagement including working with Tanzania Metrological Agency (TMA) to access climate data and developing national staff capacity for climate-sensitive preparedness planning.
  • Participate in joint planning sessions, provide updates on project milestones, and seek feedback to continuously improve surveillance systems and practices.
  • Assist in data management and analysis, review, and interpretation of project results. Reviews deliverables for completeness, accuracy, and continuous quality improvement.
  • Compile quarterly reports, submit and present to the stakeholders and donors.
  • Support the Surveillance Lead in the preparations and coordination of International Regulations 2005 (IHR-2005) technical working group (TWG) workshops
  • Provide technical writing inputs, documentation of project activities, and support monitoring and evaluation
  • Any other duty as assigned.

Qualifications and Requirements:

  • Doctor of Medicine degree or bachelor’s degree or higher in a relevant discipline, Veterinary Medicine, Epidemiology, Microbiology, Lab Management, Public Health, or a related field.
  • MSc. in Epidemiology, Public Health and/or microbiology will be an added advantage
  • At least 5 years of experience of implementing laboratory and surveillance systems strengthening programs or a related area.
  • Demonstratable knowledge of surveillance systems, protocols, outbreak investigations, laboratory policies and guidelines
  • Experience in conducting training and capacity building.
  • Excellent communication, interpersonal and organizational skills.
  • Ability to work collaboratively with diverse teams

Antimicrobial Resistance (AMR) Technical Officer at PATH

Job Purpose

We are seeking an AMR Technical Officer who will be responsible for implementation of a national action plan for antimicrobial resistance (NAP-AMR) including surveillance of resistant pathogens and tracking antimicrobial consumption and use across public and private healthcare facilities, food production, and the community, and implementation of antimicrobial stewardship (AMS) at the facility level.

Under the support of the AMR lead, s/he will be involved in the collection, analysis, reporting and use of antimicrobial resistance, consumption and use data within the facility ensuring that the AMR data is shared with, and acted upon, by its medicines and therapeutics committee and that AMR data is used inform patient care at a facility level, with zonal or regional facilities developing their own antibiograms and formularies based on both the Access, Watch and Reserve (AWaRe) list and local AMR data.

Key Responsibilities

  • Provide technical assistance to strengthen Tanzania AMR detection and surveillance activities across human, animal, and environmental sectors. This may include monitoring antibiotic resistance patterns, usage and management practices.
  • Support the development and review/implementation of national AMR plans (NAPs), SOPs and policies at the national, regional, and local level.
  • Conduct multi-sectoral assessments of Tanzania’s AMR detection and surveillance capacity in both the public and private sector.
  • Ensure the project’s AMR activities are coordinated with other stakeholders working in Tanzania
  • Support the development and implementation of initiatives to improve AMR detection and surveillance capacity.
  • Assist in the establishment of national AMR surveillance systems that are capable of monitoring AMR trends and reporting to global surveillance systems (e.g. WHO GLASS).
  • Follow established processes, methods, and best practices to guarantee the technical and programmatic quality of GHS work in Tanzania
  • Work closely with the project team to define and adjust annual work plans as well as implementing those technical activities.
  • Provide technical writing inputs, documentation of project activities, and support monitoring and evaluation of AMR activities
  • Work closely with Global Health Security Agenda partners, regional and country Technical Leads and other stakeholders to ensure a coordinated approach to project implementation.
  • Participate in regular review of data and reports to ensure high standards of accuracy and reliability for effective implementation of AMR activities.
  • Compile quarterly reports, submit and present to the stakeholders and donor
  • Any other duty as assigned

Qualifications and Requirements:

  • Doctor of Medicine or bachelor’s degree in fields such as Health Laboratory Sciences, Epidemiology, Microbiology, Lab Management, or a related field.
  • MSc in public health, laboratory sciences, public health, and/or microbiology related field will be an added advantage
  • At least 5 years of experience in implementing AMR and laboratory activities in Tanzania
  • Demonstrate knowledge of laboratory principles for diagnosing infectious diseases
  • Proficiency in data collection, analysis, reporting ring, and use.

Antimicrobial Resistance (AMR) Lead at PATH

Job Purpose

We are seeking an AMR Lead who will provide technical leadership for the antimicrobial resistance component of the USAID Usalama wa Afya Duniani project. S/He will be responsible for building capacity at a national level, zonal and regional healthcare facilities, to prevent, detect and monitor antimicrobial resistance (AMR), implement antimicrobial stewardship (AMS), and prevent the spread of resistant organisms. By working closely with other project teams and key stakeholders, the AMR Lead will ensure that the project meets its objectives and maintains high standards of quality and effectiveness. 

Key Responsibilities

  • Work closely with the National Multisectoral Coordinating Committee (MCC) and National AMR Surveillance Technical Working Groups (TWG) to provide technical support to identify, assess, enroll, and capacitate all the selected AMR surveillance sites at the regional level to implement AMR surveillance on priority pathogens including Multi drug resistant organisms (MDROs)
  • Support the diagnostics supply chain logistic system to ensure master lists of quality-assured microbiology commodities are available for uninterrupted detection of AMR
  • Participate in and provide technical assistance to national Technical Working Groups (TWGs), and related task teams and workshops including training, supportive supervision, and mentorships on lab processes, supplies forecasting, quantification, and inventory/stock management using innovative digital Afya Supportive Supervision (AfyaSS) tool that incorporates AMR supportive supervision checklist
  • Collaborate with stakeholders to support existing AMR surveillance sites and training staff at selected facilities to collect, analyze, and report AMR/ Antimicrobial use (AMU) data using appropriate tools
  • Support regular AMR data reviews to monitor quality, identify gaps, document best practices, and report to national and Global AMR Surveillance System (GLASS).
  • Work with sectoral ministries and other stakeholders to support efforts for the establishment, operationalization of, and link of multisectoral data-sharing platforms across human, animal, and environmental sectors including advocating for policy statements governing data sharing and security.
  • Participate in national coordination mechanisms like MCC and TWG to share reports and antibiograms on AMR/AMS trends in supported facilities. and provide TA for data review of hospital formularies and Standard Treatment Guidelines at the facility and national levels as needed.
  • Build capacity of selected zonal and regional facilities to cascade AMS programs to satellite facilities and establish and operationalize antimicrobial and diagnostic stewardships for sharing and using AMR/AMC/AMU data within facilities.
  • Enhance dissemination and utilization of guidelines like STG and AWaRe classification to guide appropriate prescription and use of antibiotics in health facilities (both public and private) and share the best practices to inform the development of the national essential medicine list and ABCD categorization of antibiotics in the animal sector.
  • Ensure AMR focal points at PORALG participate in national multisectoral coordination mechanisms, establish governance structures, and build capacity for subnational AMR coordination teams, strengthen linkages, improve data sharing, and support the dissemination of antibiograms from testing labs to subnational multisectoral coordination mechanisms, thereby informing patient management, IPC, and AMS programs at lower levels.

Qualifications and Requirements:

  • Degree in Doctor of Medicine/Veterinary Medicine or any other related health field with MSc. Epidemiology, Microbiology, Public Health, One Health, Project Management, monitoring and evaluation with 7 or more years of experience in Infectious diseases programming, with at least five years in management roles.
  • Specific training/fellowship on AMR and/or One Health epidemiology
  • Minimum of 5 years of experience in AMR detection and surveillance, or a related area.
  • Strong knowledge of NAP-AMR, national laboratory systems, standard treatment guidelines, AwaRe classification of antibiotics, and related guidelines
  • Experience in training and capacity building.
  • Excellent communication, interpersonal, and organizational skills.
  • Detail-oriented with strong analytical skills.
  • Ability to work collaboratively with diverse teams.
  • Proficiency in AMR data collection, analysis, reporting and use
  • Strong leadership and project management abilities.
  • Experience with USAID projects and familiarity with donor policies and procedures
