Position Summary: The HTS & HIV Prevention Service Officer works
with and supports the HTS & HIV Prevention Service Delivery Advisor

technical leadership and oversight of Laboratory services implementation
at respective region. This includes; keeping abreast with key advances
in the area of Laboratory support and standards for the HIV and TB
programs; translating into practice, key program, national and global
priorities of Laboratory services for the HIV and TB programs; as well
as working with and providing substantive and technical direction and
assistance to other regional staff at supported region. She/he will work
in close collaboration with the respective regional and district level
health management teams and C3HP supported facilities.
Duties and Responsibilities:
1. Provide oversight and lead implementation of HIV Viral load (HVL)
Services by providing technical support focusing on sample collection,
packaging, transportation, testing, and result reporting; o Ensure
implementation of demand creation strategies for improved coverage of
HVL services. o Oversee HVL testing laboratories, to ensure there is
maintenance or improvement of the workflow for laboratory processes and
improve TAT.
2. Strengthen Early Infant Diagnosis (EID) Service by providing
technical support focusing on sample collection, packaging,
transportation, testing, and result reporting.
3. Support scaled up use and maximum utilization of available point of
care (POC)/GeneXpert platforms in EID for improved turnaround time of
test results.
4. Support TB Diagnosis Service by providing technical support focusing
on sample collection, packaging, transportation, testing, and result
reporting; o Ensure maximum utilization of available GeneXpert for TB
diagnosis o Strengthen integration of TB diagnostic samples
transportation into the sample referral system
5. Collaborate with R/CHMTs and other stakeholders to expand and strengthen EQA services especially for HIV rapid test.
6. Coordinate with R/CHMTs to strengthen the laboratory sample referral
system, and work with Couriers to facilitate sample transportation from
lower sites to facilities with testing capacity, and results back to
respective sites. o Ensure maximum utilization of electronic sample
referral system for improved turnaround time of test results.
7. Collaborate with stakeholders to improve quality of HIV testing, by
supporting the national certification program for non-laboratory HIV
testers and HIV testing points, through provision of technical
assistance and mentorship to participating facilities.
8. Responsible for ensuring supported sites meet national standard for
laboratory practice required to support all project activities,
including assessing site needs, identifying areas for quality improvement and capacity building of laboratory personnel through training and mentorship.
9. Support implementation of laboratory continuous quality improvement
and quality management systems to ensure good quality clinical
laboratory testing in C3HP supported sites.

performance of the C3HP pharmaceutical support and supply chain services
and ensuring uninterrupted availability of health commodities in the
respective region. She/he will be working with and providing substantive
and technical direction and assistance to other regional staff at
supported region and will work in close collaboration with the
respective regional and district level health management teams and C3HP
supported facilities.
Duties and Responsibilities:
1. Responsible for ensuring that C3HP respective region meets national
standard for health commodities supply chain management by: o Conduct
regular need assessment on pharmaceutical and supply chain service
provision and and organize efforts to address these needs -; including
areas of capacity building and health system strengthening – in
collaboration with the R/CHMT. o Ensuring all supported facilities have
all required LMIS tools for health commodities record keeping and
reporting. o Ensuring supply chain data reported in eLMIS and Pharmacy
Module Database/CTC3 Macro by supported facilities are of high quality. o
Working with R/CHMT to track and report regional performance on the
national supply chain key performance indicators and conduct quarterly
supply chain DQA to all supported facilities.
2. Ensures uninterrupted supply in HIV/TB and related commodities at all
C3HP – supported sites by: o Annual forecasting of needs in HIV/TB and
related commodities including lab supplies for each single site/district
during planning. o Ensuring that each single site/district has
appropriate buffer stock off all HIV/TB and related commodities
including lab reagents and consumables and o In collaboration with
R/CHMT, he/she will support redistribution of health commodities to
ensure continuum of care and avoid wastage/pileups. o Providing
technical assistance to Regional/district pharmacists in reporting and
ordering of ARVs, TB medicines and related commodities from the MSD. o
Ensuring that technical procedures for procurement, distribution and
dispensation are respected at all sites according to the standard
operating procedures. o Keep track of drug flow between stores and C3HP
supported sites and continuously update and educate site staff on
developments and issues related to new drug formulations, national and
zonal ARV and OI drugs stocks update. o Provide TA to C3HP supported
facilities to maintain the inventory of medicines and laboratory
supplies and they submit their Report and Request forms to MSD timely
for resupply of health commodities. o Make sure that all dispensing
rooms at all supported facilities have the necessary infrastructure and
are able to function efficiently. o Assist R/CHMTs members to conduct
medicine audit to increase accountability on health commodities and
proper documentation.

Position Summary: The Manager- Care &Treatment (ART delivery,
FP&CECAP) Service Delivery is a member of the central technical team
responsible for providing technical guidance on care and treatment
services, family planning integration and CECAP services under the
project. Working closely with the Senior Manager Quality Service
Delivery, s/he provides technical assistance to the central and regional
team ensuring effective implementation of interventions related to care
and treatment family planning integration and CECAP in facility
settings; as well as working with and providing technical support to
other project staff at supported regions and regions, key stakeholders
at national, regional and local government authorities and other
partners.
Duties and Responsibilities:
1. Lead and oversee planning, implementation, M&E and reporting of
Care & Treatment (ART delivery, FP &CECAP) services and other
relevant activities across all supported regions and councils.
2. Oversee implementation of initiatives to address key program, donor
and national priorities, including 2nd and 3rd 95 interventions,
Cryptococcal program, FP/HIV integration and CECAP in line with national
guidelines.
3. Forge strong partnership with key government ministries and offices
at national, regional and council level, support national efforts and
provide TA to relevant ministries, RHMTs and CHMTs in planning,
implementation, M&E and reporting of HIV testing and prevention

Position Summary: The Senior Manager Quality Service Delivery will be a
health programs specialist and technical expert in all matters
pertaining to public health program implementation. She/He will provide
guidance and technical support to C3HP central team in the design,
implementation, evaluation and reporting of the HIV and TB interventions
as well as serve as the content experts on all matters pertaining to
public health and epidemic control, in line with national guidelines and
agreeable international standards. The Senior Manager Quality Service
Delivery will also ensure continuum of care and program integration
across the various program units and departments. The Senior Manager
Quality Service Delivery will work under and advise the Director of
Technical Services/DCOP on program implementation, outcomes and
direction to ensure efficiency and sustainability.
Duties and Responsibilities:
1. Work with the DCOP to lead development of detailed programs
work-plans, including goals, objectives, outputs and outcomes, as well
as budgets in-line with donor, program and national priorities.
2. Support the DCOP in overseeing program implementation, perform
work-plan and budget control, and ensure effective monitoring of
programs work-plan implementation, outputs and outcomes.
3. Work with finance department to review financial burn rate in
relation to outputs achievement and advise the DCOP on how to optimize
financial performance towards efficiency and maximal outcomes.
4. Provide technical support to program managers in developing plans,
priorities, strategies, evaluations and budgets and facilitate program
integration across units to ensure synergies and maximal outcomes.
5. Conduct technical visits to supported regions & facilities to
assess implementation of program priorities and work with regional
project team to identify and address gaps in program implementation.
6. Lead and coordinate writing of key program and scientific documents
including project proposals, work-plans, reports, best practices,
lessons learned, abstracts, posters manuscripts, and policy briefs.
7. Conduct skills gaps assessment to C3HP project team and organize
efforts to address these gaps through internal and external capacity
building.
8. Coordinate various technical program meetings to review and monitor
program progress and outcomes including weekly, monthly and quarterly

9. Actively participate in and oversee technical site visits by the
central government, PEPFAR agencies, and other donor institutions to
