The Civil Aviation Safety and Security Oversight Agency (CASSOA) is a self-accounting institution of the East African Community. The Agency is looking for a highly motivated, result-driven and qualified professional from citizens of all EAC Partner States to fill the following position in the Agency.

1. MAIN PURPOSE OF THE JOB
The Director, Technical is a senior management position under the supervision of the Executive Director. The main purpose of the job is to develop, promote and coordinate implementation of sustainable civil aviation safety and security oversight systems in the EAC Partner States as directed by the EAC-CASSOA Board.
2. DUTIES & RESPONSIBILITIES:
- Coordinates the production and dissemination of the EAC Safety and Security publications;
- Coordinates the implementation of East African Civil Aviation Examination System
- Coordinates implementation of State Safety Programmes and Safety Management Systems within the EAC Partner States.
- Coordinates the dissemination of aviation safety and security regulations and technical guidance materials to the Partner States;
- Coordinates training activities including development and updating of technical training manuals and guidance material;
- Coordinates the collection and collation of aviation safety and security material required for the development of guidance material, training, seminars and workshops;
- Maintains up to date records of available aviation safety and security inspectors, aircraft register, licensed aviation personnel, and a list of air operators (AOC holders, AMOs, ATOs) among other relevant records in the region;
- Coordinates the sensitisation of aviation stakeholders and consideration of their comments on the CASSOA harmonised aviation safety and security regulations and technical guidance materials;
- Ensures that logistics required for seminars, workshops and training courses are up to date and readily available;
- Ensures timely production and distribution of the Agency’s deliverables such as reports, regulations, technical guidance materials, and timely sensitive correspondence with the Partner States and international civil aviation bodies;
- Keeps abreast with developments and trends in the specialized field of concern to the Agency by reviewing among others, the relevant periodicals, reports and manuals;
- Coordinates the development and implementation of plans and strategies that lead to increased cooperation in safety and security oversight;
- Supervises and assesses the technical staff under his/her supervision;
- Performs other assignments as directed by the Executive Director;

3. QUALIFICATIONS
3.1 EDUCATION
Masters degree in a relevant field of aviation/related discipline from a recognized university.
3.2 EXPERIENCE
- Should have at least ten years of experience in the aviation industry, five of which are at a senior managerial level and/or leadership position.
- Should possess a wide knowledge in flight safety, flight operations, airports management, and aircraft maintenance.
- Should have adequate knowledge of ICAO systems and procedures.
- Should have basic knowledge and experience in financial and human resource management and administration.
- Should have a good working knowledge of Microsoft Office (especially of Word, Excel and PowerPoint).
3.3 SKILLS AND COMPETENCIES
- Excellent written and verbal communication skills
- Strong analytical and interpersonal skills;
- Solid organizational skills including attention to detail and multi-tasking skills
- Strong teamwork, ethic, positive, flexible attitude;
- Ability to work under pressure and handle multiple tasks simultaneously.

The position entails the overall management and administration of the Agency and coordination of the development of Civil Aviation Safety and Security oversight systems in the Community.

2.1 Administrative
- Oversees all operations of the Agency.
- Creates a high-performance organization that consistently delivers results by coordinating all technical, administrative, financial and human resource functions of the Agency.
- Prepares and oversees the implementation of the Agency’s strategic plan, annual program of activities, budget and procurement plan.
- Ensures implementation of activities while driving optimal utilization and productivity from all organization’s assets and ensuring a positive return on all capital investment and operating expenditure.
- Develops and fosters relationships with local and international partners through engaging proactively with the industry, relevant government departments and other stakeholders.
- Mobilizes required financial, technical and logistical support from Development Partners.
- Convenes and provides secretariat services to the Board.
- Develops and improves administrative systems of the Agency.
- Promotes positive corporate culture and image of the Agency.
2.2 Technical
- Coordinates the exchange of information among EAC Partner States and other partners/agencies.
- Coordinates the designation of aviation inspectors with the Partner States as required to conduct inspections.
- Identifies and oversees training requirements for the inspectors, on-job-training, general knowledge in regional oversight system.
- Monitors implementation of management policies, joint regulations, certification and supervisory procedures among others.
- Manages the delivery of technical support to Partner States through the pooling of specialist resources in Safety and Security oversight.
- Establishes and maintains a register of aircraft accident and incident investigators who are available to the Agency from the Partner States.
- Facilitates the sharing of technical resources in the Region to conduct specified activities.
- Liaises with Partner States and other stakeholders on issues related to Aviation Safety and Security oversight, development of Civil Aviation Regulations, procedures and processes.
- Ensures standardization and quality of the Agency’s products, such as harmonized regulations, directives, procedures and processes for the licensing of aviation personnel and certification of aviation activities in Partner States.
- Represents the Agency at international and regional Safety and Security oversight-related meetings, conferences, symposia, among others.
- Performs such other duties within the scope of the Agency Protocol as may be directed by the Agency Board or the EAC Council from time to time.
3. QUALIFICATIONS & EXPERIENCE:
- A Master’s degree from a recognized institution of higher lea
- Professional certification in Aviation would be an added advantage.
- A minimum of fifteen (15) years working experience, of which at least eight (8) years are at a senior management position in the Aviation industry.

Internship, training and apprenticeship will not be considered as relevant work experience.
