Job summary
An Internal Control Officer is responsible for evaluating, monitoring, and improving the effectiveness of internal controls and risk management processes within an organization to safeguard assets, ensure compliance, and mitigate risks.

Duties and Responsibilities
- Develop and implement internal control frameworks, policies, and procedures to ensure compliance with regulatory requirements and industry standards.
- Conduct risk assessments and internal control reviews to identify areas of potential risk, fraud, or non-compliance.
- Evaluate the design and effectiveness of internal controls, including segregation of duties, access controls, and authorization processes.
- Perform internal audits, reviews, and testing procedures to assess the reliability and accuracy of financial and operational information.
- Document audit findings, observations, and recommendations in audit reports, and communicate results to management and stakeholders.
- Collaborate with departmental managers and process owners to address control deficiencies and implement corrective actions.
- Monitor and track remediation efforts and action plans to address audit findings and control weaknesses.
- Provide training and guidance to employees on internal control principles, policies, and procedures.
- Conduct investigations into suspected fraud, misconduct, or irregularities, and recommend appropriate actions and preventive measures.
- Stay abreast of changes in regulations, laws, and industry standards related to internal controls and risk management.
- Participate in cross-functional teams and committees to support organizational initiatives and projects.
- Liaise with external auditors, regulators, and other stakeholders during audits and inspections.
- Analyze data and trends to identify emerging risks and areas for improvement in internal control processes.
- Monitor compliance with internal policies, procedures, and ethical standards, investigating and addressing violations as necessary.
- Contribute to the development and implementation of risk management strategies and initiatives to enhance organizational resilience and sustainability.
Qualifications
Education
- Bachelor’s degree in accounting, finance, business administration, or related field; CPA, CIA, or CISA certification preferred.
Experience, Knowledge, and Skills
- At least 5 years of experience. Proven experience in internal auditing, internal controls, or risk management roles.
- Knowledge of auditing standards, regulatory requirements, and industry best practices.
- Analytical and critical thinking skills to assess risks and evaluate control effectiveness.
- Excellent communication and interpersonal skills, with the ability to interact effectively with stakeholders at all levels.
- Attention to detail and accuracy in auditing and documentation.
- Proficiency in audit tools and software, as well as Microsoft Office suite.
- Integrity, professionalism, and ethical behavior in handling sensitive information and investigations.
- Ability to work independently and collaboratively in a team environment.

Position: Technical Laboratory Officer – System Strengthening

Job summary
In collaboration with relevant and key staff, experts and stakeholders within and outside CIHEB Tanzania, the Technical Laboratory Officer-System Strengthening (TLO-SS) will be responsible for supporting and designing processes, implementing and maintaining the Project’s for laboratory systems integration, sample referral system and laboratory tier diagnostic mechanism capable of detecting Emerging Infectious Diseases (EIDs). He/she will ensure attainment of the USAID Usalama wa Afya Duniani project goals and CIHEB Tanzania objectives, and the ultimate strengthening of laboratory services in Tanzania. To attain these, the LTO-SS shall have the roles to plan, coordinate, execute and supervise interventions and activities to address the projects goals and objectives on laboratory system strengthening.
Key Responsibilities
He/she shall work closely with other laboratory and BSBS officers in implementation of the USAID usalama wa Afya Duniani project and work closely with the MoH when attending the following roles;
- Plan, coordinate and oversee the overall USAID Usalama wa Afya Duniani Laboratory Services component at CIHEB Tanzania in collaboration with other experts within and outside the project.
- Strengthen the National Laboratory systems and governance across the tiered laboratory network
- Support the integration and operationalization of clinical laboratories and the Surveillance systems for health events/emergencies.
- Provide TA on the implementation of Diagnostic Network Optimization (DNO) and Diagnostic Network Assessment (DNA) recommendations.
- Support implementation of recommendations provided during Joint External Evaluation (JEE 2023) specifically the National Laboratory Systems indicators
- Design, implement and disseminate key performance indicators and metrics for laboratory services and establish a framework for periodic review
- Support operationalization of integrated sample referral system in the country
- Collaborate with surveillance team to operationalize the laboratory-based surveillance for Emerging Infectious Diseases (EID’s)
- Provide support in developing, adopting, updating and dissemination of National policies, strategies under CIHEB Tanzania and MoH for improved laboratory operations and technology for Quality.
- Design and implement a Monitoring and Evaluation framework for improved outcomes on implemented interventions and activities.
- Provide technical assistance and capacity building on identified gaps based on risk assessment, supervisions, evaluations and/or assessments conducted.
- Execute a good communication and partnerships with individuals, experts, group of people and organizations for building up better national and international relations

Position: Technical Laboratory Officer – Biosafety and Biosecurity

Job summary
The Technical Laboratory officer Biosafety and Biosecurity (TLO-BSBS) will be responsible for supporting and implementing strategies to strengthen the BSBS framework. By working closely with other project teams and key stakeholders, the TLO-BSBS will ensure that the USAID Usalama wa Afya Duniani project meets its objectives and maintains high standards of quality and effectiveness. This role involves ensuring regulatory compliance, enhancing laboratory safety standards, and building capacity in national laboratories to handle Emerging Infectious Diseases (EIDs) and dangerous pathogens.
Key Responsibilities
- Work closely with the sector ministries and other key stakeholders to support capacity building in National Labs, focusing on strengthening the central bio-repository system and operationalizing BSL-3 containment across the national network.
- Support establishment of BSBS regulatory framework by ensuring robust information security measures and managing laboratory licensing and pathogen control measures.
- Ensure the dissemination of policies, guidelines, protocols, SOPs, and job aids to laboratories handling high-consequence pathogens across various sectors.
- Participate in and provide technical assistance to national BSBS Multisectoral Technical Working Groups (TWGs), and related task teams and workshops.
- Collaborate with the MoH/MoLF to expand environmental surveillance practices and improve reporting.
- Ensure laboratories working with EIDs operate in a relevant Bio-safety Level (BSL) and supervise the team to support laboratories in achieving documented certification/accreditation standards.
- Support the BSBS Regional Centre of Excellence located at the NPHL to provide training, cascaded mentorships, and certifications.
- Support execution of the Biological Safety Cabinet certification program and facilitate training of the bio-medical technicians and engineers.
- Support the Regional Centre of Excellence in Biosafety and Biosecurity in provision of training, cascaded mentorships, and certifications.
- Work closely with International Health Regulations (IHR) TWG, to provide implementation status of Biosafety and Biosecurity in IHR State Parties Assessment Annual Reporting (SPAR) and National Action Plan for Health Security (NAPHS).
- Support the institutionalization of molecular waste management that is integrated through the sample referral system to aid the transportation and disposal of wastes across the network of appropriate incinerators.
- Execute, and continually update the strategic plan for the CIHEB – Tanzania. Adjusts strategic goals, work plans, and operations as projects are added to and/or completed.
- Coordinate and supervise the provision of technical assistance to the BSBS-supported laboratories and its network.
- Collaborate with the M&E team to ensure appropriate data management and analysis, review and interpret the Usalama wa Afya Duniani results, and develop and review reports and technical publications.
- Manage and supervise the development, review, and finalization of quarterly and annual project work plans, monitor progress toward targets, and address bottlenecks in meeting project milestones.
