Good Neighbors has been working in Kigoma Region for Refugees Response since 2015 in Nyarugusu, Nduta and Mtendeli Refugee Camps. This year 2023, GNTZ in cooperation with KOICA-WFP and World Vision is planning to implement below project.

Position: Social Cohesion Extension Officer
Reports to: Social Cohesion Extension Coordinator
Location: Kasulu District in Kigoma Region
Contract Duration: April-December, 2023 (9-month contract with 4-month probation, contract extension is subject to funding availability, employee performance or/and mutual agreement).
The Social Cohesion Extension Officer, implements and supports the development and implementation of project activities. He/she must be aware of, and adhered to Good Neighbors Tanzania Code of Conduct and Ethics. He/she will have a calm, friendly and professional manner with a passion for delivery and professionalism. He/she will also be capable to see through a task to completion with minimal supervision.

Duties and Responsibilities
- Establish early warning and participatory mechanism for host and refugee communities.
- Conduct conflict scan assessment in cooperation with consultants. ii. Mobilize and training peace committees (surveillance committee) among host and refugee communities twice a year.
iii. Conduct quarter peace dialogues between refugees and host community representatives.
- Increase level of community awareness on peaceful co-existence and conflict management.
- Training smallholder farmers group leaders on peace and cohabitation, gender equality. ii. Develop and distribute IEC material on peace building, conflict resolution and gender equality.
- Manage and ensure submission of monthly, quarterly and annual donor reports.
- Liaise and collaborate with relevant local authorities and other key stakeholders.
- Participate effectively in all relevant coordination meetings.
- Timely identification of challenges, gaps and recommendation of solutions for the project.
- Perform administrative functions relating to the project as may be needed.
- Required to attend at least 3 courses every year as provided by GN academy including any other courses provided by GNTZ or by any other training institution, aiming to develop knowledge and capacity in own work.
- Required to achieve 90% of individual annual targets and project annual targets.
Qualification, experiences and competencies
- Bachelor degree in Project Management, Community Development or any other related field.
- Minimum of five (5) years’ experience in humanitarian/development context preferably with refugees and community.
- In-depth knowledge of best conflict resolution practices.
- Demonstrate capacities to establish and maintain strong collaborative working relationships with government officials, local organizations, Co-operatives, communities and other stakeholders.
- Experience in volatile and complex situations.
- Prior experience of living and working in Kigoma is preferable.
- Experience in working with NGO.
- Strong verbal/written communication skills.
- An excellent written and oral command of English and Swahili.
- Strong problem-solving skills, creativity in decision making. Strong leadership, operation and management skills.

Duties and Responsibilities
- Assist DOHRA Manager on all duties relating to Procurement & Logistics as may be directed by DOHRA Manager.

- Provide technical training to tender committee and management based on requirements and any updated procedure.
- Prepare monthly suppliers database including analysis of supplier performance and submit to line manager first week of each month.
- Prepare long term contracts of suppliers of goods and services with GNTZ.
- Conduct monthly meetings with P&L team for HO, AOs and FOs to ensure compliance, check procurement records and identify inquiries to be resolved in HO level and submit report to line manager.
- Review annual audit findings and recommendations relating to procurement and logistics issues and make follow up for implementation as recommended.

This role also includes administrative tasks including managing organization registrations, receiving and forwarding communications, and taking care of more general duties.
Duties and Responsibilities
- Assist to prepare and coordinate staff recruitment according to organization procedures.
- Processing and managing work, residence permits and camp permits for expatriates including renewals and annual returns.
- Manage performance management process by ensuring staff performance tools are in place, appraisal documents are properly filled and kept in employees’ files.
- Assist to prepare monthly payroll and ensure statutory contributions are submitted within time including follow up of payment receipts and other inquiries.
- Assist to make follow up on leave and attendance management including preparing monthly reports, follow up on pending leaves etc.
- Manage legal consultation service from Legal Consultant including preparing contracts & renewals, budget plan and payments, communications and any other follow up.
- Managing monthly work group meetings including checking agendas, participants status and collecting related meeting minutes and share with line manager on monthly basis.
- Review and advise on internal regulation in compliance to government laws and regulations relating to HR, Labor laws etc. and provide answers to whenever issues occur.
