Tetra Tech International Development Services headquartered in Arlington, VA is currently accepting expressions of interest from qualified Senior Technical Specialist candidates for an anticipated Tanzania WASH Activity in Tanzania. The Activity is anticipated to be a five-year contract to expand the provision and governance of WASH services through partnerships with the Government and private sector in Tanzania. Interventions aim to (i) increase access to sustainable water services managed by the Rural Water Supply and Sanitation Agency and urban water utilities; (ii) increase access to finance for water, sanitation, and hygiene; (iii) strengthen the market for sanitation and hygiene products and services; and (iv) strengthening basin water boards and water user associations to enhance stewardship of water resources.

Anticipated Positions
The following positions will be supervised by the project Chief of Party (COP) or his/her designee:
Water
Services Lead will help increase access to sustainable water services
managed by the Rural Water Supply and Sanitation Agency (RUWASA) and
urban water utilities (WSSAs).The ideal candidate will have demonstrated
experience providing technical and managerial oversight in the
development and implementation of strategies to:
· Disseminate/operationalize National Water Policy and support national coordination platforms
· Improve RUWASA engineering, operational, and management capacity
· Develop/test operations and maintenance models to professionalize rural water service delivery
· Improve urban water utility financial viability and operational capacity
· Implement targeted water supply infrastructure based on need and leveraging potential
WASH
Finance Lead to expand access to sustainable WASH services through new
sources of finance, increased public expenditures, greater cost recovery
from users, increased efficiency in service provision, better targeting
of subsidies, and better mobilization of financing. The ideal candidate
will have demonstrated experience providing technical and managerial
oversight in the development and implementation of strategies to:

Mobilize funding (including access to the National Water Fund)
for WASH services through work strengthening RUWASA and small-town
utilities

Support Basin Water Boards to increase their revenue needed for daily
operations and catchment/water sources protection
Sanitation
Markets Lead to expand access to higher quality sanitation products and
services to address the critical need to move beyond unimproved
sanitation facilities in the target districts. The ideal candidate will
have demonstrated experience providing technical and managerial
oversight in the development and implementation of strategies to:

Engage private sector actors to stimulate innovation and
investment to meet demand, while considering affordability,
sustainability, and local market conditions
· Establish market-based solutions to improve the quality of sanitation and hygiene products and services
·
Expand access to small-scale, decentralized wastewater (fecal
sludge) treatment facilities working with municipal governments and
utilities to establish sites and manage operations, in partnership with
private enterprises
Water Resources Management Lead to
strengthen basin water boards and water user associations to enhance
stewardship of water resources. The ideal candidate will have
demonstrated experience providing technical and managerial oversight in
the development and implementation of strategies to:
· Help
prevent or reverse catchment degradation and the overexploitation or
pollution of critical surface and groundwater resources
·
Improve the capacity and operational efficiency of BWBs, including their
ability to collect revenue, collect data to inform decisions, support
the needs of water service providers, and manage resources.
·
Raise awareness of the effects of high population growth and health and
environment issues within the BWBs, including pollution and economic
activities that threaten Tanzania's water resource base

These potential initiatives collectively include potential work Kenya, Uganda, Tanzania, Ethiopia, Somalia, and neighboring countries, and include technical focal areas of increasing rural resilience, private sector engagement, livelihood diversification, trade facilitation, and both private sector and institutional capacity building. Furthermore, we anticipate that significant emphasis will be placed on operating through inclusive market systems development approaches which support opportunities for women, youth, and other traditionally excluded market actors.

Under all of these initiatives the COP will be the principal point of contact in the respective field offices for procedural and substantive matters. The COP will coordinate and ultimately be responsible for all contract management and implementation. S/he will be the primary liaison with each USAID mission on technical matters and must adjust activities in an adaptive manner in response to both technical direction from the mission and evolving market system needs. The COP will also be responsible for ensuring quality control and the overall responsiveness of technical assistance provided under the award.
The COP’s primary responsibilities are aimed at providing overall leadership, management and general technical direction of the entire project, ensuring an integrated vision among different components and actors, and a focus on achieving the results defined in the award. This individual will be expected to identify issues and risks related to project implementation in a timely manner and suggest appropriate adjustments. These are anticipated to be full-time positions based in Nairobi, Addis Ababa, Dar Es Salaam, or other regional capitals for multiple year postings.

*At least ten (10) years of demonstrated experience in the successful implementation of relevant development activities, especially in rural resilience, agricultural market development, natural resource management, business management, or rural development;
*At least five (5) years of demonstrated experience in direct supervision of professional and support staff;
*For COP positions, at least (3) years in a senior project management role in a project of at least $2 million in average annual operating budget;
*Bachelor’ degree in international development, agriculture, economic or another relevant field required; masters’ degree or an additional 3 years of relevant experience preferred.
*Experience working with the public and private sectors to foster a resilient and inclusive market system that promotes private sector investment and trade;
*Demonstrated ability to engage in multi-stakeholder dialogue, including sustaining partnerships and strong working relationships with donors, host country government counterparts, academic institutions, and civil society;
*Excellent oral and written communication skills. Demonstrated ability to think strategically and communicate his/her vision to partners and colleagues;
*Proven experience navigating complex and high-pressure operating environments;
*Experience with major donor funded activities required; 3 years’ experience on USAID-funded initiatives preferred.
*Proficiency in written and spoken English is required.
