The United States Government, represented by the U.S. Agency for International Development (USAID), is seeking offers/applications from qualified persons to provide personal services under contract as described in this solicitation. This position is located in USAID/Tanzania’s Health Office.

The USAID Project Management Specialist – Family Planning (FP) is based in the Health Office and is supervised by the Family Health Team Lead. This position involves technical leadership and program management responsibilities across USAID/Tanzania’s FP/RH programming. The role focuses on community service delivery, policy, advocacy, Social Behavior Change (SBC), male engagement, contraceptive security, and capacity building. The Specialist will act as an AOR/COR or Activity Manager for USAID Health sector programs.
Key Responsibilities:
- Program Coordination and Management (40% of time):
- Oversee USAID FP/RH programs and ensure the overall performance of implementing partners.
- Coordinate monitoring and evaluation of FP/RH programs in Tanzania.
- Technical Leadership and Oversight (35% of time):
- Provide expert guidance for FP/RH programs and lead collaboration with stakeholders.
- Influence policy and programming initiatives related to FP/RH.
- Administrative Management (15% of time):
- Monitor and manage USAID/Tanzania FP/RH budget, ensuring proper financial management and documentation.
- Donor Engagement and Interagency Coordination (10% of time):
- Represent USAID/Tanzania at meetings, collaborating with international and local stakeholders in FP/RH.
Supervisory Relationship:
The Specialist will report to the Family Health Team Lead and work within the matrix structure of USAID/Tanzania.
Minimum QualificationsEducation: A degree in Nursing, Public Health, Social Science, Medicine (Medical Doctor), or related field.
Prior Work Experience: At least 5 years of
experience with donor-funded FP/RH programs in Tanzania or sub-Saharan
Africa, especially with the Tanzanian Ministry of Health.
Language Proficiency: Fluent in English and Kiswahili.
Job Knowledge: Knowledge of Tanzania’s public health system, FP/RH issues, and USAID programming policies.
Skills and Abilities: Strong interpersonal, analytical, and communication skills, with experience managing multidisciplinary teams.
