BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
This position will be based in Dar Es Salaam, Tanzania. The
project manager will manage the office move of WFP Tanzania CO from the
current office to a new office at the UN Common Premises and any upgrade
works of the new office and re-instatement of the current office.
The project manager will be providing technical guidance to WFP
for the effective and efficient relocation of office from the current
office to UN Common Premises in Dar Es Salaam.
The project manager will also be required to provide support to
WFP in the technical, financial and administrative aspects of the
project, fields of work or operations with which the team is involved.
The role will involve undertaking assessments of works, quality
control, and review of contractor’s compliance with the design
requirements. To provide construction and engineering expertise and
contribute to the timely and efficient delivery of quality outputs. In
addition, the project manager, will guide identification of key risks
and drafting of a mitigation strategy to manage the identified risks.
Under the overall guidance and direct supervision of the Deputy Country Director, the Project Manager will be responsible for:
DELIVERABLES AT THE END OF THE CONTRACT:
Review and evaluate planned and ‘in progress’ office relocation and contribute towards the analysis of the project proposal and recommend solutions to enhance effective decision making before, during and after the office move.
Develop the planned budget, where necessary, to update the preliminary cost estimation for the set-up of the office and all costs related to the office move, including all furniture requirements.
Support Country Office and coordinate with Supply Chain and TEC unit with preparation of Scope of Works for procurement of furniture and equipment.
Coordinate with UNDSS and RBJ Security for preparation of final list of security equipment and work and support on procurement process.
Coordinate with all Country Office relevant units and HQ Engineering unit for the submission of CBF documentation.
Coordinate with all Country Office relevant units and HQ Facilities Management to finalize the business case and approval process.
Liaising with all Country Office relevant units, ensure a coordinated approach to the development and implementation of the preliminary space calculations.
Verify and apply best practices, standards and innovative technologies that comply with WFP standards and ensure the existence of facility certifications such as (national construction codes and standards, seismic and fire safety certification) including the implementation of Occupational Health and Safety Standards (OSH) recommended protocols.
Undertake site visits to the new office premises and conduct assessments according to the specifications.
Manage contractual matters including and interpretation of documents related to the office move.
Liaise with stakeholders both internal and external to the Country Office including other UN Agencies in the Country and the landlord.
Provide weekly reports to Country Office management with regards to the office relocation project.
Provide guidance and tools to assist the Country Office to manage the new office facility.
Provide a comprehensive facilities assessment package.
Align data between GEMS and ARCHIBUS systems for the new functional location.
Review administration SOPs (travel, fleet, and asset management) and align with recently established and implemented policies.
Oversee the disposal process of assets and inventories in accordance with WFP Asset Disposal policy.
Education: University degree in Business/Public Administration, Engineering, Real Estate or other relevant field relating to office management and administration.
Experience: A minimum of seven years of progressively responsible experience in Real Estate management.

Ability to apply various United Nations administrative rules and regulations in work situations. Conceptual analytical and evaluative skills to conduct independent research and analysis. Ability to identify issues, formulate opinions, make conclusions and recommendations.
Communication: Speaks and writes clearly and effectively; listens to others, correctly interprets messages from others and responds appropriately; tailors’ language, tone, style, and format to match audience; demonstrates openness in sharing information and keeping people informed
Planning & Organizing: Develops clear goals that are consistent with agreed strategies; identifies priority activities and assignments; adjusts priorities as required; allocates appropriate amount of time and resources for completing work; foresees risks and allows for contingencies when planning; monitors and adjusts plans and actions as necessary; uses time efficiently.
Language: Fluency in English language.
