The UN Resident Coordinator’s Office (RCO) in Tanzania supports the Resident Coordinator in promoting attainment of the Sustainable Development Goals and the Africa Agenda 2063. It provides strategic guidance and coordination assistance for the design and delivery of the UN’s Cooperation Framework, UN Development Assistance Plan 2015-2022 (UNDAP II).

Under the direct guidance and supervision of the Senior Development Coordination Officer and Team Leader, the Results Based Management Specialist will support a results-oriented and evidence-based approach to UN programming at country level.
Duties and Responsibilities
1. Leads the annual process of review and revision of UN Tanzania Joint
Work Plans, ensuring the capture and robust analysis of results and
constraints/challenges for optimal take-up of lessons learned
As
Chair of the Planning, M&E Working Group, leads quality assurance
support across the UN joint planning, review and reporting processes at
country level, providing recommendations (where relevant) for improved
process and quality of data generated
Oversees the management of the
Tanzania section of UN Info as the principal planning and reporting
platform for the UN Cooperation Framework and the Joint Work Plans
thereunder
Updates guidance and delivers orientations for all
components under the annual Joint Work Plan review and revision process,
building capacity for and understanding of evidence-based monitoring
and RBM
Collaborates with UNCT specialists to support the
mainstreaming of UN programming principles across the Joint Work Plans
and annual reviews
Supports the identification, documentation and
analysis of results and key lessons derived from monitoring processes at
country level (and where relevant augmented by regional and global
processes) to inform strategic planning
Guides routine updates to
Theories of Change at Outcome level and leads revision of the overall
Theory of Change of the Cooperation Framework as required

Supports the timely creation and publication of results-oriented
reports, to fulfil transparency and accountability commitments

3. Supports UN strategic planning
processes at country level, ensuring a results-oriented and
evidence-based approach in compliance with corporate requirements
Facilitates
orientations and trainings of UN Country Team (UNCT) members, partners
and stakeholders in RBM concepts and approaches to enable their
meaningful participation in programming processes
Guides the creation of a high quality, SMART Results Framework, overall Theory of Change and costed M&E Plan for the UNSDCF
Collaborates with UNCT specialists to support the mainstreaming of UN
programming principles across the UNSDCF, both for the process of
development and in the final product
Contributes to the development
and application of performance criteria to inform decision-making
related to One Fund allocations
Serves as a focal point for the mid-
and end-of-term review of the UN Cooperation Framework, promoting
alignment with UN Evaluation Group Norms and Standards for Evaluation
for improved accountability and learning
Coordinates the RCO’s contributions to Agency evaluations, at the country, sectoral or programme level
4. Contributes to the design, implementation and coordination of UN Knowledge Management (KM) strategies and initiatives

The UN system in Tanzania and the Government of Tanzania through Kigoma Regional Secretariat and Local Government Authorities in the region have been implementing Joint Programme for Kigoma with the aim of supporting long-term development needs of the host communities mainly in the refugee hosting districts. This is being executed through a comprehensive and durable support to the region of Kigoma, looking at the priorities and needs of the region and matching it with the comparative advantages of the United Nations Country Management Team (UNCMT). The Kigoma JP started its operations as of 1 July 2017 and will run for 5 years until end of June 2022. The UN Joint Programme for Kigoma takes its base in the UNDAP II for Tanzania, the UN Development Assistance Plan, as well as the Sustainable Development Goals (SDGs) and the Tanzania Government’s 5- year strategy as well as the regional priorities for Kigoma.
The JP consists of the 7 themes of sustainable energy and environment, youth and women’s economic empowerment, elimination of violence against women and children, education with a focus on adolescent girls, WASH (Water, Sanitation and Hygiene), agriculture and health+ (health, nutrition and HIV/AIDS). The programme is currently being financed through Participating UN Agencies internal funds and Governments of Norway, Ireland, Sweden and South Korea (KOICA). In order to support coordination of the involved UN Agencies and to enhance the implementation and reporting of the program, the Resident Coordinator’s Office (RCO) recruited a UN Area Coordinator (UNAC) for the Kigoma region who is supported by UN Coordination Analyst. The team works very closely with the Government Focal Persons for the program at the Regional Secretariat and the Local Government Authorities. Resident Coordinator’s Office (RCO) wishes to recruit a Programme Associate who will report directly to the UNAC.
Duties and Responsibilities
Under the direct supervision of UN Area Coordinator (UNAC), the Programme Associate will undertake the following tasks:
Programme Support:
- Support the UN Area Coordinator in monitoring programme strategies and implementation of the Kigoma Joint Programme.
- Provide administrative support to JP participating agencies in preparation of programme workplans.
- Provide Monitoring and Evaluation feedback to the UN Area Coordinator on programme strategies and activities;

UN Women Tanzania is implementing its Strategic Note (2017-2021), the
successful achievement of which requires strategic support for
programmatic level coordination on several key areas.
UN Women
has the mandate to lead, coordinate and promote the accountability of
the United Nations system in its work on gender equality and the
empowerment of women at the corporate, regional, and country team
levels. In Tanzania, UN Women is working together with other UN Agencies
to implement the United Nations Development Assistance Plan 2016-2021
(UNDAP II) to support the Government of the United Republic of Tanzania
to achieve its national development objectives and plans as well as the
Sustainable Development Goals (SDGs).Under UNDAP II, UN Women leads and
coordinates gender mainstreaming responsibilities of the UN Country
Management Team (UNCMT) and the functions as the Secretariat of the
Gender Coordination Mechanism for GEWE, including through implementation
of the UNCT-SWAP Gender Equality Scorecard for enhanced coherence
accountability in the work of the UN system on Gender Equality and the
Empowerment of Women in Tanzania. In addition, the UN Tanzania COVID-19
Coordination Framework was established early in the pandemic and
includes three pillars: Public Health, Socio-Economic Impact and Leaving
No One Behind (LNOB). Each pillar is co-led by two UN Agencies, with UN
Women and UNFPA leading the LNOB pillar. The framework was designed to
secure a comprehensive overview of all related activities within the
UNDAP II structure, as well as coordinate short-term and longer-term
response and recovery efforts. To date this has included drafting an
Emergency Appeal and developing a Socio-Economic Response Framework
(which is currently ongoing) and will continue with other upcoming
strategic opportunities.
Under its Women’s Leadership Program, Wanawake Wanaweza II, UN Women also supports two essential coordination mechanisms:
The Steering Committee with representation of Development Partners
including the project donors, the National Gender Machinery and
Implementing Partners, and it provides strategic direction to the
project;
The Technical Committee which is composed of technical
staff from implementing partners with the aim of enhancing collaboration
and synergies. Additionally, within the UNDAP II, UN Women leads the
Outcome Group on Women’s Leadership and Political Participation within
the Thematic Results Group on Governance, Human Rights and Gender
Equality.

will be responsible for strengthening accountability of results for
gender equality and women's empowerment, enhancing efficiencies,
improving UN system-wide coherence on GEWE, and joint action through
better coordination between UN agencies, WLPP Project, the government
and development partners.
Duties and Responsibilities
Lead and provide technical support to inter-agency coordination mechanisms:
- Participate in UNDAP Outcome Results Group (ORG) on Women’s Leadership and Political Participation (WLPP) and ensure gender equality and women’s rights are mainstreamed in processes and documents, as delegated and under the guidance of the Country Representative and WLPP Programme Manager;
- Participate and provide technical inputs in the LNOB Pillar of UN Tanzania Coordination Framework to ensure effective integration of UN Women contributions;
- Provide technical support to macro-level government and donor gender¬ coordination structures, including institutional capacity development and strategic planning;
- Provide strategic inputs to the planning, implementation, and monitoring of the UNCT Gender Scorecard, including through the development of annual work plans, in line with the UNDAP/UNSCDF guidelines;
- Provide technical inputs, including background notes, as the Secretariat of the WLPP ORG, the UNCMT Gender Equality Coordination Mechanism, PSEA Network, and the LNOB Taskforce under the guidance of the Country Representative and Programme Manager WLPP;
- Provide technical support to joint inter-agency UN planning processes and similar exercises;
