JOB SUMMARY
The Procurement Officer is responsible for implementing all Procurement activities and assist Logistics & Procurement Manager to facilitate all Medical Teams operations in Tanzania.
JOB RESPONSIBILITIES
- Responsible for overseeing all procurement of goods, transport, subcontracted works and services at the country level.
- Manage all procurement process in accordance with MTI and donor policies and procedures, in a transparent, accountable, efficient, timely and cost-effective manner, negotiating prices and proposing new suppliers to be validated.
- Liaise with the Logistics officer in planning of transportation for goods and services procured country level & International level.
- Responsible for tracking Procurement budget at country level; ensure field Operations staff are utilizing ERP system to manage inventory; manage orders in accordance with MTI and donor policies.
- Provide training to Operations staff in the use of Unit 4 ERP system and ensure updated records are in the system and paper files with correct supporting documentation.
- Submit and collect quotations and tenders following MTI and donor policies.
- Manage vendor contracts and work closely with user departments to ensure effective and efficient implementation; support timely vendor payment by submitting all required documentation in accordance with schedules.
- Ensure accurate tracking of the procurement budget lines.
- Assist in annual procurement planning process and continuously track country level budget vs. actual, providing reports to management as required to support decision making.
- Ensure that local market surveys are regularly conducted to gain a full knowledge of the availability and price of local items.
- Conduct supplier verification visits and processes as required.
- Facilitate follow-up and supplier visits in Dar es Salaam as required.
- Ensure the procurement and disposal of commodities are in line with applicable licenses and are properly documented.
- Ensure all procurements comply with MTI and donor procurement policies including submitting procurement plans on time, implementing processes correctly, managing vendors and contracts, maintaining proper records and submitting reports according to schedule.
- Ensure Assistant procurement officer receives mentorship and participates in capacity building opportunities.
- Support safeguarding of program participants and employees through promoting an environment of awareness and upholding the code of conduct provisions of Medical Teams Protection from Sexual Exploitation & Abuse, Child & Vulnerable Adult protection, and harassment-free workplace policies.

EDUCATION, LICENSES, & CERTIFICATIONS
- Bachelor’s Degree in Procurement & Logistics, Supply Chain Management, Business Administration, Public Administration or related field is required.
- Professional certification is required.

JOB SUMMARY
Community Systems Strengthening (CSS) promotes the development of informed, capable and coordinated communities and community-based organizations, groups and structures. CSS involves a range of community actors, enabling them to contribute as equal partners alongside others to achieve sustainability of health interventions at the community level.
The Community Health Coordinator collaborates with Medical Teams Tanzania field staff and headquarters program staff, local and international partners, to strengthen the Tanzania CSS programs. Together with program teams, the Community Health Coordinator develops a common agenda and draft strong project designs for proposals and grants. S/he provides input into country strategy development and multi-year plans and will remain knowledgeable of best practices in community health programming.

ESSENTIAL DUTIES:
- Provides technical leadership in the effective implementation and development of Community Systems Strengthening.
- Promotes the engagement of participant communities in the joint assessment, design, and monitoring of health services.
- Establishes frequent engagements with stakeholders including community members, local authorities, partner organizations, other NGOs or government officials as needed for effective collaboration in the development and delivery of community health interventions
- Defines quality assurance, standards and adherence to CHW protocols, monitoring compliance with international and Tanzania MOH standards.
- Coordinates with Ministry of Health, INGOs and UN organizations in support of national capacity building programs for improved community health outcomes
- Develops data collection tools and systems and reporting requirements to meet Medical Teams and donor goals
- Creates training structures and methodologies for Medical Teams staff and partners to ensure CHWs reach households with preventative and basic curative health and hygiene information and services and are linked to referral facilities.
- Implements M&E systems to ensure that community health status is monitored in order to respond with evidence-based action.
- Strengthens integration of community health activities with local primary health care system through the development of strong referral mechanisms and CHW health promotion activities at health facilities.
- Promotes CHW staff development through mentoring, coaching and technical guidance.

QUALIFICATIONS
EDUCATION, LICENSES, & CERTIFICATIONS
- A community participation professional with a master’s degree in public health or equivalent and relevant field experience in community strengthening.

JOB SUMMARY
Monitoring, Evaluation, Accountability and Learning (MEAL) are essential in the design and implementation of Medical Teams International’s programs. The primary role of the MEAL Officer is to work directly with field operations technical and program staff to ensure implementation of high-quality MEAL at the field level. The position provides technical analysis, design and support in the area of Monitoring, Evaluation, Accountability and Learning in line with Medical Teams program standards, donor guidelines, and humanitarian sector best practice to deliver high-quality health programming. Working closely with headquarters technical advisors and experts, the MEAL Officer develops effective MEAL systems and data collection tools; collects data using qualitative and quantitative methods; and conducts data entry and analysis.

ESSENTIAL DUTIES:
Supervision:
- Supervise country office MEAL staff
- Work with country office leadership to determine staffing levels/roles needed to support country office MEAL activities and participate in recruitment to fill those positions
- Develop country office M&E processes, methodologies and tools for planning, monitoring, evaluation, accountability and learning in line with Medical Teams policies and standards
- Monitor implementation of systems, processes and tools ensuring quality and consistency in M&E collection and reporting
- Produce a comprehensive M&E plan for the program and conduct regular monitoring of progress toward that plan
- Provide technical expertise in household survey sampling design, questionnaire development, enumerator training and implementation, including programming needed for electronic data collection
- Contribute to the development of project proposals and reports, including assessments, log frames, M&E plans, baseline and end line survey reports.
- Monitor, analyze and summarize data collected from surveys and project activities
- Conduct data quality assessments & data audits to ensure that the collected data is accurate and maintains the integrity of the project
- Conduct beneficiary interviews, focus group discussions, and quality improvement verification visits to the project sites as required by the program
- Compile project monitoring data into internal and external reports reflecting activity indicators to guide management decision making, provide accountability to beneficiaries and stakeholders, share learning and demonstrate impact
- Contribute to the establishment of an effective complaints, accountability and response mechanism to enhance feedback, trust and confidence with beneficiaries
- Ensure accountability is integrated into country strategies, program design, monitoring and evaluations, recruitment, staff onboarding, trainings and performance management, partnership agreements, and highlighted in reporting.
- Ensure data storage and systems for sharing are set up to protect confidentiality of personally identifying beneficiary data and adhere to generally accepted principles for data protection.
- Support safeguarding of program participants and personnel through promoting an environment of awareness and upholding the code of conduct provisions of Medical Teams Protection from Sexual Exploitation & Abuse, and Child & Vulnerable Adult protection policies and sexual harassment policies
- Develop systematic approaches that support documenting how change is happening within programs and making knowledge accessible and usable at local, country office and global level to inform programming

- Maintain a filing system for all MEAL activities, reports and analyses in hard and soft copies, including backups

JOB SUMMARY
Supporting referral management activities including collecting all necessary supporting documents for referral bills and ensuring required documents are in place for admission and discharge of referral patients. Work closely with Finance Department to ensure timely payment of referral management costs.
JOB RESPONSIBILITIES
- Provide Administrative Support regarding referral management such as collecting bills, invoices and follow up on the permits for admission and discharge of referral patients.
- Support the Finance department in maintaining petty cash for emergency referral costs and ensure proper and timely liquidation of advances with adequate and appropriate documentations.
- Prepare and update the referral database on a timely basis with detailed information pertaining patient’s admissions and discharge for all elective and emergency referrals.
- Ensure prior approvals are sought for all investigation, emergency referral medicines and supplies obtained outside any hospital without Memorandum of understanding with MTI.
- Prepare a reconciliation of referral costs for treatment and meals against referral database.
- Maintain and update all referral patient files on regularly
- Assists in identifying and preparation of requisitions for various domestic needs in the Patient house such as electricity, water, and other supplies.
- Participate in Monthly referral coordination meetings.
- Coordinate with the referral focal person and the escorting nurse to ensure all new patients are registered with all required documents and given all necessary instructions and support.
- Provides orientations for new employees by sharing on-boarding training including MTI policies and procedures
- Collaborates with Human Resource Officer in management of patient’s guesthouse.
- Provide and support provision of timely response to Program team queries regarding referral activities.
- Follow-up documentation and payment for all vendors who are providing direct support to patients at the referral hospitals.
- Ensure maintenance and security of patient’s guest house.
