Abt Global is currently seeking a qualified Monitoring, Evaluation and Learning (MEL) Team Lead for the anticipated USAID/Tanzania Public Sector Systems Strengthening Plus Activity (PS3+) program. The program supports USAID’s strategy to strengthen Tanzania’s health system at regional, local, and facility levels to promote the delivery of quality services.
Under the supervision of the Chief of Party (COP), the MEL Team Lead will balance both technical and management capabilities, lending both general and applied M&E knowledge and skills. You will lead and manage all aspects of project M&E function; provide substantial technical expertise to both project and government M&E activities; manage any operations research or results analyses; ensure synergistic and positive relationships between M&E team and technical teams including on technical activities and training; and serve as a member of senior management team.

- Lead the development of a project results framework, indicators, and M&E systems and processes.
- Manage all aspects of the project M&E function including data collection, quality assurance, analysis, and reporting.

- Provide technical assistance to government partners to improve their M&E capacity, systems and processes as part of institutionalization for sustainability.

What We Value
- Master’s Degree in statistics, mathematics, economics or other relevant field.

Abt Global is currently seeking a qualified Health Financing Director for the anticipated USAID Tanzania Public Sector Systems Strengthening Plus (PS3+) program. The program supports USAID’s strategy to strengthen Tanzania’s health system at regional, local, and facility levels to promote the delivery of quality services.
The Health Financing Director will build the capacity of the LGAs, PO-RALG and Ministry of Health, Community Development, Gender, Elderly, and Children (MOHCDGEC) to plan for, implement, and oversee health budgets to ensure decentralized funds can be adequately planned and managed.
This position will be full-time, based in Dar es Salaam, Tanzania, and is contingent upon award.
Core Responsibilities
- Provide strategic leadership in health financing assessments and activities.
- Assess the financial capabilities of the Tanzania health system at the national, regional, and council level, to determine weaknesses in the health finance system and potential improvements.
- Develop improved and innovative mechanisms for local levels to generate, plan, manage and account for allocated funds.
- Lead and manage the implementation of activities aimed at strengthening the government of Tanzania’s health financing capabilities including financial management and resource mobilization.

The Opportunity

Under the supervision of the Chief of Party, the Finance and Administration Director will be responsible for the primary oversight and in-country leadership of all financial reporting, human resources and administrative operations through the life of the program. In particular, you will oversee financial, administrative and operational elements of the program, ensure the financial health of the program, and the correct usage of funds.
This position will be full-time, based in Dar es Salaam, Tanzania, and is contingent upon award.
Core Responsibilities
- Develop and implement a results-oriented program strategy in collaboration with the PS3+ team, USAID/Tanzania, and local partners.
- Develop, manage, and monitor project budgets, accurate financial reports, and projection of funding needs, in close coordination with senior project staff.
- Ensure that the project operations are in compliance with all USAID and Abt policies and procedures.
- Support the startup, general operations, and closedown of the program in Tanzania.
- Manage the financial operations and financial reporting of the country program, providing guidance and technical assistance to financial management personnel.

- Develop and institute procedures for logistical support of all project regional activities as well as local and international travel, procurement, management of office premises, support for local and international STTA.

The Opportunity
Abt Global is currently seeking a qualified Deputy Chief of Party (DCOP) to serve as a member of the senior management team for the anticipated USAID Tanzania Public Sector Systems Strengthening Plus (PS3+) program. The program supports USAID’s strategy to strengthen Tanzania’s health system at regional, local, and facility levels to promote the delivery of quality services.
Under the supervision of the Chief of Party, you will support in the overall technical management and oversight of the objectives of the PS3+ activity. You will ideally bring significant experience in a key project area, serving as technical lead for that area if appropriate. As the DCOP you will be tasked with building GOT ownership of project achievements and ensuring the completion of milestones and deliverables along Tanzania’s Journey to Self-Reliance.
This position will be full-time, based in Dar es Salaam, Tanzania, and is contingent upon award.
Core Responsibilities
- Provide substantive involvement regarding development of technical management and oversight for the accomplishment of the objectives of the PS3+ activity. Work closely with the COP and senior technical team in the development of work plans and activity timelines.
- Support reporting, update and implementation of the technical strategies, identifying technical assistance needs, and mobilizing required technical resources and staff. This includes assuming primary responsibility for overseeing the timely production of quality deliverables to USAID, such as quarterly and annual reports, work plans, budgets, technical reports, and publications.
- Work with the project technical team to meet deliverables according to work plans and timelines. You will also serve as field-based Project Quality Assurance (PQA) manager, coordinating quality reviews with relevant project staff and the US-based Technical Program Manager (TPM).
- Responsible for harmonizing the three objectives of the PS3+ activity specifically ensuring effective complementary and efficient implementation of PS3+s’ three objectives.
- Provide technical guidance and create opportunities for institutional strengthening and capacity development for in management and leadership especially for local staff.
- Coordinate and interface with partners, donors and clients on the technical components of PS3+. Assume primary responsibility for managing the work and monitoring the performance of international and local subcontractors, working with regional and technical staff to ensure that all activities and outputs are technically sound and appropriate.
- In the absence of the COP, on a temporary basis, assume responsibilities for coordinating contract management and implementation tasks, liaises with USAID/Tanzania and responds to technical matters.
- Work with the Finance and Operations Director on budget preparation, processes, and management in conjunction with the relevant program managers, including the development and review of relevant standard costs and scales for the program as technical compliance with USAID rules and regulations
- Work with the COP and Finance and Administration Director to ensure compliance with applicable policies, procedures, rules, and regulations. Provide expert advice and timely guidance/analysis on USAID rules and regulations, applicable contract clauses, etc.
- Collaborate with the project Communications Lead and the project Technical Director to ensure high visibility of project accomplishments in and beyond Tanzania. They will oversee the preparation of PS3 staff for client meetings and the rehearsal of presentations to government and other stakeholders. S/he may also lead or support the COP and other project staff in efforts to engage donors, government officials, and other stakeholders in policy discussions.
What We Value

The Opportunity
Abt Global is currently seeking a qualified Chief of Party (COP) to lead the anticipated USAID Tanzania Public Sector Systems Strengthening Plus (PS3+) program. Under the supervision of the Home Office Project Senior Director, the COP provides oversight of the program to ensure achievement of program goals and objectives, and effective coordination with government stakeholders, USAID and other partners and ensure compliance with donor rules and regulations. The COP is responsible for guiding senior technical and operations staff and for ensuring the responsiveness and quality of project work, as well as efficient use of project resources to achieve results. They have final authority within the project team in Tanzania for decisions related to technical, management, resource allocation and personnel issues.

Core Responsibilities
Program Leadership, Strategy, and Implementation
- Develop and implement a results-oriented program strategy in collaboration with the PS3+ team, USAID/Tanzania, and local partners.
- Guide participatory development and monitoring of annual project workplans, incorporating input from the home office.
- Oversee the PS3+ Monitoring & Evaluation Plan to ensure that activities, outputs, and results are tracked, and data is accessible for planning.
- Establish a quality assurance system to uphold project standards. Ensure timely production and submission of all project technical reports and deliverables.
- Clarify roles and responsibilities for Abt staff and partners, providing training and skill-building as needed.
- Identify technical support needs and collaborate with the home office to secure short-term technical assistance (STTA) for project interventions.
- Lead the Senior Management Team, providing technical and managerial oversight for all project activities.
- Develop systems to support the management and performance of both local and international subcontractors.
Representation:
- Act as the main contact for the PS3+ Contracting Officer’s Representative (COR) and USAID management team.
- Coordinate with key government counterparts to ensure effective project representation at meetings and planning sessions.
- Represent the project to the donor community and other partners, presenting project strategy and results.
- Collaborate with USAID and government counterparts to develop and implement the communication strategy and disseminate results.
- Coordinate responses to information requests from USAID and government entities.
Financial Management and Operational Support:
- Work with the home office and PS3+ Finance Director to develop annual budgets and monitor spending, making adjustments as needed.
- Ensure compliance with financial management, procurement, human resources, and other operational policies.
- Review and approve all project expenditures, ensuring adequate documentation before expenses are incurred.
