Programme Officer

Organizational Setting and Work Relationships
The Programme Officer may be based in HQ, field/regional bureau, typically reporting to and be guided by the Senior Program officer and may supervise a small team of local and international staff. He/she may refer to UNHCR’s Programme Manual (Chapter IV), UNHCR’s corporate and regional strategic priorities, operation plans and other relevant institutional rules and regulations for further guidance.
The Programme Officer will provide programmatic guidance and support with regard to the implementation of protection and solutions strategies within available resources. S/he will coordinate with the other sections/units to ensure harmonized programmatic approaches at all levels and throughout the UNHCR Operations Management Cycle. S/he will work in line with the overall UNHCR directions which crucially require working with partners, including with persons of concern, governmental institutions and the private sector, ensuring that programme management is approached as per UNHCR’s Strategic Directions, Global Strategic Priorities (GSPs), Global Compact for Refugees (GCR), corporate positions on SDGs.

The incumbent is expected to work in line with the multi-functional team (MFT) approach as defined within the Program Manual, ensuring the participation of relevant stakeholders in all phases of the Program Management Cycle.

Duties
– Support in assessing and analysing the needs of persons of concern in a participatory manner, using an Age, Gender and Diversity (AGD) perspective as basis for planning.
– Provide support on programmatic aspects of developing multi-year protection and solutions strategies and annual plans with corresponding priorities taking into account corporate priorities.
– Support Results Based Management and programme capacity in light of evolving requirements, programming approaches and gaps.
– Support the planning process in compliance with planning parameters outlined in the Programme Manual and the planning instructions.
– Review and analyse plans, mid-year and year-end reports of UNHCR office(s), ensuring quality assurance and compliance with established policies, guidelines, procedures and standards.
– Support in the provision of overall direction to broaden partnerships with key stakeholders in order to maximize the protection and solutions response for persons of concern.
– Provide support to ensure a consistent application of the framework for implementing with partners, including the effective implementation of the policy on selection and retention of partners, management of partnership agreements, risk-based project performance monitoring, and risk-based project audits, among others.
– Contribute to ensure consistent and coherent monitoring approaches, tools and systems in line with global standards and polices.

Nature of Position:
Tanzania has largely remained peaceful since its independence in 1961. Surrounded by countries prone to conflict, the country has a long history of generosity in granting asylum to refugees from many of its neighboring countries. Since its independence, the country has offered refuge to more than two million refugees and asylum seekers and has provided solutions for their protracted situation, including voluntary repatriation, local integration, and resettlement. Refugees have arrived in Tanzania in several waves of displacement, largely from Rwanda, Democratic Republic of Congo (DRC), and Burundi, as well as from Mozambique and Uganda. Tanzania’s early refugee policies favored local integration into self-sufficient agricultural settlements. However, since the mass refugee influx from Rwanda in 1996, Tanzania’s approach to refugee protection and management shifted from a focus on local economic integration to one of strict encampment.

Nyarugusu camp, in the Kigoma region of northwest Tanzania, was created in 1996 after an estimated 150,000 Congolese refugees escaped civil war and fled into Tanzania. In addition, in 2015, over 110,000 Burundian refugees were accommodated in Nyarugusu and other camps after fleeing civil unrest. The situations have remained protracted and as of 30 September 2023, Nyarugusu camp hosts 88,733 Congolese and 48,264 Burundian refugees and asylum seekers; as well as 133 individuals of other nationalities. Nearby Nduta camp, which falls under FO-Kibondo, also hosts 69,499 Burundian refugees and asylum seekers. Most recently, from March through August 2023, the DRC experienced an uptick in violence and over 10,000 new Congolese refugees (included in the above numbers) were received in Kigoma, then registered and accommodated in Nyarugusu camp.

In accordance with the Refugees Act of 1998, refugees’ movement outside of the camp is legally allowed by permit only, though some refugee movement is nonetheless observed outside the camps, for example to pursue livelihoods activities. With regards to durable solutions, Nyarugusu camp currently hosts a large group resettlement programme geared towards Congolese refugees, prioritizing those who arrived between 1996 and 1999. The office submitted 7,844 individuals for resettlement in the first nine months of 2023. UNHCR and the Government of Tanzania have facilitated voluntary repatriation for Burundian refugees and asylum seekers since 2016, and the process is ongoing.

Nyarugusu and Nduta camps are jointly managed by UNHCR and the Ministry of Home Affairs of the Government of Tanzania. The region’s administrative seat is in Kigoma. UNHCR supports physical security in the camp through an MOU with the police and Ministry of Home Affairs, and supervision of community watch teams.

Living and Working Conditions:
Field Office Kasulu is family duty location category D. It is located in the Kigoma Region of Tanzania (Western Region) and is approximately 1200kms away from the Regional Economic City of Dar Es Salaam, and about 55kms from the Burundi border. There are two main seasons; the dry season (May to October) is mostly dusty while the rainy season (November to April) is quite muddy and cool. Staff are advised to be equipped with appropriate clothing including fleece and rain jackets.

There are 11 UNHCR houses located in two compounds close to the office for international staff members. 4 of the houses have shared common areas with separate bedrooms and shared bathrooms, 3 semi-detached houses, and 6 individually occupied. Although basic, the houses are fully furnished. The PAMA telephone facility is available in all the staff houses and can be used to communicate internationally using assigned PIN Codes. Internet access is provided as is satellite TV (DSTV) with the cost of the latter covered by individual staff members. However, UNHCR owned houses are not enough for all international staff and some are renting houses in the town.

Kasulu offers a limited choice of food and other items, and staff often have to rely on visits to Kigoma or elsewhere for variety. There are no duty-free shops or supermarkets. Due to the lack of basic facilities, families of staff members (national and international) are mostly living elsewhere even though Kasulu is classified as a family duty station.

Recreation facilities in Kasulu are very basic. Kigoma, which is the closest town (96 kms by road) is not easily accessible as staff members have to rely on UN vehicles and those wishing to travel need to make their own private arrangement for the use of vehicles. Alternatively, public transport to Kigoma Town is available through the local taxis and minibuses at individuals own risk.

Security Conditions: UN Security Level-3 is currently in place, which limits official and private road travel by staff as per the MOSS. All official missions in this region cannot begin before sunrise and no travel can take place after sundown. Security escort is not required for travel from Kasulu to Kigoma Town and between Kasulu – Kibondo during daytime. For all official movements outside Kasulu, staff must obtain security clearance from UNDSS through TRIP.

Associate Protection Officer

Organizational Setting and Work Relationships
The Associate Protection Officer reports to the Protection Officer or the Senior Protection Officer. Depending on the size and structure of the Office, the incumbent may have supervisory responsibility for protection staff including community-based protection registration, resettlement and education. S/he provides functional protection guidance to information management and programme staff on all protection/legal matters and accountabilities. These include: statelessness (in line with the campaign to End Statelessness by 2024), Global Compact on Refugees (GCR) commitments, age, gender, diversity (AGD) and accountability to affected populations (AAP) through community-based protection, Child protection, Gender-Based Violence (GBV) prevention and response, gender equality, disability inclusion, youth empowerment, psycho-social support and PSEA, registration, asylum/refugee status determination, resettlement, local integration, voluntary repatriation, human rights standards integration, national legislation, judicial engagement, predictable and decisive engagement in situations of internal displacement and engagement in wider mixed movement and climate change/disaster-related displacement responses. S/he supervises protection standards, operational procedures and practices in protection delivery in line with international standards.

The Associate Protection Officer is expected to coordinate quality, timely and effective protection responses to the needs of populations of concern, ensuring that operational responses in all sectors mainstream protection methodologies and integrate protection safeguards. The incumbent contributes to the design of a comprehensive protection strategy and represents the organization externally on protection doctrine and policy as guided by the supervisor. The Nyarugusu camp, in the Kigoma region of Tanzania, was created in 1996 after an estimated 150,000 Congolese refugees escaped civil war and fled into Tanzania. In addition, in 2015, over 110,000 Burundian refugees were accommodated in Nyarugusu and other camps after fleeing civil unrest.  As of June 2023, nearly 90,000 Congolese refugees and asylum seekers reside in Nyarugusu camp, as well as nearly 50,000 Burundian refugees and a relatively small number of refugees (534) from other countries.  Most recently, from January  through August 2023, the DRC experienced an uptick in violence, and over 14,000 new Congolese asylum seekers have been received, registered, and accommodated in the camp.

The Nyarugusu camp currently hosts a large group resettlement programme geared towards Congolese refugees, prioritizing those who arrived between 1996 and 1999.  UNHCR and the Government of Tanzania have facilitated voluntary repatriation for Burundian refugees since September 2017, and as of 11 October 2023 159,294 Burundian have returned home. As per the Government of Tanzania’s currant policy, all Burundian refugees have to go back home, and the option of local integration doesn’t exist for this population group The Government of Tanzania, however, has an open-door policy for Congolese asylum seekers due to the ongoing conflict in DRC.

The distance between UNHCR FO-Kasulu and Nyarugusu camp is about 90 km, and UNHCR and the Ministry of Home Affairs of the Government of Tanzania jointly manage the camp. 

Key responsibilities of the Associate Protection Officer include supervision of the Protection team, including the Community-Based Protection teams and overseeing Child Protection, services to People with Specific Needs (including older persons), Education, and communication with host communities.  The Associate Protection Officer monitors UNHCR partner activities in these sectors.  She/He participates/leads the CCCM, Sector Lead, and camp coordination meetings in the camp. She/he also  contributes to the protection strategy and ensures that UNHCR principles, including Accountability to the Affected Population, AGDM, Do-No-Harm, etc., are honoured in the implementation of all activities, including by conducting the annual exercise of the Participatory Assessment.  The Associate Protection Officer oversees the reception, registration and other services provided to the Congolese new arrivals. She/He also works closely with the Repatriation Officer to support the Volrep of the Burundian refugees. The Associate Protection Officer  reports to the Head of the Field Office and coordinates protection activities with the Snr Protection Officer in Dar es Salaam and the protection team in the field to ensure complementarity and effectiveness in the delivery of all protection services.

Living and Working Conditions:

The Kasulu Field Office is situated in the Kigoma region, and its current UNDSS security level is 2.   No security incidents involving staff have been recorded recently. However, UNDSS has imposed specific travel restrictions, and travelling after designated hours is not allowed. Kigoma experiences two distinct weather patterns: a dry season from May to September and a rainy season from October to April.

Some of our international staff members reside within the UNHCR compound. It’s important to note that accommodation within the compound is limited. However, staff can find basic accommodation options in the town. Working conditions are generally satisfactory, with reliable internet and communication facilities. Food availability is somewhat limited, primarily consisting of basic vegetables and fruits. Many international staff members choose to bring their own food when returning from R&R, or they can place orders from Dar Es Salaam.

UNDP operates a clinic at the Kasulu Field Office to provide essential healthcare services, staffed by a doctor and one nurse. Staff may need to travel to Dar es Salaam for specialised medical care. While Kasulu is considered a family duty station, there are no educational facilities for the children of international staff members. It’s essential to understand that Kasulu is somewhat isolated socially, and the staff are entitled to a 12-week R&R cycle.

Deputy Representative – Programme

Organizational Setting and Work Relationships
The Deputy Representative – Programme will function under direct supervision of the UNHCR Representative. Advice and operational support may also be provided by the Director/Deputy Director of the Bureau or the Regional Representative and by other senior staff in the Bureau and in the support Divisions at Headquarters. The incumbent will advise and assist the Representative in the overall management of UNHCR¿s programme activities and issues of concern within the country operation in an effective and efficient manner which supports the Organization¿s mandate. The incumbent will also have direct working relationship/arrangement with the Head of UNHCR offices in the country operation. He/she will also have a responsibility to monitor, coach, and guide and intervene with the staff within the country.

Duties
– Assist the Representative in the overall management of UNHCR¿s programme activities within the country of assignment in an effective and efficient manner which supports the Organization¿s mandate.
– Verify the standards of assistance for project activities at country level, ensuring consistency with UNHCR’s country strategy and policies, and their integration with protection functions.
– Assist the Representative in developing contacts and networks with other government agencies, UN agencies, and NGOs to foster mutual cooperation and ensure that activities are coordinated and integrated to best effect
– Develop country-specific management tools for project monitoring and control; ensure the effective and efficient use of financial and material resources within the rules and procedures of UNHCR
– Manage personnel through regular performance appraisals, coaching, and assessments of staff training and development needs.
– Ensure that essential services for the general welfare of staff i.a. living and working conditions, health, education, recreation, etc. are in place. This includes the establishment of proper and efficient mechanisms to assist staff suffering from work-related pressure or post traumatic stress.
– Play an active role in the Security Management Team (SMT) in the relevant country and the inter-agency security and contingency planning process; ensure that appropriate security measures and evacuation plans are in place to protect UNHCR staff; and that security guidelines and procedures as outlined by the Designated Offcial and UNDSS are complied with.
– Report and provide recommendations/solutions to the Representative on political, socio-economic, and cultural developments that may effect the situation of refugees in the country.
– Act as Officer-in-Charge in the absence of the Representative as required.
– Set and enforce parameters, criteria and deadlines for the design, review and report of operations.
– Clear the submission of the country operations plan (including budgets, staffing levels and structures) as well as of funding submissions, appeals and report.
– Negotiate implementing partner agreements.
– Represent UNHCR in UN and other operations management and programmatic fora.
– Enforce compliance with UNHCR¿s global strategies, protocols and guidelines.
– Approve recommendations and advice on the technical capacity required of UNHCR and its partners.

– Lead risk assessments and discussions with team(s) to proactively manage risks and seize opportunities impacting objectives. Ensure that risk management principles are integrated in decision-making both at strategic and operational levels. Allocate resources for planned treatments with resource requirements in Strategic Plans. Ensure that risks are managed to acceptable levels and escalate, as needed. If a Risk Owner, designate the Risk Focal Point and certify that the annual risk review is completed and ensure that the risk register is updated during the year, as needed.

Nature of Position

Associate IT Systems Service Delivery Management Officer

Organizational Setting and Work Relationships
The Associate IT Systems Service Delivery Management Officer supports the IT applications and solutions are available and delivered consistently, reliably, and effectively. The incumbent supports day-to-day operations and may coordinate the work of multiple support groups, both internal to UNHCR, as well as, Managed Service Providers (MSPs). The incumbent monitors various MSPs deliver efficient and effective applications and solutions in accordance to contractual obligations and best practices. Understanding the current and future needs, the incumbent will work with a Business Analyst and/or Solution Engineer to ensure that the IT requirements are understood and have adequate IT applications and solutions to meet business needs the organization and have the IT tools necessary to support their work.
The incumbent has regular contact with MSPs, with other Service Delivery Managers (SDMs), with Solution Engineers, with vendors, and all Services of DIST. S/he understands and communicates the UNHCR IT strategy and vision, policies, and decisions in a positive manner and leads by example in the adherence and adoption. Duties
Within the Area of Responsibility:
– Support daily Business-As-Usual operational decisions, including; incident, problem, change, service request, and asset management.

Nature of Position:

In Tanzania, the Associate IT Systems Service Delivery Management Officer, P2, has to ensure Information Technology continuity in shaping and supporting how we deliver the Protection and Assistance activities to the people we serve. He/she should continue the modernization of the IT services in alignment with operation needs in the region and strive towards a more digital workspace and improved systems to enable the UNHCR operation to operate with more agility, flexibility, and security.

The Programme Officer may be based in HQ, field/regional bureau, typically reporting to and be guided by the Senior Program officer and may supervise a small team of local and international staff. Nature of Position:
Tanzania has largely remained peaceful since its independence in 1961. Surrounded by countries prone to conflict, the country has a long history of generosity in granting asylum to refugees from many of its neighboring countries. Since its independence, the country has offered refuge to more than two million refugees and asylum seekers and has provided solutions for their protracted situation, including voluntary repatriation, local integration, and resettlement. Refugees have arrived in Tanzania in several waves of displacement, largely from Rwanda, Democratic Republic of Congo (DRC), and Burundi, as well as from Mozambique and Uganda. Tanzania’s early refugee policies favored local integration into self-sufficient agricultural settlements. However, since the mass refugee influx from Rwanda in 1996, Tanzania’s approach to refugee protection and management shifted from a focus on local economic integration to one of strict encampment.

Nyarugusu camp, in the Kigoma region of northwest Tanzania, was created in 1996 after an estimated 150,000 Congolese refugees escaped civil war and fled into Tanzania. In addition, in 2015, over 110,000 Burundian refugees were accommodated in Nyarugusu and other camps after fleeing civil unrest. The situations have remained protracted and as of 30 September 2023, Nyarugusu camp hosts 88,733 Congolese and 48,264 Burundian refugees and asylum seekers; as well as 133 individuals of other nationalities. Nearby Nduta camp, which falls under FO-Kibondo, also hosts 69,499 Burundian refugees and asylum seekers. Most recently, from March through August 2023, the DRC experienced an uptick in violence and over 10,000 new Congolese refugees (included in the above numbers) were received in Kigoma, then registered and accommodated in Nyarugusu camp.

In accordance with the Refugees Act of 1998, refugees’ movement outside of the camp is legally allowed by permit only, though some refugee movement is nonetheless observed outside the camps, for example to pursue livelihoods activities. With regards to durable solutions, Nyarugusu camp currently hosts a large group resettlement programme geared towards Congolese refugees, prioritizing those who arrived between 1996 and 1999. The office submitted 7,844 individuals for resettlement in the first nine months of 2023. UNHCR and the Government of Tanzania have facilitated voluntary repatriation for Burundian refugees and asylum seekers since 2016, and the process is ongoing.

Nyarugusu and Nduta camps are jointly managed by UNHCR and the Ministry of Home Affairs of the Government of Tanzania. The region’s administrative seat is in Kigoma. UNHCR supports physical security in the camp through an MOU with the police and Ministry of Home Affairs, and supervision of community watch teams.

The Programme Officer reports to the Head of Field Office. He/she may refer to UNHCR’s Programme Manual, UNHCR’s corporate and regional strategic priorities, operation plans and other relevant institutional rules and regulations for further guidance.

The Programme Officer will provide programmatic guidance and support with regards to the implementation of protection and solutions strategies within available resources. S/he will coordinate with the other sections/units to ensure harmonized programmatic approaches at all levels and throughout the UNHCR Operations Management Cycle. S/he will work in line with the overall UNHCR directions which crucially require working with partners, including with persons of concern, governmental institutions and the private sector, ensuring that programme management is approached as per UNHCR’s Strategic Directions, Global Strategic Priorities (GSPs), Global Compact for Refugees (GCR), corporate positions on SDGs.

The incumbent is expected to work in line with the multi-functional team (MFT) approach as defined within the Program Manual, ensuring the participation of relevant stakeholders in all phases of the Program Management Cycle. S/he will support the Kibondo Field Office.

Living and Working Conditions:
Field Office Kasulu is family duty location category D. It is located in the Kigoma Region of Tanzania (Western Region) and is approximately 1200kms away from the Regional Economic City of Dar Es Salaam, and about 55kms from the Burundi border. There are two main seasons; the dry season (May to October) is mostly dusty while the rainy season (November to April) is quite muddy and cool. Staff are advised to be equipped with appropriate clothing including fleece and rain jackets.

There are 11 UNHCR houses located in two compounds close to the office for international staff members. 4 of the houses have shared common areas with separate bedrooms and shared bathrooms, 3 semi-detached houses, and 6 individually occupied. Although basic, the houses are fully furnished. The PAMA telephone facility is available in all the staff houses and can be used to communicate internationally using assigned PIN Codes. Internet access is provided as is satellite TV (DSTV) with the cost of the latter covered by individual staff members. However, UNHCR owned houses are not enough for all international staff and some are renting houses in the town.

Kasulu offers a limited choice of food and other items, and staff often have to rely on visits to Kigoma or elsewhere for variety. There are no duty-free shops or supermarkets. Due to the lack of basic facilities, families of staff members (national and international) are mostly living elsewhere even though Kasulu is classified as a family duty station.

Recreation facilities in Kasulu are very basic. Kigoma, which is the closest town (96 kms by road) is not easily accessible as staff members have to rely on UN vehicles and those wishing to travel need to make their own private arrangement for the use of vehicles. Alternatively, public transport to Kigoma Town is available through the local taxis and minibuses at individuals own risk.

Security Conditions: UN Security Level-3 is currently in place, which limits official and private road travel by staff as per the MOSS. All official missions in this region cannot begin before sunrise and no travel can take place after sundown. Security escort is not required for travel from Kasulu to Kigoma Town and between Kasulu – Kibondo during daytime. For all official movements outside Kasulu, staff must obtain security clearance from UNDSS through TRIP.

Organizational Setting and Work Relationships
The Human Resources Officer supports the UNHCR’s People Strategy and contributes to the implementation of the 2018 independent Human Resources review, which resulted in the establishment of HR strategic priorities and the reconfiguration and transformation of the Division of Human Resources (DHR) from a largely transactional model into a strategic business partner for field operations and senior management. The Human Resources Officer contributes to the development of a HR customer service-oriented culture that values proactivity, continuous improvement, innovation and high performance. By translating operational needs into workforce action and individual development needs, the Human Resources Officer plays a critical role. The main areas of work of the Human Resources Officer include the implementation of HR policies, staff administration, workforce planning, recruitment, and talent development with inclusion, diversity and gender as a cross-cutting issue. S/he will also support the implementation of the staff health and counselling plans and in fostering an inclusive and respectful working environment. The incumbent maintains employee confidence and protects the organization and its workforce by keeping human resource information confidential.

The Human Resources Officer is usually supervised by Head of Office, or Senior HR Officer in a Country Operation, or the most senior HR staff in a Regional Bureau. She/he supervises HR Professional and General Service staff.

The incumbent maintains a direct working relationship with a number of functions across the Division of Human Resources (DHR). For positions in Bureaux or Country Operations, the incumbent also works closely with the Senior HR Partner, the Senior Medical Officer and Senior Staff counsellor for his/her region.
He/she also maintains contact and close cooperation with other UN agencies in the region or country and represent UNHCR in the working groups/task forces within country/regional UN inter-agency mechanisms.

All UNHCR staff members are accountable to perform their duties as reflected in their job description. They do so within their delegated authorities, in line with the regulatory framework of UNHCR which includes the UN Charter, UN Staff Regulations and Rules, UNHCR Policies and Administrative Instructions as well as relevant accountability frameworks. Duties
– Strategic workforce advice and operational support:
– Engage with management to understand priorities, and provide advice and solutions on all aspects of HR in line with delegated HR authorities.

– Plan and implement HR operational activities to ensure timely provision of HR solutions, prioritizing according to the needs and risks.
Assignments and Talent Acquisition:
– Manage the process of recruitment, assignment and reassignment of locally-recruited staff and affiliate workforce, ensuring compliance with UNHCR rules and procedures, and providing advice to managers where required.
– Set up and run (Regional) Assignments Committee.
– Conduct outreach campaigns to attract diverse applicants. Ensure proper consideration is given to all applicants without discrimination.
– Analyse, track and report on recruitment and assignments trends for management, including efforts to reach gender parity.
– Take a proactive approach to risk management in the areas of recruitment, ensuring the issues are identified, addressed and reported and, where appropriate, escalated.
Advice to managers and staff, and contribution to an inclusive work environment:
– Build dialog and outreach with staff to provide support with their queries; and also promote dialog between staff and management to help find solutions to HR-related issues.
– Be proactive in identifying issues, themes and patterns affecting the workforce’s health and welfare, including sexual harassment and abuse of authority.
– Ensure that on-boarding, induction, re-integration into the workplace and off-boarding support, is provided to colleagues; Induction programmes should include information on Protection from Sexual Exploitation and Abuse (PSEA) and Sexual Harassment, Code of Conduct as well as workforce’s rights and obligations.
HR policies and inter-agency:
– Enforce compliance with UNHCR’s Human Resources policies and procedures and the UN staff rules, regulations and UNHCR administrative instructions.
– Participate in a network among HR staff members in the region in order to harmonize implementation of HR policies and initiatives, collect field insights to inform the development of DHR policies and activities; identify and share HR best practices, also through contacts with other UN agencies.

Nature of Position

The Tanzania Operation, in terms of staffing, is expected to have 261 positions for management. The HR in Tanzania Operation consists of 5 staff in the Dar es Salaam Country Office (2 international, 1 P3 Human Resources Officer, 1 P2 Associate HR Officer, 3 nationals; 2 GS6s HR Associate and 1 GS5 Snr HR Assistant), and 3 national staff at the Field Officer (2 GS6s HR Associate one in Kibondo and the other in Kasulu in addition to 1 GS5 Snr HR Assistant in Kasulu).

The Human Resources Officer leads the Unit in Dar es Salaam and maintains direct technical oversight for the Field national staff.

Living and Working Conditions

Dar es Salaam is the major city of the United Republic of Tanzania where the Representation office is situated. The location of the Representation Office is in Masaki, Rufiji Street, and Off Haile Selassie Road. Most international staff members live in the seaside neighborhoods of Masaki and Oyster Bay, and to a lesser extent in Msasani and Mikocheni all of which cluster in and around a peninsula to the north of the city Centre. Masaki and Oyster Bay share the advantages of having a good concentration of internationally-oriented housing and amenities including shops, schools and medical facilities; all are comparatively secure, and of course, enjoy the benefit of being close to the sea. The cost of living is considered high.

Security Conditions: The duty station can be described as relatively safe with a stable political environment. However, caution should be exercised when walking in the dark.
