Nature of Position:
This position reports to the newly created position of Senior Resettlement and Complementary Pathways Officer based in Kasulu and supervises two Associate Resettlement Officer Positions. The resettlement operation in Kasulu is currently undergoing transition from group processing to individual processing and the position will entail clean-up activities including file review and database management. Training of caseworkers to conduct P1 cases and training of other units to make individual referrals is a priority for the operation. Due to the change in processing modality, mass information and individual counselling for refugees is also a priority. The position requires strong casework and review experience as well as skills in training and in individual counselling. It will also entail frequent travel to the camp which is about one hour away from the field office.
Living and Working Conditions:
UN Security Level-2 is currently in place, which implies that official and private road travel by staff is limited as per the MOSS. Staff members and their dependents also rely on air transport provided by UNHCR three times a week depending on the weather condition and bookings. Kasulu airstrip is operational and the UN flight operates in Kasulu on Mondays, Wednesdays and Fridays. There are two hospitals in the district - namely Kasulu District Hospital, Kabanga Hospital, and Heri Mission Hospital in Buhigwe district. Although medical facilities and pharmacies are not up to internationally acceptable standards, they provide basic health care and services to the local population. Whereas the local population has access to local schools, which have basic learning facilities, there are no International pre-schools, primary and secondary schools available for staff to send their children. Cash is the only means of transaction in Kasulu. Currently, there are two banks operating branches in Kasulu namely; National Microfinance Bank (NMB) and CRDB Bank. UNHCR FO Kasulu has constructed 10 residential houses located in two compounds for international staff members. Although basic, all the houses are fully furnished with needed furniture and accessories including mosquito-nets, kitchen utensils and appliances. The PAMA telephone facility is available in all the staff houses and can be used to communicate internationally using assigned PIN Codes. The office has also extended the provision of internet WI-FI facility to the residences as well as satellite TV (DSTV) in these accommodations, although the DSTV is paid for at staff members own cost. Given the increased staffing and limited space available, these residences can be fully occupied and new staff members may have to wait for available space when there is vacant house. In this regard, new staff may be required to stay in a hotel/lodge/guesthouse until such a time a space becomes available. Alternatively, staff members can choose to live in rented accommodation in Kasulu town, as there is an increasing availability of suitable housing, which are RMS compliant.
