Overall purpose of the role:
The Protection Officer [community-based] will be responsible for the implementation of community-based protection activities, namely support to community structure, community mobilization, feedback and complaints mechanism, and community engagement. He/she will support in developing and maintaining community-based participation mechanisms in the camp, ensuring that the voices of men, women, boys, girls, and groups with specific needs are heard and represented.
Main Responsibilities:
- Lead the establishment of community-based structures in host communities and camps (men, women, community-based protection network, peaceful coexistence, and site maintenance committees) follow up regularly on the performance of the structures, and conduct regular meetings with the committees.
- Support the committee’s development by identifying needs, and gaps and suggest best ways to address them.
- Supervise election and re-election of committees and provide orientation and training on identified needs including Code of Conduct and PSEA to newly elected members.
- Conduct regular monitoring visits to host community villages, and oversee all activities done, provide support where necessary and possible.
- Hold regular meetings with committee representatives and the community itself to gather feedback and challenges they face.
- Prepare and lead the feedback sharing meetings with members of the village council and make sure that the minutes and feedback are shared on time.
- Conduct the election of a peaceful coexistence committee and ensure the members from the host community and the camp meet regularly for Information and experience sharing as well as follow up on action points established during peaceful coexistence meetings.
- Organize and lead peaceful coexistence meetings between the host community and refugee representatives.
- Support women’s committee activities and ensure that they use their corresponding podia to raise awareness on different thematic areas.
- Lead the committees in life skills learning sessions and hold regular “giving back to the community” sessions, awareness raising sessions e.g. “violence free homes” and meetings in the community.
- Manage the incentive workers team, manage their attendance, and report any issues of concern to the Protection Team Leader [community-based]
- Ensure accurate documentation of activities and keep all documents in order and safely (e.g. distribution lists, attendance lists, etc.)
- Ensure that AGD and Protection principles are mainstreamed into work with camp leadership, committees, and communities.
- Attend the community-based protection, SGBV, and other working groups to ensure coordination of activities
- Work closely with partner agencies through coordination on the information/feedback needs to and from the refugee community.
- Support Protection Team Leader [community-based] to keep track of indicators and monitor progress towards targets according to log frame and project proposal;
- Keep an updated database of names and addresses of all members of committees
- Prepare work plans and reports (weekly/monthly) on the activities and submit them timely to Protection Team Leader [community-based]
- Ensure full cooperation with other protection staff and act on their behalf during their absence.

The protection assistant [community-based] is responsible for the implementation of activities under one or more of the following sectors: community mobilization, support to leadership structures, community engagement, information management, help desk/mobile help desk.
Main Responsibilities:
- Set up the leadership structure at three levels (nyumbakumi, village leaders, zone leaders), follow up regularly on the performance of community leaders, and conduct regular meetings with Community Leaders at all levels.
- Support the leadership development by identifying needs, and gaps, and suggesting the best ways to address them.
- Conduct election and re-election of community leaders and provide orientation and training on the Code of Conduct and PSEA to newly elected leaders.
- Conduct regular monitoring visits to the zones, villages, and Nyumbakumi and oversee all activities done, providing support where necessary and possible.
- Hold regular meetings with leadership representatives and the community itself to gather feedback and the challenges they face.
- Prepare and lead the community leaders with partner meetings and make sure that the minutes and feedback are shared on time.
- Organize weekly Information dissemination campaigns to improve the communication between agencies and refugees in the camp, in particular: collect information from different agencies, prepare messages to be shared and monitor the information team of incentive workers to ensure that the information is disseminated efficiently and effectively across the camp.
- Assist in organizing different community engagement activities i.e. town hall meetings, FGD, etc.
- Collect and analyze the feedback of the refugees regarding humanitarian assistance, share reports/referrals to specific agencies and follow up on agencies’ responses and actions to ensure the feedback loop is closed.
- Work closely with partner agencies through coordination on the information/feedback needs to and from the refugee community.
- Set up the committees, make regular follow up, and organize different activities (site maintenance, men, women, and market committees).
- Monitor the attendance of the committee members in different activities/meetings and report immediately any gaps due to voluntary repatriation, shifting to other zones in the camp, etc., and organize re-election as needed.
- Support the committees to conduct regular “giving back to the community” sessions, awareness-raising sessions e.g. “violence-free homes”, and meetings in the community.
- Hold regular meetings with the committee members and committee representatives regarding their activities to gather feedback and challenges they face; identify capacity development needs for the committees and liaise with other DRC departments/partners to organize training.
- Receive individual concerns/complaints at the help desk (mobile or fixed) and take proper actions including verbal advice, writing referrals, and provision of accurate information.
- Report immediately to Protection Manager any sensitive complaint received through the different channels of the feedback mechanism.
- Follow the referral pathways between DRC and other humanitarian actors and make a follow-up on the issues raised to ensure feedback is provided on time.
- Maintain confidentiality and seek refugees’ consent before making referrals to other organizations.
- Ensure proper recording of complaints received and actions taken and provide timely and accurate data and information to the information management officer.
- Ensure all groups in the community including PSN, women at risk, and other vulnerable groups have safe and dignified access to the community-based feedback mechanism.

Overall purpose of the role:
DRC is preparing for a multi-year humanitarian project which will be implemented through a Consortium of (I)NGOs in the Kigoma region of Tanzania. DRC is looking for a Finance Coordinator Consortium (open to Tanzanian nationals only) who will be responsible for the overall financial management of the Consortium budget, the day-to-day routine financial duties, review of budget/budget modifications and is the lead finance focal point for the Project Management Unit and acts as Technical Finance focal point for all Consortium partners Finance focal points.
Main Responsibilities:
- Working with the Consortium Partnership Coordinator, lead on assessing partner finance capacity and the development and delivery of finance capacity strengthening initiatives.
- Along with financial capacity strengthening initiatives to provide technical assistance to Consortium members as necessary to achieve and maintain high standards of compliance.
- Ensure the proper systems (process and tools) for monitoring the compliance for the Consortium and members are set up during the planning, implementation and close-out stage of the project.
- Monitor the financial aspects of Consortium and Implementing Partners in line with donor requirements and partnerships’ agreed policies and procedures with support from the Country Finance Managers.
- Ensure timely disbursement of funding to Consortium members/implementing partner according to instalment plans.
- Ensure accurate and timely recording and posting of monthly Consortium members/implementing partner expenses are done in DYN.
- Follow up with partner/Consortium members for reimbursement of any unspent funds.
- Ensure consortium partner’s compliance with relevant country statutory and other financial obligations such as taxes and statutory returns.
- Ensure all consortium required documentation for financial audits is in place.
- Ensure that financial, logistics and HR management systems and records from all the Consortium and members are complete, adequate in order to identify and protect the assets and interest of the partnerships.
- Undertake regular compliance visits to assess the compliance of financial, HR and logistics systems of Consortium and Implementing Partners and put forward recommendations for improvements where appropriate with support from Support Services Departments.
- Overseeing financial progress against agreed targets of the project, including monitoring of finance capacity strengthening initiatives targets among Consortium and Implementing Partners.
- Ensure that Consortium and members finance reports are thoroughly reviewed in coordination with the level of risk assessed and in accordance with DRC and the donor financial guidelines.
- Check the maintenance of a good filing system for all financial and accounting deliverables to ensure ease of access during internal/external audit.
- Oversight of financial and administrative management of the programme overall (including liaison at Regional level, Country level and Consortium and Implementing Partners) ensuring compliance with DRC and the donor rules and regulations.
- Organizing and leading monthly BFU/TDL reviews meeting and monitor actual spending and advise Programme and Finance teams at Country Office level and Consortium and Implementing Partners Finance team on financial issues (overspends, underspends, compliance issues, clearing of outstanding advances etc.).
- Preparing budget modifications where needed in collaboration with Programme and Finance teams and Consortium and Implementing Partners relevant focal points.
- Minimizing financial risks by ensuring that partnership (implementing and consortium) members’ financial policies and procedures are strictly adhered to through predefined effective internal control systems.
- Ensure completeness, accuracy and validity of information regarding the payment documents before payments are done, including salary and share cost allocation.
- Ensuring the implementation of recommendations raised through internal and external audits, compliance audits, financial strengthening initiatives etc.
- Coordination with consortium members and/or with NGO Liaison bodies to obtain relevant local tax laws/requirements and ensure all partners comply. This includes obtaining tax exemptions (i.e. Value Added Tax [VAT]) letters on a yearly basis where needed.
- Coordination with the procurement and logistics departments of Implementing/Consortium members to ensure the relevant taxes (if applicable) are indicated in all supplier documentation and paid to the relevant departments in a timely manner.
