REQUEST FOR EXPRESSIONS OF INTEREST

TANZANIA FOOD SYSTEM RESILIENCE PROGRAM-LOAN No. 73320

PROVISION OF CONSULTANCY SERVICES FOR ESTABLISHMENT OF IRRIGATION OPERATIONS, MANAGEMENT AND MAINTENANCE AGREEMENTS FOR THE FOOD SYSTEM AND RESILIENCE PROGRAM IN TANZANIA.

  1. The Ministry of Agriculture has received financing from the World Bank toward the cost of the Tanzania Food System Resilience Program (TFSRP) and intends to apply part of the proceeds of this financing to cover eligible payments under the contract for consulting services for Establishment of Irrigation Operations, Management and Maintenance agreement for the Food Security and Resilience Program.

  3. Develop and implement a facilitators training program to establish Irrigation Scheme usage, operation and management of Infrastructure Agreements establishment on 23 Irrigation schemes.
  4. Develop a facilitators training Program for the scheme function diagnostic and the agreement preparation process.
  • Compile Irrigators organization training modules and implements a related training of trainer’s course.
  1. Development an Irrigators organization training manual for Tanzania.
  2. Developing and implementing a systematic TOT training program for the consultant and government facilitators to enable them to later train lOs on conclusion of the Irrigation schemes usage, operation and management of Infrastructure Agreements at each scheme.
  3. Develop communication materials for stakeholders, Coordination of the fieldwork to establish scheme usage, operation and management of Infrastructure Agreements the consultant will be responsible for the day to day planning, coordination of facilitators workplans, field travel, workshop, accommodation logistics and all other field requirements for facilitation of the establishment process of the Irrigation scheme usage, operation and management of Infrastructure Agreements on 23 Schemes.
  • Support the establishment of a fully resourced mission oriented and trained Irrigators organization development unit at the NIRO, the consultant will consult with the NIRC on their intentions for the establishment of an IO development and support unit (IO-DSU) that will be progressively setup and strengthened during the course of the consultancy agreement.
  1. The assignment will be undertaken as stated in the TOR. The total duration for the entire assignment shall be sixteen (16) months from the contract signing date.   2. The Permanent Secretary Ministry of Agriculture (MOA) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:
  • Core business of the firm and years in business,
  • Experience on similar assignments in the last ten (10) years,
  • Experience in undertaking similar assignments in Africa or developing countries, and
  • The technical and Managerial capability of the firm (provide only the structure of the organization, general qualifications and number of key staff. Do not provide CVs of staff, key experts will not be evaluated at the shortlisting stage.
  1. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” Fifth Edition, September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
  2. Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. Therefore, each member of JV shall independently meet the requirements of the evaluation criteria. The experience, technical & managerial capability of the Sub-Consultant shall not be evaluated to enhance the qualification of the Lead Firm.
  3. A Consultant will be selected in accordance with the Quality and Cost-Based selection (QCBS) method set out in the Procurement Regulations.
