The Judiciary of Zanzibar has received financing from the World Bank toward the cost of the Judicial Modernization Project (Zi- JUMP) and intends to apply part of the proceeds for Consultancy Services.

The consulting sendees (“the Sendees”) include in access to justice services the project focuses on expanding the geographic coverage of District Magistrate Court (DMC) services by constructing Five (5) Smart District courts in selected areas, one (1) Integrated Justice Centre (IJC), and renovating two Court buildings.

Estimated level of effort 414 days, implementation period is 12.5 weeks, expected start month of assignment is October 2024.

The Judiciary of Zanzibar now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The short-listing criteria are:

  1. Core Business of the firm and ten (10) years in business.
  2. Relevant similar experience, which should specifically include the following;
  3. Experience of at least three (3) similar ESIA assignments in the past seven (7) years cumulative years – Information to be provided should include name of assignments, names and full contact addresses of the Clients, contract value (in equivalent US dollars) and period (dates) of execution of assignments.
  4. Demonstration of experience of work in similar conditions.
  5. Technical and Managerial Capability of the firm
  6. The Consultant must provide the structure of the organization, general qualifications and number of Key staffs. (Do not provide CV of the Key staff. Key Experts will not be evaluated at the shortlisting stage).

The attention of interested Consultants is drawn to Section III, paragraph, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers “fifth edition September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms in the form of a joint venture or a sub consultancy to enhance their qualifications. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. For firms participating in a JV, each member of the JV should independently meet the requirement of Eol criteria. For firms participating as association of lead and sub consultant, only the experience and qualification of lead firm will be assessed as per Eol criteria

A Consultant will be selected in accordance with the Consultant’s Qualifications Based Selection (CQS) set out in the World Bank Procurement Regulations for IPF Borrowers Fifth Edition, dated September 2023;

Social Specialist for Zanzibar Judicial Modernazation Project (Zi – JUMP)

The Government of United Republic of Tanzania represented by Revolutionary Government of Zanzibar under the Judicial of Zanzibar has received a credit from the International Development Association (IDA) in the amount of US$ 30 mil­lion towards the cost of Zanzibar Judicial Modernization Project (Zi – JUMP), and intends to apply part of the credit proceeds for payment under the contract for procurement of individual consultant for Social Specialist.

Some specific tasks to be performed over an initial contract period of 12 months, renewable based on performance, will include but not be limited to the following:

  1. Coordinate with the Environmental Specialist and Occupational Health and Safety Specialists to ensure social risks are managed in line with na­tional law, WB ESF and project instruments (ESMF, LMP and ESCP) in all aspects of the project. Overall management and coordination of safe­guard activities under the Project, including cooperation and coordina­tion with Judiciary Reform Delivery Unit (JRDU) and relevant depart­ments within the Judiciary of Zanzibar (JoZ).
  2. Provide support to JRDU and Judiciary to supervise contractors and monitor compliance with national requirements and project instruments related to social risk management. Interact and coordinate as necessary with national agencies including those responsible for labour issues, land issues, ZEMA etc to maintain a clear dialogue on all relevant aspects of the project.
  • Timely preparation annual work plan and Budget to the Project Coordi­nator and contribute to the development of quarterly, semi-annualy and annualy monitoring reports to be prepared by the JRDU on the project’s environmental and social risk management performance including con­tractor’s performance, grievance management, engagement, implemen­tation of ESIAs, impacts on local communities and other relevant stake­holders.
  1. Participate in the preparation of terms of reference (ToR) and evaluation of bids/ tenders related to social risk management activities.
  2. To ensure that the Project is carried out in accordance with the Environ­mental and Social Standards (ESSs) and in a manner acceptable to the Revolutionary Government of Zanzibar (RGoZ).
  3. Identify the different types of project workers that are likely to be in­volved in the project and provide procedures to meet the requirements of ESS 2 on Labor and Working Conditions, ESS 4 on Community Health and Safety, and applicable national legislation and train them on key Labor Management Plan issues, including SEA/SH, OHS, COVID-19, HIV/AIDS safe use of equipment and lifting techniques, and the relevant grievance mechanisms.
  • To ensure compliance with occupational health and safety procedures and COVID-19, HIV/ AIDS specific procedures including that the work­ers are properly trained in application of the standards that are relevant to the work.
  • To ensure that contractor will conduct workplace hazards identification and adopt all applicable Environmental and Social risk mitigation mea­sures in accordance with local legislation requirements and World Bank.
  1. To monitor practices, include the environmental and social risks identi­fied in the Environmental and Social Management Framework (ESMF) and their mitigation requirements, Environmental and social Manage­ment Plan (ESMP) as part of regular project monitoring.
  2. Any other social related activities as assigned by the Project coordinator.

The Judicial of Zanzibar now invites eligible individuals (“Consultants”) to indi­cate their interest in providing the Services. Interested Consultants must provide information indicating that they are qualified to perform the services (CV’s, de­scription of similar assignments and experience in similar conditions).

Selection will be based on qualifications and experience stipulated below:

  1. Minimum qualification of degree in social work, Social Sciences, Com­munity Development or equivalent.
  2. Minimum seven (7) years of proven general working experience ad­dressing or managing social risks and impacts.
  • He/she shall have significant experience in supervision, monitoring and

implementation of social risks related to labor and working conditions, community health and safety, Gender-Based Violence, grievance mech­anisms and stakeholder engagement and, inclusion of persons with dis­abilities, women and members of other vulnerable groups.

  1. He/she shall have substantial experience working with contractors and subcontractors and supervision engineers, including in ensuring that contractors/subcontractors conform their activities to meet national law and project requirements in relation to social and environmental issues.
  2. He/she will have a proven track record in undertaking capacity build­ing and training to increase knowledge and awareness of environmental and social management at various levels of implementation.
  3. He/she must have knowledge and experience in Zanzibar/Tanzanian regulations and permitting processes related to social risk management.
  • He/she will have experience/working knowledge of the World Bank environmental and social policies, including the World Bank Operation­al Policies, as well as with bilateral or multilateral development institu­tions. Experience with the World Bank Environmental and Social Frame­work would also be preferred.
  • He/she will have demonstrated ability to prepare professional reports with maps, photos and show effective recording of supervision and monitoring support.
  1. Proven teamwork mindset and successful experience working within multi-disciplinary teams and with international consultants.
  2. Excellent knowledge of spoken and written English and Kiswahili will be an added advantage.
  3. Excellent digital literacy and command of computer tools and applica­tions (MS Offices and Internet Software are a must).
  • Strong interpersonal, analytical and communication skills.
