Organizational Setting
The
Food and Agriculture Organization of the United Nations (FAO), leads
international efforts to alleviate hunger, eliminate poverty and achieve
food and nutrition security for all.
At present, FAO is supporting
a number of interventions related to Agriculture (Crop, Livestock,
Fisheries and Forestry) development. To ensure proper development of the
Tanzanian fisheries sector, the Government of Tanzania endeavours to
review its current Fisheries Master Plan, which was developed in 2002.
FAO has been requested to provide Technical Assistance for the
development of a comprehensive Master plan, The Tanzania Fisheries
Master Plan II, which will focus, as per the Government of Tanzania’s
request, on the fisheries of Tanzania mainland (both inland and marine
fisheries). Accordingly, FAO is recruiting a National consultant to
support this process.
Reporting Lines
The National
Specialist on Fisheries reports to the FAO Representative under direct
supervision of the Assistant FAO Representative (Programme)
Tasks and responsibilities
Under
the overall guidance of the FAO Representative and the direct
supervision of the Assistant FAO Representative (Programme), and
technical direction from the lead technical officer (LTO), the National
Consultant will be required to undertake the following duties:
- Provide technical leadership in implementation of interventions as described in the TCP project document for development of the Tanzania Fisheries Master Plan;
- Management and coordination of project activities, in accordance with the project document and work plan;
- Assist the Government of Tanzania with the identification of relevant stakeholder groups and their representatives related to the mainland Tanzania inland and marine fisheries sector, who will participate in the formulation process of the fisheries master plan;
- Review the inland and marine fisheries sector of mainland Tanzania, taking into account the whole fisheries value chain and related sectors (trade, processing), but also agriculture or other sectors which might have an effect on fisheries (i.e. run-off of fertilizers, irrigation schemes which might have an influence on the connectivity of fish migration routes, tourism, etc.)
- Liaise and represent FAO – Tanzania at the relevant meetings with development partners, national stakeholders and government officials engaged in natural resource management, in particular sustainable fisheries.
- Organize and work with National Project Coordinator at the Ministry of Livestock and Fisheries to coordinate all stakeholders as representatives of different stakeholder groups to make appropriate and meaningful contributions during issue identification and activity development to feed in the Fisheries Master plan;
- Facilitate developing of terms of reference to guide authors in developing Baseline/Reference Document for inland and marine
- Ensure appropriate implementation of the project following the Ecosystem Approach to Fisheries
- Participate in mobilization of additional investment resources for development of Fisheries sub-sector;
- Prepare project visibility materials in collaboration with the Communications officer,
- Perform any other related duties assigned by the supervisor.
Minimum Requirements
Advanced degree (MSc) in Fisheries Science or related subject
Knowledge of the Tanzanian fisheries sector, both inland and marine would be preferable
National of Tanzania
At least 5 years’ experience in agriculture, food security, agricultural economics, rural development or related fields;
Fluent in English (including report writing) and Kiswahili
