Title: Watsan Technician

Direct Reports: Logistics Manager
Location: Liwale, Lindi

Main Purpose

Support the Watsan Supervisor in the implementation, monitoring, maintenance, and troubleshooting of water, hygiene, and sanitation activities and infrastructure in the project, according to MSF protocols, standards, and procedures, to improve health and living conditions for the target population.

Accountabilities

  • Carry out tasks related to Watsan activities, such as the construction and maintenance of infrastructures, according to MSF protocols and standards in water supply, waste management, and excreta disposal, hygiene, and infection control.
  • Ensure the cleaning and maintenance of Watsan structures and, when applicable, medical facilities.
  • Identify, recruit, train, and supervise daily laborers or hygiene agents for Watsan activities.
  • Inform the Direct Supervisor of any difficulties, anomalies, and issues that may affect the normal functioning of activities and tasks.
  • Assist the Direct Supervisor with Watsan data collection and reporting, and maintain updated files and records of assigned project activities.
  • Be responsible for equipment, tools, and consumables, ensuring they are used and maintained safely. Report any need for renewal and manage weekly/monthly consumption.

MSF Section/Context-Specific Accountabilities

  • Carry out all water and sanitation-related activities in MSF premises:
    • Daily data collection and follow-up.
    • Maintenance of water and wastewater networks, drainages, and grease traps.
    • Cleaning of water tanks and reservoirs.
    • Maintenance of water dispensers and WASH tools (water analysis tools, water pumps).
    • Preparing and implementing IRS.
    • Waste management.
    • Identify WASH-related needs and follow up on items and stocks.
  • Implement and supervise WASH activities in MoH-supported facilities:
    • Follow-up of water supply and data collection.
    • Support MoH personnel in water network and wastewater network maintenance.
    • Follow up on waste management quality through supervision and training.
    • Participate in improving hygiene standards and IPC in close collaboration with MoH staff.
    • Participate in improving linen and laundry management.
    • Preparing and implementing IRS.
  • Reporting:
    • Produce weekly and monthly reports of WASH activities in supported premises and facilities, using data collected according to given templates.

MSF Context in Tanzania

MSF has worked intermittently in Tanzania since 1993, supporting the Ministry of Health (MoH) in a variety of areas, particularly in primary and secondary healthcare and epidemic responses (e.g., cholera, malaria, HIV/AIDS). MSF’s latest intervention started in May 2015 with a response to a cholera outbreak in Kigoma region. The Liwale project, launched in December 2022, supports MoH in community-based primary and secondary healthcare for mothers and children under 5. MSF currently supports 7 health facilities, including 4 secondary health care facilities (1 district hospital, 3 health centers), and 3 primary health care facilities offering BEmONC and CEmONC services.

Minimum Educational Qualifications

  • Technical certification or proven background, preferably with a specialization in water and sanitation.

Experience

  • Previous experience in technical works.

Knowledge

  • Computer literacy
  • Basic plumbing skills, tool usage, basic calculation skills, and basic skills in stock management.

Languages

  • Basic spoken English and Kiswahili are essential.

Title: Driver

Direct Reports: Logistics Team Leader
Location: Liwale, Lindi

Main Purpose

Perform the tasks of transporting authorized goods and passengers in an MSF vehicle, ensuring its technical and safety conditions, and adhering to the country’s traffic rules and MSF security regulations, to provide a safe, smooth, and efficient service.

Accountabilities

  • Check daily the technical conditions of the assigned vehicle (state of tires, oil, fuel, brakes, radio equipment, spare parts, etc.), perform weekly checks according to the MSF Logbook, refuel when necessary, and keep it clean to ensure it is in perfect driving condition. Carry out a handover when another person uses the vehicle.
  • Ensure the security of passengers in the vehicle, drive carefully, and follow speed limits and traffic rules, as well as MSF security rules, to avoid accidents.
  • Ensure that all passengers have necessary papers before traveling and that non-MSF staff sign disclaimers of responsibility before using the vehicle.
  • Ensure correct loading and unloading of the vehicle, submit the necessary documents to the receiver of the goods, check the status of delivered goods, return completed documents to logistics, and ensure the goods have the necessary documentation.
  • Ensure that all vehicle documents and the driver’s driving license are valid and in the vehicle.
  • Inform the line manager of any incidents involving the transportation of passengers and/or goods.
  • Be familiar with and use radios, codes, call numbers, and radio alphabets to communicate with the base, informing them of the driver’s position and any potential issues.
  • Respect security rules related to vehicle movements, specifically those concerning customs, checkpoints, and roadblocks. Ensure all passengers are aware of and follow the security rules.
