Duties

Administrative and Technical Supervision of the BGU (70%)

The incumbent provides administrative and technical supervision of the BGU. The BG Coordinator proactively monitors daily and weekly move requests to develop daily and long-term staffing matrixes that efficiently meet the operational demands of the Mission. The incumbent is responsible for developing a staffing matrix that equitably manages BG personnel availability while ensuring adequate coverage. The daily operations matrix must be developed in an equitable and transparent manner that maximizes the efficient use of personnel and resources, while minimizing overtime expenditures and reducing BG fatigue. The incumbent schedules personnel and resources to adequately support protective security missions throughout Tanzania. The incumbent is responsible for proactively addressing movement requests and assigning the proper security assets, ensuring post’s movement security posture iscommensurate with the current threat environment. The BG Coordinator oversees the BG Unit. Plans and organizes the work and schedules for BG personnel. The BG Coordinator monitors the annual BG budget, stipends and ensures that operations are performed within the constraints of the fiscal budget. The BG Coordinator maintains a close working relationship with the RSO, post’s Budget and Finance section, and other stakeholders involved with BG funding issues. The incumbent plans and conducts security surveys, threat assessments, and security analysis. The incumbent is responsible for editing, disseminating, and maintaining written instructions to support the RSO’s mission. Security instructions include comprehensive written security surveys, orders, inclusive of route plan, region, and venue analysis. Instructions may include satellite imagery, still photography, and GPS plotting, as well as local hospitals and government installations (i.e. safe-havens). The incumbent is the primary liaison for communications with host-nation security apparatus, foreign security services, and local businesses. The incumbent is responsible for coordinating security measures with local entities to enhance post’s movement security posture. 

Supplies and Maintenance of Equipment (10%)

The BG Coordinator ensures that vehicle accidents are documented (DS-1664) and that the responsible parties are debriefed by the ARSO/RSO. The incumbent closely coordinates all vehicle repairs and maintenance with the General Service Office (GSO). The incumbent ensures that vehicles are properly equipped with safety and security devices, including medical kits, oxygen tanks, encrypted radios, emergency lights/sirens, and basic roadside repair equipment. The incumbent is tasked with ensuring that all BGU personnel maintain personal responsibility for issued equipment and other USG property utilized during the performance of official duties. The incumbent assists with identifying and procuring new equipment. The incumbent ensures that all equipment is properly labelled, documented, and safeguarded. Lost, stolen, or damaged equipment must be documented and reported to the ARSO/RSO.

Training (10%)

The incumbent ensures that all BG personnel are familiar with driving laws, regulations and cultural norms, as well as all USG regulations pertaining to motor vehicle operations. The incumbent ensures that all BG personnel hold a valid Driver’s License (if required) and that they maintain a satisfactory driving record. The incumbent is responsible for teaching training requirements and identifying professional development activities. The BG Supervisor ensures that all personnel meet DS SPE shooting requirement if the BG Unit is armed, and that personnel are proficient with operational equipment, including medical supplies, vehicle equipment, and navigation tools. The incumbent ensures that personnel maintain a working knowledge of emergency first-aid and CPR techniques. The incumbent is required to participate in initial and annual training, workshops, seminars, exercises and periodic drills

The BG Coordinator should maintain a high-level of physical fitness, presents a neat appearance at all times, paying particular attention to personal hygiene, bearing, clothing and equipment. BGU shall wear clean and neat civilian clothes, uniforms or other dress as directed, when on duty. 

Specialized Security Tasks (10%)

The incumbent is responsible for managing specialized security tasks, as deemed appropriate by the RSO.

Qualifications and Evaluations

Requirements:
EXPERIENCE:  A minimum of four years experience in the commercial body guard business, civilian or host government police or military is required.

 

Education Requirements:
High/Secondary school diploma is required (form VI) is required.
Evaluations:
LANGUAGE:  Good working knowledge (speak, writing and read) in English is required and Fluent (speak writing and read) in Kiswahili is required. 

SKILLS AND ABILITIES: Must have valid driver license.

Program / Administrative Oversight (30%)

Facilitates and participates in the annual Country Operational Plan (COP) planning and review meetings with program technical team in allocating financial and budgetary information in terms of PEPFAR financial classification and specified programmatic interventions. The incumbent will advise and assist senior management team in the development and timely issuance of requests for Notice of Funding Opportunities (NOFO) and funding applications (continuing and supplemental). Ensures applications adhere to all established requirements and that content of NOFOs enables a fair and equitable application process. When applicable, determines if applicants have administrative and management capability to manage proposed program activities and may be asked to participate in pre-award surveys. The incumbent works with the senior management team and program technical staff in the development and implementation of NOFO processes, establishing objective review panels and functions as CDC’s principal coordinator to establish pre-application workshops (when appropriate) as a part of the annual continuation or new award cycle of CDC cooperative agreements. 

Monitoring and Coordination(30%)

Serves as Cooperative Agreement Specialist with respect to financial and budgetary matters within the scope of Notice of Awards (NOA). On annual basis, the incumbent coordinates and conduct pre business assessment to the new recipient of the NOFOs to ensure grantees understand and comply to the USG policies and internal control requirements while undertaking the program implementation through out of the project period. Provides budget oversight for all activities under the Award. Provide in country administrative support to help the recipient meet USG financial and reporting requirement approved by Office of Management and Budget (OMB). Acts with authorization on behalf of the Grants Management Officer (GMO) and Grants Management Specialist (GMS) at CDC headquarters in all matters related to the monitoring and coordination of the technical and programmatic aspects of CoAg’s and grants. Serves as the primary liaison between the grantee, OGS and PBEMB. Monitor and evaluate the grantee’s performance. Review the NOA with the grantee, including any special provisions, restrictions and the technical review. Provide guidance and assistance on the grantee’s submission of progress reports, audit reports and federal financial reports.

Financial Management and Analysis (25%)

Assists the extramural branch in financial and budgetary oversight, reporting, and analysis of the cooperative agreement portfolio by providing monthly, quarterly and annual financial report used by program management in making funding decisions.  Implements and maintains a comprehensive information system encompassing an accurate accounting data base for tracking information of project funds awarded, obligated expenditures, unexpended amounts, and balances available for use. Maintains a tracking system of all unobligated balances and alerts supervisor on best option in utilizing fund for a better program performance. Assists in the review of implementing partner audited financial statements for accuracy and compliance with CDC, OGS as well as the Payments Management Services (PMS) requirements, project agreements, and United States Government (USG) Generally Accepted Accounting Principles and Standards and oversees budget analyst’s review. In coordination with technical staff, reviews of all applications and technical reviews, spend plans and work plans, including expenditure reporting for the year. Works with CDC headquarters to resolve any issue noted in the Management Decision Letters’ (MDLs) resulting from an audit finding are addressed by the grantee. 

Responsible for tracking budget execution and obligations done for non-operational activities under CDC Cooperative Agreements and updates the financial section of the cooperative agreement tracking sheets as needed. Provides advises and guidance to the program technical staff for non-operating expenditures. Reconciles CDC headquarter obligations on cooperative agreement for current and prior years to provide accurate information and recommendation to senior management and program technical team. Performs regular control checks on partners financial management as per cooperative agreement terms and conditions, reconciles with CDC funding obligations and balances shown in the HHS Payment Management. System; reports on findings and recommendations to the Project Officer, Program Leads, Activity Managers, Finance Team and Deputy Director for Management and Operations for action. 

Travels to project sites to monitor progress of activities (as required).

Qualifications and Evaluations

Requirements:
EXPERIENCE:

A minimum of 3 years of progressively responsible work experience in business, management, public health or an international organization is required.

 

At least 2 years of experience will include substantial exposure to administration or management of programs or funding of special projects is required. 

JOB KNOWLEDGE:  The job holder must have a detailed and broad knowledge of the host country operational environment, including a detailed knowledge of the business environment in Tanzania as well as the structure and operations of the MOHSW and the environment for health care delivery in Tanzania.

Education Requirements:
Bachelor’s level degree in business, administration, accounting, public health is required.
Evaluations:
LANGUAGE:  Fluent Level in English and Kiswahili is required. (this may be tested)
