Technical Expertise (30%)
Job holder is the principal public health technical analyst and advisor to the Associate Director of Programs and senior leadership at CDC Tanzania in developing and formulating new programs and initiatives that are aligned with PEPFAR public health program goals, objectives, and policies. This includes leading strategic planning, project development and drafting of the branch-specific agency input into the technical areas of the Country Operational Plan (COP) for PEPFAR. Incumbent serves as a public health expert technical advisor for the development, implementation, and monitoring of USG-supported HIV treatment activities in by taking the lead role in clinical services initiatives. Job holder is the key clinical services program technical advisor to the host country ministry of health, partners, and non-governmental organizations (NGOs) in the implementation of clinical services programs and activities funded by PEPFAR, as well as partners funded by the government or Global Fund, as indicated. Job holder provides technical evaluation of assigned proposals for treatment programs of PEPFAR partners, working with representatives to make sure that most the current treatment protocols are included and recommends amendments/approval to the Country Director. The annual budget for HIV clinical services programs in Tanzania in fiscal year 2022/2023 was approximately $ 90 million.
Program and Partner Management (20%)
Job holder ensures that program requirements of the grants,
contracts and/or cooperative agreements are correctly followed and
according to USG and international HIV program standards for health care
delivery services. Independently or in coordination with other experts,
the job holder prepares and presents comprehensive program reviews to
include recommendations on curtailing or expanding programs and program
effectiveness.
Job holder is the key Clinical Services Program-Lead to the host
country ministry of health, partners, and non-governmental organizations
(NGOs) through at least three PEPFAR grants/cooperative agreements and
contracts, as well as partners funded by the government or Global Fund,
as indicated.
Incumbent coordinates and participates in technical reviews of
partner project submissions and funding allocation during the review and
development process. Serves as principal advisor to the Associate
Director of Programs in the preparation of technical
analysis/assessments to identify areas for technical support and
improved implementation. Once grants, contracts and/or cooperative
agreements are in place, the job holder participates with implementing
partners in the development of work plans for implementation of
activities.
External Stakeholder Coordination (20%)
The primary work of the branch is to promote evidence-based
strategies on HIV clinical services programs and implement, monitor, and
evaluate these programs that are supported and managed by CDC Tanzania
staff or by implementing partners in order to directly improve health
care delivery services and prevent illness and death. Working closely
with other health professionals of the branch, job holder takes the lead
in managing the life cycle of clinical services PEPFAR programs for
which the branch is responsible. This requires close cooperation with
the Tanzania Ministry of Health, PO-RALG, TACAIDS, implementing and/or
cooperative agreement partners, facilitation during implementation,
frequent monitoring and, in liaison with the Strategic Information
staff, evaluating partner performance against desired results that are
in accordance with standard guidelines and protocols. The job holder is
expected to establish and maintain strong professional relationships
with all government stakeholders in order to advance CDC and PEPFAR
priorities related to HIV and TB prevention and treatment.
Interagency Coordination (15%)
Incumbent represents CDC-Tanzania Clinical Services Branch at
technical, policy and strategic planning meetings, including high-stake
meetings with collaborators and donor agencies. Sits on numerous ad hoc
PEPFAR working groups; in turn, serves as rotating lead or co-lead of
PEPFAR inter-agency technical team (ITTs) to ensure coordination of work
plan development, implementation strategies, and evaluation plans for
all CDC clinical services activities in Tanzania Job holder communicates
to supervisor and colleagues, both orally and in writing, the
recommendations, and results of meetings.
For specific CDC-Tanzania programs, job holder serves as the
primary liaison between the HQ-based technical working group (TWG) and
in-country TWGs on HIV issues as well ITTs.
Administrative Management (15%)

- Requirements:
- EXPERIENCE: Minimum of 5 years of experience in medical
practice or medical oversight of programs for the delivery of patient
care, with at least 2 years’ experience in a specialized area of care
related to infectious diseases, delivery of public health services or
prenatal transmission of infectious diseases.
Supervisory Experience: Two (2) additional years of experience at the supervisory level with multiple staff is required.
JOB KNOWLEDGE: Comprehensive knowledge of current HIV/AIDS issues, clinical services program design, implementation and evaluation is required. In-depth knowledge of HIV/AIDS prevention, clinical services, counselling and interventions, behavior change, testing, and treatment is required. Detailed knowledge of the host government health care system and structures including familiarity with MOH leadership, policies, program priorities and regulations is required. In-depth specialist knowledge of USG HIV/AIDS public health programs, strategies, methods, processes, and techniques used to plan, develop, implement, and evaluate results of clinical services programs is required. Good working knowledge of team management techniques to plan, organize and direct multi-disciplinary activities is required. Good working knowledge of overall administrative requirements, budgeting, workplans and fiscal management in support of contracts/cooperative agreements/grants/purchase requisitions is required.
- Education Requirements:
- Degree of Doctor of Medicine (MD) licensed to practice general medicine with post graduate training in internal medicine or pediatrics or infectious diseases or public health or epidemiology, or Doctor of Philosophy (PhD) degree from an accredited university in medicine, public health or epidemiology, is required.

Advanced Technical Guidance – 25%
The incumbent serves as the most senior CDC Tanzania staff member
in biostatistics and all aspects of statistical data analysis. This role
includes advising staff at all levels in the agency, ranging from the
country director to technical staff, across all phases of study design,
data collection, data analysis, data interpretation, and dissemination.
The incumbent guides the Science and Surveillance Branch in
providing sound assistance to CDC-Tanzania staff and implementing
partners in the application of appropriate statistical methods when
carrying out research studies, program evaluations, implementation
science activities, and analysis of routine programmatic data to inform
strategies. This includes working with interdisciplinary teams to define
data needs for surveillance, program evaluation and research across
programs supported through PEPFAR, Global Health Security and other
relevant public health areas of interest to CDC.
The incumbent conducts statistical methods review of CDC-supported
scientific products in Tanzania to ensure appropriateness of
statistical analysis methods and approaches – to include manuscripts for
publication, abstracts, and scientific protocols. The incumbent is
expected to be able to review scientific products of varying levels of
complexities, including those utilizing advanced statistical methods,
and provide feedback and guidance to authors.
The incumbent collaborates with and provides statistical guidance
to the USG agencies in PEFPAR Tanzania, as well as government
counterparts in MOH, NACP, Zanzibar AIDS Control Program, National
Bureau of Statistics in the design and implementation of science and
surveillance activities. Support includes capacity developing and
leading trainings strengthening capacity to apply statistical methods to
inform programmatic decisions and HIV epidemic response strategies.
Data Analysis, Interpretation, and Visualization – 25%
Job holder provides independent and comprehensive statistical
support to staff and partners including study design, sample size
calculations, power analysis, data management, analysis of data, and
presentation of statistical information, and developing appropriate data
visualizations for the data.
Job holder serves as the CDC-Tanzania subject matter expert on
statistical methodology, collaborating with team members to write
scientific protocols, reports, abstracts, and manuscripts and to
communicate statistical methods and analysis results in meetings and
conferences with diverse scientific audiences.
Job holder interprets data together with CDC-Tanzania technical
staff with a focus on statistical implications of the data for public
health policy and program activities.
Capacity Building and Skills Transfer – 20%
The incumbent provides statistical training to CDC-Tanzania
technical staff and implementing partners using appropriate modalities
to support transfer of advanced statistical skills and knowledge in
alignment with CDC’s overall objectives for conducting sound science and
translating science into meaningful interventions and policies that can
save lives.
The incumbent builds the capacity of CDC-Tanzania staff in
statistical methods, sample size planning, data capture, quality
assurance and quality control in data management, development of data
analysis plans, performing advanced data analysis, data visualization
techniques, and data synthesis.
S/he contributes to internal CDC-Tanzania seminars and
professional development series aiming to enhance the use of sound
statistical methods to ensure scientific integrity and ongoing learning
among staff.
The incumbent generates training materials that correspond to
clearly identified training needs and calibrated for varying levels
(beginner, intermediate, and advanced trainees) in statistical analysis,
research and evaluation design, and other relevant areas.

Project Management – 20%
The incumbent serves as an Activity Manager in CDC-Tanzania
cooperative agreements (CoAgs) that involve data analysis and data
management, which can include as many as ten surveillance, evaluation,
and data analysis activities. Leads engagement with implementing
partners and Tanzania government counterparts on management of
CDC-supported projects with a statistical focus.
The incumbent coordinates CoAg activities with Program Leads to
ensure high quality implementation of all activities in alignment with
clearly defined objectives that are specific, measurable, attainable,
realistic, and time bound.
The incumbent liaises with Project Officers and members of the
Extramural Branch in imposing restrictions of funds in CoAgs that
require approved CDC project determinations for human subject data
collection.
Administrative Management 10 % of time

JOB KNOWLEDGE: Expert level proficiency in the use of one or more statistical software packages such as Stata, R, and/or SAS – including advanced programming skills. Demonstrated proficiency in statistical approaches required in large-scale research and evaluation projects, especially in sub-Saharan Africa contexts. Ability to develop and use collaborative relationships to accomplish work goals and to use appropriate interpersonal styles and techniques to gain acceptance of ideas or plans. Proven capacity to identify and understand quantitative issues, problems, and opportunities; comparing data from different sources to draw conclusions; using effective approaches for choosing a course of action of developing appropriate solutions and recommendations. Track-record of publishing in peer-reviewed journals as a contributing author and tactician. Scientific review experience in assessing manuscripts, abstracts, and technical reports.
