The Legal Services Facility, registered as a company limited by
guarantee is a non-profit independent basket fund that strive to
increase access to justice for all, in particular for women, through a
legal empowerment approach.
Driver
Position Summary
To provide secure and timely driving services to transport passengers and/or goods. Deliver payment transfers to the bank and/or the suppliers, assist with postage and with pick up of office purchases, including flight tickets and any other tasks required by HR & Admin Manager. Act as a backup for the Receptionist, assist with meeting room re-arrangement for various meetings/events.

Reports to the HR & Admin Manager
Key Responsibilities
- Drives the LSF vehicles
- Keeps the vehicle spotlessly clean on the outside and inside
- Ensures the vehicle is in excellent working condition
- Daily checks the condition of the vehicle and performs routine checks on oil, brakes, tires (always at least 1 spare tire in good condition), cooling/ AC, windows, wipers and water etc.
- Ensures that tools are neatly stored in the vehicle and are sufficient and always available
Other duties
- Delivers mail, cheques or other matters whenever necessary as instructed by the Admin Assistant
- Will undertake field trips as and when required
- Any other duties as assigned by the supervisor through the Admin Assistant
- Maintenance and Administration
- Ensures dates of proper licensing are maintained.
- Takes the vehicle for servicing and supervises it is done properly
- Meticulously maintains the vehicle logbook including trips, with whom, mileage covered, fuel procured.
- Immediately reports any maintenance or vehicle condition issues to the LSF Administrative Assistant for further action
- Schedule annual vehicle examinations for service.
- Apply for the renewal of the vehicle license
- Determine when and what kind of maintenance the vehicle needs, keep track of general maintenance schedules, especially car tyre condition
- Ensure sound running of the vehicles assigned and arrange minor repairs where necessary
- Check oil and tyres properly and keep the service vehicles in clean condition, both inside and outside
- Keep track of timely car insurance renewals – Update monthly mileage records
- Maintain logbook of each service vehicle on daily basis and update monthly mileage

Qualifications
- The minimum education requirement is form IV or vehicle mechanical training.
- Speaks and understand English and Swahili.
- Preferable has done some additional safe driving training.
- Has 5 years or more driver experience including driving long distance preferably with an organization/company.

Gender Program Officer
Position Summary
The Gender Program Officer has the role of supporting LSF’s Programs to implement gender mainstreaming in LSF’s work. The position is also linked to the promotion of gender equity within the different programs and units, i.e., the promotion of gender balance, work/life issues, harassment and a gender-sensitive work environment. The Gender Program Officer provides input, guidance and recommendations on all gender perspectives in the work of LSF. The Gender Program Officer is expected to advocate for greater attention to gender perspectives. This requires the Gender Program Officer to understand LSF’s programs and how gender mainstreaming applies to LSF’s work.

Key Responsibilities
- Assess and identify gender knowledge needs and gaps in LSF’s programs;
- Develop and execute an overall strategic action plan for gender mainstreaming at LSF in consultation with LSF stakeholders;
- Develop and contribute to the basis of policy statements, frameworks, mandate, rationale and goals of the work of gender mainstreaming at LSF;
- Lead the establishment of a gender task force within LSF and serve as its coordinator;
- Conduct reviews of LSF strategies, proposals and grants and provide timely input and recommendations for gender integration and the inclusion of women in the implementation of programs and grants provided by LSF;
- Co-ordinate training activities and develop a suite of tools for training on gender mainstreaming based on identified needs for LSF staff, in liaison with other organizations/contractors that can contribute towards this;
- Develop and manage a set of grants to enhance gender equity in access to justice programs and policies complementary to LSF’s programs;
- Represent LSF at developmental forums and liaise with gender focal points in other organizations for events where information on gender mainstreaming may be required to leverage LSF programs; and
- Assist with respect to gender issues, the Monitoring and Evaluation team, in monitoring results emanating from the LSF program of work.
- Represent LSF in meetings and forums as designated
- Undertake other duties to assist program implementation as assigned.

Qualifications
- University degree in development studies, gender studies, social sciences, political sciences or related fields with some focus on gender studies and/or social inclusion.

Senior Programme Officer Zanzibar

The Role
Job Purposes
The Senior Programs officer will oversee the coordination and administration of all aspects of the ongoing LSF programs in Zanzibar which will include planning, budget, and controlling program activities.
The position holder will support grantees on key issues among others advocacy on gender equality and legal empowerment, access to justice through paralegal work and community prevention mechanisms on gender-based violence while keeping abreast with changing legal aid knowledge and best practice. The role will also provide mentoring and guidance to programme partners.

General:
Coordinate LSF program activities and Capacity development of LSF’s grantees and implementers towards achieving expected results in accordance with the LSF annual strategic plan in Zanzibar.
Planning:
- Formulation of LSF Annual Plans including, in close collaboration with Programme Advocacy & Implementation Manager, the budget for the Programs in Zanzibar and overseeing proper implementation.
- Plan the delivery of the overall program and its activities, outputs and results in accordance with the Strategic Plan of the LSF.
- Develop new initiatives, innovative approaches to support the strategic direction of the LSF.
- Participates in the development of a program evaluation framework to assess the strengths of the program and to identify areas for improvement

- Closely monitor the development of costs per case, person reached with legal education.
- Provide proposals ideas and analysis on impact measurement of the LSF interventions e.g. the costs saved by dealing with GBV cases, the benefits generated by securing property rights for women in inheritance cases etc.
Programs
- Contribute to regular review of the LSF Strategic Plan and Theory of Change and logical framework.
- Communicate with implementing partners in Zanzibar, clients and other stakeholders to gain community support for the program and to solicit input to improve the program.
- Liaise with other officers to ensure the effective and efficient program delivery
- Coordinate the delivery of services among different program activities to increase effectiveness and efficiency.
- Provide quarterly, semi-annual and annual reports on the program to Senior Programs Manager
- Ensure that the Zanzibar program operate within the approved budget.
- Provide required information to have invoices generated and submitted to Senior Programs Manager according to the established timelines
- Identify and evaluate the risks associated with program activities and take appropriate action to control the risks
- Monitor the program activities on a regular basis and conduct an annual evaluation according to the program evaluation framework.
- Report evaluation findings to Senior Programs Manager and recommend changes to enhance the program, as appropriate.
- Actively represent the LSF in programmatic forums for human rights, forge partnerships with likeminded organisations in order to benefit from expertise and experience available in Zanzibar as well as to avoid duplications of efforts and funding.
- Liaise, together with Senior Programs Manager, with donors, senior level government representatives and other senior level contacts in Zanzibar.
- Be responsible for the Zanzibar Program budget consisting of a budget for grants and capacity development
- Ensure that all program interventions are measurable and be measured against the indicators as mentioned in the LSF logical framework, that all capacity development intervention contributes to increased sustainability of legal aid in Tanzania, measure at least OCA at start and end of capacity development interventions and ensure that LSF grantees and other legal aid providers enter data in the LSF data base, that progress is made to make use of ICT in data collection and that proper data analysis is performed by the LSF
