Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action, peace, and security. Placing women’s rights at the centre of all its efforts, the UN Women leads and coordinates United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action globally. It provides strong and coherent leadership in support of Member States’ priorities and efforts, building effective partnerships with civil society and other relevant actors.

In 2021, UN Women, in collaboration with the Governments of France and Mexico, convened the Generation Equality Forum, a global multistakeholder partnership to drive results and accelerate the full and effective implementation of the Beijing Platform for Action and the Sustainable Development Goals through a 5-year (2021-2026) action agenda encapsulated in a Global Acceleration Plan for six Action Coalitions.

The United Republic of Tanzania (URT) adopted the action coalition on Economic Justice and Rights as a vehicle towards the realization of gender equality and the empowerment of women and girls, with increased measures including investments in gender responsive public and private quality care services, law and policy reforms.

Tanzania’s commitments include: increase measures including investments in gender responsive public and private quality care services, law and policy reforms;  create enabling policy and legal environment and support women and young women to expand decent work in the formal and informal economy to attain economic justice; expand women’s access to and control over productive resources  as well as  design and implement  gender-responsive macro-economic plans, budget reforms and stimulus packages.

To localise Generation Equality at the country level, the Government of the United Republic of Tanzania has developed the Tanzania Generation Equality Programme TGEP (2021/22-2025/26) stipulating various interventions to be undertaken by the Government sectorial ministries, private sector and other stakeholders to deliver on the GEF to advance women’s economic justice and rights and identified key actions.

A results framework has also been drafted for the TGEP program to ensure both transparency and effective tracking of progress. It is against this background, UN Women is seeking a consultant to finalise and validate  the TGEP results framework and  undertake a baseline study  to collect (quantitative and qualitative)  baseline data of the key performance indicators in line with Generation Equality Global Accountability Framework and TGEP (2021/22 – 2025/26.

Duties and Responsibilities

Specific Objectives

  1. Finalise the draft Generation Equality Results Framework (TGEP).
  2. Update GE  accountability baseline data based on data available in relevant sectors from secondary sources.
  3. Conduct the qualitative studies (FGD, KII etc. ) to explain the narratives of the key gender issues outlined in the results frameworks of TGEP
  4. Propose proxy data and statistics for unavailable indicators ; and
  5. Set  targets for each indicator.

Scope of Work/Duties and Responsibilities

The Consultant will work and support the Ministry of Community Development, Gender, Women and Special Groups (MCDGWSGs-Tanzania Mainland) and the Ministry of Community Development, Gender, Elderly and Children (MoCDGEC Zanzibar), and the National Advisory Committee to generate baseline information which will be used to monitor progress towards Action Coalition targets and measure the collective impaction on the lives of women and girls in Tanzania.

  1. Methodology  

The baseline study will be carried out through the collection of administrative data from relevant institutions and qualitative study with the relevant stakeholders. The findings of the study and baseline data of the indicators with be validated in consultation with the TGEP Secretariat and other key stakeholders and also to get guidance and critical information required for the completion of this task.

The selected consultant will undertake the following tasks:

  1. Thorough Document Review: The consultant will conduct an exhaustive review of relevant documents, including existing reports, policies, and data sources. This review will provide the foundation for identifying gaps and informing subsequent data collection efforts.
  2. Collection of baseline data and narratives of the key gender issues : To gather the baseline data, consultant will collection quantitative data from the relevant institutions (NBS, OCGS, sectoral ministries etc.). For qualitative data on key gender issues, FGDs, KII, in-depth interview with the relevant stakeholders has to be conducted. (Note: Key guiding questions/tools to be developed in consultation with stakeholders meeting)
  3. Gap-Filling Consultations: To gather critical information not covered by existing documents, the consultant will engage in consultations with the TGEP Secretariat and key stakeholders. These consultations may involve individual meetings or convening small technical teams to address information gaps comprehensively.
  4. Monitoring and Evaluation (M&E) Plan Finalization: The consultant will collaborate with TGEP stakeholders to finalize the M&E plan, which will outline the framework for ongoing monitoring and evaluation activities throughout the programme.

Expected Outputs and Deliverables

The Consultant is expected to deliver the following outputs:

7 Preliminary presentation of findings for validation/dissemination to UN Women, MCDGWSGs and the TGEP Secretariate Team
8 Final baseline study report including completed M&E plan

The consultant is expected to upload all relevant resource documents, raw data, clean data sets, and draft reports collected or prepared for this assignment on a shared drive to be created by the UN Women project team. Any documents and information provided by UN Women, as well as the entire research/baseline information, shall remain the property of UN Women, and the consultant cannot produce/reproduce the information without the approval of UN Women. 

All deliverables are to be submitted in English language versions.

Required Skills and Experience

Experience:

  • At least 10 years of recognized experience in programme development and development of national plans of action and programme documents.
  • Good knowledge of Tanzania’s social-economic and -cultural contexts is an asset.
  • Specific programme experience and a good understanding of contemporary issues and strategies to promote gender equality through a gender transformative, multi-sectoral and multi-level responses to end violence against women and children.
  • Experience in developing monitoring and evaluation frameworks and programme monitoring plans.
  • Proficiency in analyzing survey data and preparing comprehensive baseline reports.
  • Experience in presenting findings to diverse audiences, including policymakers and program stakeholders
  • Excellent communication and interpersonal skills to engage with various stakeholders and to express concisely and clearly ideas and concepts in written and oral form.
  • Strong quantitative and qualitative research skills.
  • Proficiency in survey design, sampling methodologies, and data collection techniques.
  • Knowledge of statistical analysis tools and software.
