Kilimanjaro Christian Medical University College Job Vacancy: Senior Procurement and Supply Officer Grade I (March 2025)

The Kilimanjaro Christian Medical University College is a constituent College of Tumaini University Makumira, owned by the Evangelical Lutheran Church of Tanzania. The College trains health professionals for various University awards in clinical, biomedical, and allied health sciences. It currently wishes to recruit competent and committed human resources to fill the following vacant position.

Position Title: Senior Procurement and Supply Officer Grade I

Minimum Qualifications:

Educational Qualifications:

  • Bachelor’s and Master’s Degree in Procurement and Supply Management, Procurement and Logistics Management, Procurement and Chain Supply, or other related qualifications from a recognized institution.
  • Professional qualifications such as Certified Procurement and Supply Professional (CPSP), Certified Supplies Professional (CSP), Chartered Institute of Purchasing and Supply (CIPS), or other equivalent qualifications.
  • Must be registered by the Procurement and Supplies Professionals and Technicians Board.

Working Experience:

  • At least five (05) years’ work experience in a senior position in procurement and supply management, preferably in a higher education institution.

  1. In-depth knowledge of procurement processes, supply chain management, policies and procedures, including tendering, contracting, clearance, transport, warehousing, distribution, and asset management.
  2. Knowledge in budgeting, financial management, and accounting principles.

Duties and Responsibilities:
  1. Be the Head of Procurement Management Unit (PMU).
  2. Responsible for the development or review of materials/procurement management policy.
  3. Prepare departmental budget.
  4. Plan, coordinate, and control all PMU matters.
  5. Identify material requirements of the College and make timely procurement at minimum costs, with due regard to users’ specifications.
  6. Scrutinize purchase orders before forwarding them for approval.
  7. Follow up with suppliers to ensure timely deliveries of purchased materials and take appropriate corrective actions on any delayed items.
  8. Review, in collaboration with the respective Deans, Directors, and departmental heads, their procurement requirements and ensure materials and services are obtained at minimum costs.
  9. Ensure stock replenishment is done at the right time.
  10. Prepare purchase tender documents, invite tenders from potential suppliers, process and inform successful tenderers, and ensure goods are delivered/received promptly.
  11. Ensure proper implementation of stores procedures and documentation, including goods receiving inspection and quality control, material handling and stock recording, material requisitioning and issuing, housekeeping, and security of materials.
  12. Keep records of purchases and other sensitive documents in safe custody.
  13. Supervise the work of junior staff working under you.
  14. Be responsible for internal training of staff in the Procurement Management Unit.
  15. Perform any other duty as assigned by the Provost or other senior officers of the College.
Remuneration:

It currently wishes to recruit competent and committed human resources to fill the following vacant position:

Internal Auditor

Educational Qualifications:

  • Bachelor’s degree in accountancy, Bachelor of Commerce (Accounting), Business Administration (major in Accounting) from an accredited Professional College or university, or any other qualification recognized as its equivalent.
  • MUST be a Certified Public Accountant (CPA (T) or Association of Chartered Certified Accountants (ACCA)).
  • Must be registered by the National Board of Accountants and Auditors as a Graduate Accountant (GA).

Working Experience:

  • A work experience of at least one year will be an added advantage.

Duties and Responsibilities:

  1. Assisting the College Internal Auditor in reviewing the systems of internal control from time to time and suggesting improvements, modifications, or changes.
  2. Assisting in executing financial and operational internal audits, including developing and performing specific audit procedures, preparing work papers documenting the audit procedures performed, and communicating audit findings to the Chief Internal Auditor.
  3. Ensuring that accepted accounting and audit principles and policies are followed.
  4. Evaluating the adequacy and effectiveness of internal accounting procedures and operating systems and controls.
  5. Ensuring that the procurement plan, fiscal accountability plan, management operations, and procedures manuals and related documents are adhered to.
  6. Reviewing and auditing the financial and para-financial activities of the College and submitting quarterly reports to the Chief Internal Auditor and Provost.
  7. Advising the Chief Internal Auditor on the efficient management and control of College finances and assets.
  8. Conducting investigations and reporting findings to the Chief Internal Auditor and Provost.
  9. Assisting in the preparation of Audit Committee meeting materials and responding to ad-hoc requests.
  10. Performing other functions as assigned by the Chief Internal Auditor or other competent College Authority.
