Required Qualifications:
- At least ten years of professional experience in informatics or related field. This should include at least five years specialized experience in product management, including business analysis and requirements engineering.
- Degree in Computer Science, Software Engineering or equivalent (Advanced Degree preferred; relevant experience may be substituted).
- At least five years of experience managing a team and software throughout the development lifecycle in an Agile development environment
- Ability to take direction to iteratively define and implement solution as requirements are being identified and finalized.
- Experience performing systems analysis for systems that cross multiple components and impact multiple systems.
- Experience managing software projects using tools to facilitate the DevOps process such as Trello, Jira or Microsoft DevOps.
- Possess technical writing skills and ability to review work products such as: Use Cases, Detailed Functional Requirements,
- Detailed Design Specifications, and Software Requirement Specifications.
- Demonstrated experience in working within a multi-disciplinary team in a fast paced, technically challenging environment.
- Excellent leadership, management, coordination, interpersonal and teamwork skills.
- Excellent communication skills (Email, Skype, Microsoft Teams, GoToMeeting).
- PMP certification preferred
- Experience working within health informatics on behalf of government health departments or donor-funded projects preferred
- Ability to travel 30% within Tanzania

Primary Duties and Responsibilities:
- Responsible for the quality of data across the core systems and respective data marts.
- Support data modelling and data mart development.
- Synthesis of requirements, identification and analysis of data sources for mapping and performing data quality tests to support source system mapping exercise.
- Define and arbitrate the transformation rules per source system and develop ETLs to populate respective data marts.
- Perform data profiling functions and interrogation queries against source systems and verify data marts after ETL processes.
- Work closely with the data use teams in developing data products for the larger stakeholder groups.
- Align with QA approaches established within the software development process to resolve data quality, inconsistency and integrity issues.
- Maintain data dictionaries/metadata of the source systems and respective data marts.
- Utilize tools like Jira and Confluence for team collaboration, technical documentation and project management, and shared code repositories like GitHub or Bit Bucket for distributed code development.
- Perform duties and tasks as assigned by Sr. Architect, HIS Solutions & Interoperability.
Required Qualifications:
- BSc. in Computer Science or a related field, or equivalent experience.
- At least 5 years’ experience developing digital information systems.
- Familiarity with open-source global goods, including demonstrated experience using DHIS2.
- Advanced working SQL knowledge and experience working with relational databases, query authoring (SQL) as well as working familiarity with a variety of databases.
- Proven working experience with Microsoft SQL Server or PostgreSQL
- Experience in NoSQL databases is an added advantage.
- Proven experience developing web applications.
- Demonstrated proficiency of one or more back-end languages such as C#, Java, Python etc.
- Demonstrated proficiency of JavaScript frameworks such as Angular, React or Vue.
- Experience working with Health Information Exchange standards is an added advantage.
- Experience in implementing a data warehouse is an added advantage.

Key Responsibilities:
- Work with developers to support the utilization of software testing automation tools for unit testing, regression testing etc.
- Create detailed, comprehensive and well-structured automation test plans and test cases
- Design, develop and execute automation scripts using open-source tools
- Utilize tools like Jira and Confluence for team collaboration, technical documentation, project management and bug tracking, and shared code repositories like GitHub or Bit Bucket for distributed code development.
- Perform thorough regression testing when bugs are resolved
- Develop and apply testing processes for new and existing products to meet client needs
- Monitor debugging process results
- Investigate the causes of non-conforming software and train users/stakeholders on how to implement solutions
- Track quality assurance metrics, like defect densities and open defect counts
- Lead the development of user guide and capacitation materials including maintenance guides for analytics platform and situation rooms
- Lead the UAT process
- Lead the Helpdesk support function.
- Stay up-to-date with new testing tools and test strategies
- Any other duties assigned by the Sr. Systems Architect.
Required Qualifications:
- BSc. in Computer Science or a related field, or equivalent experience.
- Familiarity with open-source global goods, including demonstrated experience using DHIS2.
- Ability to effectively write technical documents such as sys/admin manuals and user guides.
- Ability to lead meetings, conduct trainings and deliver presentations.

Front-end Developer, Data.FI Tanzania
Purpose of Position:
We are looking for a skilled front-end Web Developer to join our development team.
Reporting
to the Senior Systems Architect, this role will be responsible for
developing and implementing user interface components, for example,
using React.js concepts and workflows such as Redux, Flux and Webpack.
You will also be responsible for profiling and improving front-end
performance and documenting our front-end codebase.
To ensure
success as a front-end web developer, proficiency with React.js is
recommended, as are in-depth knowledge of JavaScript and React concepts,
excellent front-end coding skills, and a good understanding of
progressive web applications. A commitment to collaborative problem
solving, sophisticated design and quality products are important.
This
position is based in Dar Es Salaam or Dodoma, TBD. The initial position
term is 6 months, with an extension for up to 3 years, depending on
funding.
- Meeting with the development team to discuss user interface ideas and applications.
- Reviewing application requirements and interface designs.
- Developing and implementing highly responsive, re-usable, user interface components using React concepts.
- Troubleshooting interface software and debugging application codes.
- Developing and implementing front-end architecture to support user interface concepts.
- Monitoring and improving front-end performance.
- Documenting application changes and developing updates.

Required Experience:
- Thorough understanding of React.js and its core principles is recommended
- Proven experience working as a React.js Developer or equivalent front-end web development expertise.
- Knowledge of modern authorization mechanisms, such as JSON Web Token
- In-depth knowledge of JavaScript, CSS, HTML, current specifications of EcmaScript and front-end languages.
- Knowledge of React tools including React.js, Webpack, Redux, and Flux.
- Proven experience with browser-based debugging and performance testing frameworks.
- Excellent troubleshooting skills.
- Good project management skills.
